100% mortgages would drive up house prices, Central Bank warns

Celtic Tiger-era 100% mortgages would drive up house prices and increase risks to borrowers and banks, the Central Bank has warned.
Mark Cassidy, the Central Bank's director of financial stability, warned TDs and senators at the Oireachtas housing committee against the return of 100% mortgages.
'We think that would be a bad idea,' Mr Cassidy said.
It would add to demand without any impact on supply and therefore add to prices.
'More fundamentally, it increases the risk for borrowers and for banks.'
Banks introduced 100% mortgages during the Celtic Tiger period, but more recent Central Bank rules do not allow either 100% or 95% mortgages to be given out.
Current rules require borrowers to have a 10% deposit in order to obtain a mortgage.
Mr Cassidy said reintroducing 100% mortgages would increase the risk of default, if a household's income fell. He added that, if house prices fall, homeowners would immediately fall into negative equity and would be likely to 'get into financial distress'.
'We believe a minimum of a 10% deposit remains necessary for either first time borrowers or existing borrowers,' he added.
'We would be confident that 100% mortgages are overly risky, both from the perspective of the borrower and the perspective of the bank.'
The matter was raised by a number of TDs and senators during the meeting, who questioned whether it would be possible to allow for the reintroduction of 100% mortgage products. It comes as Independent Ireland has called for the reintroduction of 100% mortgages, saying that many tenants are able to pay more in rent than they would need for monthly mortgage repayments.
The Central Bank was also critical of Government plans to consider expanding the First Home shared equity scheme to second-hand homes. Robert Kelly, the Central Bank's director of economics and statistics, warned against the measure.
'The challenge in front of us, it's mainly supply. The current scheme works through pushing up demand and house prices, creating more additional funding for them to buy houses so it stimulates supply.
'I don't see how applying that to the second-hand housing market would achieve that. I think the net effect of that would be additional demand, which would likely feed its way into house prices as opposed to creating large amounts of supply.'

Last week, Minister for Mental Health Mary Butler secured Cabinet approval of the Government's committee-stage amendments to the bill, which will significantly overhaul the State's mental health laws. A spokesman for the Minister said 'given the already busy agenda' of the Health Committee, she decided to bring the Bill to the floor of the Dáil 'where every Deputy will have the opportunity to speak on the committee-stage amendments to the Bill'. 'It is therefore with disappointment, and some frustration, that we learned [on Wednesday] of your plans to bypass the joint committee and bring the Bill straight to the Dáil,' his letter said. 'This Bill is of significant importance and deserves due consideration. Taking this Bill and the hundreds of amendments that are being proposed and expected in the Dáil is not in line with best practice, does the issue a disservice and sets a dangerous precedent for the rest of this term.' Mr Rice said following his appointment as chair, he expressed an intention to 'work in a spirit of co-operation and partnership with Government and opposition alike'. 'I would appreciate if a similar approach was reciprocated,' he added, requesting the Minister to reconsider her decision. A spokesman for the Minister said she is 'determined to ensure the Mental Health Bill progresses to enactment before the end of the year'. 'The Bill has been in development for many years, and received support from all sides of the house at second stage last autumn. 'This is far from unprecedented, and many bills have been taken through committee stage on the floor of the House. As Chief Whip, the Minister will ensure the Bill is afforded ample time on the Dáil schedule to allow all of the amendments to be debated fully,' the spokesman said. If enacted, the new mental health bill will regulate the Child and Adolescent Mental Health Services (Camhs) and other community services for the first time. It will also allow 16- and 17-year-olds the right to consent to mental healthcare as they already can for physical health. Under amendments brought to Cabinet this week, an individual who is involuntarily admitted to an acute psychiatric unit can be detained for up to 42 days, an increase on the 21 days previously proposed under the bill.

As the nightmare in Gaza continues, it is increasingly clear that despite the noble efforts of some, more must be done to end this humanitarian catastrophe. The people of Israel and Palestine have the unqualified and undeniable right to peace and happiness. The EU must do much more. There are many levers at the EU's disposal. It is a powerful and influential entity with the ability to make a real difference and end this terrible conflict. It must realise that by not taking stronger actions to stop the bloodshed, it is defying its founding principles. It should strive for the noble goal espoused by Seamus Heaney of making 'hope and history rhyme' and pursue a path to a hopeful, lasting peace for both nations. The EU is a wonderful conglomer­ate of nations that has served its people well. Let us hope it continues to do so by helping to end this conflict. He then made the extraordinary and entirely false statement that 'the Central Bank is not facilitating anything or approving bonds or anything like that'. The Central Bank of Ireland is directly, and uniquely, facilitating the sale of Israeli bonds throughout the EU. It has approved the State of Israel Bond Issuance Programme on a yearly basis since 2021. It is the sole authority for the sale of these bonds in the EU. It is listed on the Central Bank website under 'Approved Prospectuses'. The Israel Bonds Prospectus, for its part, declares that it 'has been approved as a base prospectus by the Central Bank of Ireland as competent authority under Regulation (EU) 2017/1129'. In the 16 months from October 2023 to January 2025, Israel raised $4.49bn through the sale of bonds across the EU. That is an average of $9.25m a day. Israel bonds are funding the blockade of Gaza, the starvation and bombardment of the Palestinian people and the murder of over 60,000 people in the besieged enclave, including 20,000 children. Under the Genocide Convention, the Irish Government has a responsibility to act to prevent genocide. The Central Bank's role in facilitating the raising of these funds amounts to active state complicity in what the Taoiseach has admitted is genocide. The Government must deal with the facts: abandon obfuscation and denial, honour its obligations under the Genocide Convention and stop the Central Bank from acting as the linchpin of Israel's fundraising machine in Europe. During the recession following the 2008 financial crash, Ann-Marie Gaynor was going through a marital breakdown; suddenly finding herself single parenting three children under the age of seven, jobless and €17,000 in debt. A self-described Celtic Tiger baby, Ann-Marie says she never saw the top limit on her credit card as anything other than a target. When one was maxed out she would successfully apply for another one. 'It was debt that would have been paid off quite easily if I was still in a marriage, but I wasn't... The first time I became an adult on my own was at the age of 30.'
