Six trainee recruit constables of Punjab police relieved from training for failing dope test
CHANDIGARH: Six trainee recruit constables of Punjab Police who tested positive for drug consumption at the Punjab Police Recruit Training Centre at Jahankhelan in Hoshiarpur were relieved from the basic training with immediate effect. The incident has prompted many to question the impact of the 'Yudh Nashian Virudh' program started by the AAP-led Punjab government to eradicate drug menace from state.
Sources said that the trainee recruits reportedly exhibited suspicious behavior and that it was decided to conduct their dope tests. They trainees were tested on May 21 at the Civil Hospital in Hoshiarpur.
Of the six trainees relieved from training, three were from Patiala district, two from Tarn Taran, and one from Ludhiana. They were all from the same batch, No. 270.
"All six have been sent back to their respective districts and struck off from the training program," said an official on condition of anonymity.
The official letter issued by Camp Adjutant (Outdoor) Kuldeep Singh of Punjab Police Recruit Training Centre at Jahankhelan in Hoshiarpur on May 24, stated that the behaviour of the trainees indicated possible use of odourless intoxicants thus prompting the decision to subject them to a drug screening. The letter was addressed to Ludhiana Police Commissioner and senior police officials of Tarn Taran and Patiala.

Delhi: ACB quizzes Jain; may be summoned again
Aam Aadmi Party (AAP) leader and former Delhi minister Satyendar Jain was on Friday interrogated for nearly six hours by the Delhi government's Anti-Corruption Branch (ACB) in connection with alleged irregularities in the construction of classrooms during the previous government's tenure. Jain, who earlier held key portfolios of Public Works Department (PWD) and health, appeared 'evasive' during the questioning and is likely to be summoned again to join the investigation, according to three ACB officials familiar with the proceedings. 'We asked him 28 key questions about procedural lapses, cost escalations, and possible financial misconduct in the classroom construction drive. He gave valid responses to barely six,' said one senior officer, speaking on condition of anonymity. 'Initially, he blamed the education department. When countered, he then appeared to shift responsibility to the cabinet. His responses weren't cooperative from an investigative standpoint,' the officer added. ACB is investigating alleged violations in a project involving the construction of 12,748 semi-permanent classrooms in schools run by the then AAP government. Initially valued at ₹860 crore, the project cost ballooned to over ₹2,800 crore, allegedly without new tenders or adherence to standard procurement protocols. 'When questioned about the awarding of contracts at inflated rates and violations in procurement processes—reportedly to benefit contractors with AAP links—Jain largely deflected, repeatedly citing cabinet decisions,' said a second ACB official. Investigators pointed out that while the classrooms were meant to be semi-permanent structures (SPS), with a lifespan of about 30 years, the cost per unit averaged ₹24.86 lakh—nearly five times the estimated market cost of ₹5 lakh per classroom. 'When we asked him to explain the inflated costs, Jain claimed the pricing was determined by the education department. He argued that SPS classrooms were constructed to near-RCC standards based on cabinet decisions,' the official said. A further point of contention was the alleged suppression of a report by the Chief Technical Examiner (CTE) of the Central Vigilance Commission (CVC), which flagged serious procurement violations. The report was not disclosed between 2017 and 2020. When questioned about it, Jain claimed ignorance. 'He did admit to some form of favouritism in selecting contractors and architects, but again deflected blame—saying it was a collective decision by the cabinet and the education department,' said the third investigator cited above. ACB has also summoned former deputy chief minister Manish Sisodia, who was education minister during the period under scrutiny. Sisodia is expected to appear before the agency on Monday. An FIR was registered on April 30, naming both Sisodia and Jain. The charges include Section 13(1) of the Prevention of Corruption Act and IPC sections 409 (criminal breach of trust) and 120-B (criminal conspiracy). The FIR was filed after receiving clearance under Section 17-A of the POC Act. The summons served to Jain and Sisodia cite their roles in key policy decisions, and request written responses along with supporting documents. Both leaders have previously denied any wrongdoing in the matter. Jain refused comment on the matter when approached by HT.

Rs 2,000-cr classroom ‘scam' case: ACB questions former AAP minister Satyendar Jain for five hours
Former AAP Minister Satyendar Jain was questioned on Friday by the Anti-Corruption Branch (ACB) of the Delhi government for around five hours at their office in North Delhi. On May 3, the ACB had issued summonses to Jain and former AAP minister Manish Sisodia over alleged corruption to the tune of Rs 2,000 crore in the construction of classrooms in government schools when their party was in power. Officials said after Sisodia's questioning on Monday, Jain is likely to be called for questioning in the coming week. Jain arrived at the ACB office around 11.45 am, along with his lawyer, and was questioned till a little over 5 pm. Sources said Jain was asked several questions with regard to how the classrooms were built. Officials further added that Jain's response to allegations was repetitive. When asked about a certain kind of favouritism shown to contractors and architects, Jain claimed he did not know them or had any personal relationship with them. On April 30, the ACB had registered an FIR against the two AAP leaders in connection with alleged corruption in the construction of 12,748 classrooms or semi-permanent structures during the previous AAP government's tenure. While Sisodia held the finance and education portfolios in the AAP government, Jain was the minister of health, industries, power, home, urban development, and PWD. Following the summonses, the AAP had said in a statement, 'This is not a scam by any stretch — it's a calculated political ploy by the BJP. They are weaponising institutions to attack AAP leaders and create a false narrative… When the Aam Aadmi Party held power in Delhi, the BJP systematically defanged the ACB to strip it of any real authority. Today, they are using the same weakened institution as a tool to target AAP leaders and further their own agenda.' Joint Commissioner of Police Madhur Verma, who heads the ACB, had earlier confirmed the registration of the FIR. 'The Chief Technical Examiner's report of the Central Vigilance Commission (CVC) pointed out several anomalies in the project, and the report was kept under the carpet for about three years. The case was registered after permission under Section 17-A of the Prevention of Corruption Act was received from the competent authority,' he said. In 2019, BJP leaders Kapil Mishra, Harish Khurana and Neelkant Bakshi had filed a complaint alleging financial irregularities in the construction of classrooms in government schools in three zones. According to the complaint, the construction cost per room came out to approximately Rs 24.86 lakh, exponentially higher than the roughly Rs 5 lakh it takes for similar constructions in Delhi. They also alleged that the project was awarded to 34 contractors, most of whom were associated with the AAP. According to ACB officials, 12,748 semi-permanent structures were supposed to be built at a cost of Rs 1,200 per sqft, but the cost shot up to around Rs 2,292 per sqft during construction.
