
₹63-crore development projects cleared for nine Assembly constituencies in Alappuzha
An amount of ₹4 crore has been sanctioned for addressing waterlogging issues and constructing protective walls for canals in Pattanakkad block in the Aroor Assembly constituency. Another ₹3 crore has been sanctioned for resolving waterlogging issues and building protective walls for roads in Thaikkattussery block in the constituency. The Water Resources department has been entrusted with implementing the projects.
In the Cherthala constituency, approval has been given for the construction of a new mini civil station annexe at a cost of ₹7 crore. The project will be executed by the Public Works department (PWD). In the Alappuzha constituency, ₹7 crore has been allocated for the construction of Nehru Pavilion and an amenity centre at Punnamada. The Tourism department has been assigned the project.
In the Ambalappuzha constituency, ₹7 crore has been sanctioned for the construction of a new inpatient block at the Alappuzha General Hospital. The project will be executed by the PWD.
A sum of ₹5.5 crore has been sanctioned for the construction of the Vellamthra–Thevarkad road and ₹1.5 crore for increasing the height of the Muttar road in the Kuttanad constituency. In the Haripad constituency, ₹5.5 crore has been sanctioned for the second phase of the Haritham Haripad project, which will be implemented by the Water Resources department. Besides, ₹1.5 crore has been allocated for the construction of the Prathimukham–Choorallakkal road in Haripad municipality. The Local Self-Government department will oversee the project implementation.
District Autism Centre
A sum of ₹3 crore has been sanctioned for the construction of a new building and related facilities for the District Autism Centre in the Kayamkulam constituency. Another ₹4 crore has been earmarked for the construction of the Kayamkulam Kunnathaalum Kadavu road. The projects will be executed by the PWD. In the Mavelikara constituency, ₹4.75 crore has been sanctioned for the construction of the Charumoodu–Chunakkara Thiruvairur Mahadeva Temple-Kottamukku road and ₹2.25 crore for the Gurunathankulangara–Kannanamkuzhi–Palakkal road.
In the Chengannur constituency, ₹5.3 crore has been sanctioned for the construction of the Mannar Community Health Centre. The PWD will oversee the construction. Another ₹1.7 crore has been allocated for the construction of the Guru Chengannur Cultural Complex. It will be implemented by the Department of Culture.

Road digging without PWD nod to be banned to curb accidents: Goa CM Pramod Sawant
Porvorim: Underscoring the state's road safety crisis, chief minister Pramod Sawant said that the current road accident fatality rate exceeds that of Covid-19. 'People would stay at home for the fear of Covid-19 when one to two people lost their lives every day,' Sawant told the House. 'Now, on an average, two people die in road accidents in Goa every day.' Replying to the calling attention motion on rising accidents, the CM said that state govt will soon impose a 100% ban on road digging without prior permission from the PWD. A circular to this effect will be issued shortly, he said. The calling attention motion was moved by MLAs Vijai Sardesai, Carlos Ferreira, Viresh Borkar, Venzy Viegas, Yuri Alemao, Cruz Silva, and Altone D'Costa. The motion pointed to the rising number of fatal accidents attributed to poor road maintenance despite Supreme Court directives and state govt orders. Sawant acknowledged that nearly 50% of accidents in Goa are due to poor road conditions and signal issues, with a lack of coordination among departments being a primary reason. 'Roads repaired by one agency are often dug up soon after by another,' he said. To address this issue, Sawant said govt will recover road digging and repair costs from contractors who proceed without the PWD's permission. The chief minister also announced that utility ducts for cabling and piping works will be made mandatory during the construction of major roads, a measure aimed at preventing repeated digging. Sawant said that stress will be laid on strengthening road engineering to improve construction standards. A specialised team has been formed to identify accident-prone black spots across the state, enabling targeted interventions in high-risk areas, he said. Govt has already taken several initiatives in compliance with the guidelines of the Supreme Court Committee on Road Safety, Sawant said. He said these include the restoration of crash barriers, construction of standardised speed breakers, implementation of speed limits, installation of traffic signboards and road markings, and median plantation projects. He said show-cause notices have been issued to defaulting contractors, with rectification work being carried out at contractors' expense during the defect liability period.

Water from Thirumoorthy Dam reaches culmination point of 124-km PAP Canal, farmers in tail-end demand equitable distribution
Water released on July 27, 2025, from Thirumoorthy Dam into the 124-km Parambikulam Aliyar Project (PAP) Main Canal in Palar River Basin, for irrigation in the fourth zone areas, has reached the tail-end in Kangeyam. The water release will benefit 94,068 acres of agricultural land in the fourth zone. The water release, according to officials, will be maintained with intervals over a five-month period till December 9. Water to the extent of 10,250 mcft (inclusive of evaporation) will be released during the period. The Water Resources Department (WRD) started off by releasing 250 cusecs, and will be gradually increasing the flow to 912 cusecs, the officials said. On Friday, the level at Thirumoorthy Dam stood at 53.87 feet, out of maximum of 60 feet. The storage was 1,481 mcft against the maximum capacity of 1,744 mcft. The inflow into the dam was 932 cusecs and the discharge 1,080 cusecs. On the same day last year, the level stood at 28.18 feet, and the storage was 597 mcft. Meanwhile, the PAP (Parambikulam Aliyar Project) Vellakoil Branch Canal Water Conservation Association on Friday sought departmental action against officials in the WRD found flouting PAP Act. A petition submitted by P. Velusamy, president of the association, to the Revenue Divisional Officer of Tiruppur South who oversees the Monitoring Committee of PAP, Superintending Engineer of PWD (WRO), Parambikulam Aliyar Basin Circle, Pollachi, and other senior officials drew their attention to the continued neglect of the areas irrigated by the Vellakovil Branch Canal, vis-a-vis the Pongalur sub-division, based on water release calculations at the Andipalayam Measurement Point. Though the PAP Act specifies equitable distribution, the water drawal in Pongalur sub-division was much higher when compared to the extent flowing into Kangayam sub-division. Water withdrawals in the sub-canals of Pongalur division are categorised as overdrawals, supplied to non-zone and non-ayacut areas, the petition, a copy of which was also submitted to the Chief Minister's Office, said. Drought-like conditions continues to prevail in Kangayam-Vellakovil area despite abundant water storage in Tiruppur Dam, Mr. Velusamy pointed out. Inaction on the part of the government authorities to rectify the situation would leave the association with the only option of taking legal recourse, he said.

Delhi govt to scout site for new Secretariat, bring all depts under one roof: CM
Chief Minister Rekha Gupta announced on Friday that the Delhi government will identify locations to build a new Secretariat, allowing all departments to operate under one roof. While launching the 'Delhi Ko Koode Se Azaadi' campaign from the premises of the Women and Child Development (WCD) department at Kashmere Gate, Gupta expressed displeasure over the dilapidated condition of the office. 'Witnessing the state of the building has left me extremely distressed. The time has come to construct a new, well-organised, and integrated Secretariat for all departments of Delhi,' she said. 'We will take steps in this direction starting today. A suitable location will be identified where the new Delhi Secretariat can be established, enabling all departments to function under one roof. We cannot leave our officials to work in such miserable conditions any longer,' she added. Currently, the CM, ministers, and top bureaucrats handling charges of departments like Finance, Transport, Environment, Home, Education, and others, operate from the Secretariat located near Indira Gandhi Stadium in Indraprastha Estate. It was called the Players' Building and was built as a hotel to accommodate the players participating in the 1982 Asian Games. The building was found to be 'seismically unsafe' in 2023 in a study conducted by the PWD. Looking at the condition of the WCD office, Gupta said, 'It is shocking to think how officials entrusted with ensuring good governance in Delhi can work effectively in such deplorable circumstances. The ceilings are leaking, the furniture is broken, there are no proper chairs to sit on, cupboards are damaged, and the fans are in such poor condition that they could fall at any moment.' She expressed concern that the building, which suffered a fire in 2021, has still not been fully repaired to date. 'Are we forcing our officials to work while putting their lives at risk?' she asked. Attacking the AAP government, Gupta said, 'Those who called themselves an educated government were busy building lavish offices for themselves, but failed to provide even basic facilities essential for the working of our officials. The ones who spent Rs 70 crore on their own office couldn't spend even a few crores on these departments.' The AAP government had proposed to build a new secretariat in 2021. It had proposed to demolish the PWD and GST buildings as well as Vikas Sadan at ITO and construct twin 35-storey towers. The PWD had issued a tender in December 2021 to hire a consultant, but the project, estimated to cost around Rs 1,200 crore, did not take off. In 2024, the PWD had again come up with a draft proposal and an architectural plan and sent the file to former chief minister and PWD minister Atishi, but the project remained on paper. Sources said that a few months ago, PWD Minister Parvesh Sahib Singh reviewed the files related to the twin tower project.
