Environment minister Manjinder Singh Sirsa on Friday directed the immediate installation of Automatic Number Plate Recognition (ANPR) cameras at all border points to identify end-of-life vehicles, days after he announced the government's plans to crack down on such vehicles.
The direction came at a high-level review meeting to finalise a comprehensive Environment Action Plan (2025-26), which will include a series of technology-based, high-impact interventions aimed at curbing air pollution and controlling dust emissions, officials said.
'The minister directed the immediate installation of ANPR cameras, which will automatically capture incoming vehicle numbers, cross-check them against the VAHAN database, and identify whether the vehicle is legally permitted to enter,' said the Delhi government in a statement on Friday, adding vehicle registration details will automatically be verified by the cameras and if found to be overage, an alert message will be played through an LED display system.
'LED screens at border points will also flash vehicle numbers and simultaneously trigger 'wrong entry' alert SMS and WhatsApp messages to the owner,' the statement added.
HT on Thursday reported the government's plans to install such cameras and extract data from the Centre's VAHAN database to identify end-of-life vehicles entering the Capital from across the country.
'We want to target pollution at its very originating point,' Sirsa said on Friday. On the new measures, he said, 'This is more than enforcement—this is about protecting the health of our people. Through data, automation, and inter-state communication, we are creating a pollution shield around Delhi.' he said.
Proactive alerts will also be sent to vehicles approaching the end-of-life threshold, with reminder messages to improve compliance, an official, part of the meeting said, stating the transport department has been directed to prepare a 12-month SMS notification calendar for sustained interstate outreach.
The minister also reviewed timelines and targets across key areas, including vehicular pollution control, air quality improvement, mass tree plantation, solid and C&D waste management, and the deployment of water sprinkler trucks and anti-smog guns starting June 1, officials said.

Environment Minister Manjinder Singh Sirsa on Monday said that he is 'hopeful' that the government's plea to repeal the no-fuel rule for overage vehicles would be discussed at the Commission for Air Quality Management's (CAQM) meeting slated for Tuesday. Mr. Sirsa's comment comes after a public outcry over the rule, which was rolled out on July 1 in the city as directed by the CAQM on April 23. 'We have written a letter to the CAQM, and the panel will hold a meeting tomorrow [Tuesday]. I am hopeful that they will discuss our letter too and take a decision in the interest of the people of Delhi,' Mr. Sirsa told the media. 'I again appeal through you [media], denying fuel to vehicles is not possible under the current situation. Our Chief Minister [Rekha Gupta] has also said very clearly that we will go even to the Supreme Court [regarding it],' he added. On Thursday, Environment Minister Manjinder Singh Sirsa wrote to the CAQM to put on hold its direction to deny fuel to end of life vehicles (ELVs) at fuel stations and also impound such vehicles identified through automatic number plate recognition (ANPR) cameras installed at the fuel stations. On April 23, the CAQM had directed that all ELVs identified through the cameras installed at the fuel stations shall be denied fueling from July 1 in Delhi and from November 1 in five districts of Gurugram, Faridabad, Ghaziabad, Gautam Budh Nagar and Sonipat and from April 1, 2026 in the rest of NCR.

While Beijing joined the condemnation of the Pahalgam attack, it continues to shield Pakistan by blocking UN designations of Pakistan-based terrorists. Though Chinese Premier Li Qiang led the delegation in place of President Xi Jinping, India's assertive diplomacy ensured that terrorism remained central to the summit's the security agenda, India led the charge for reforming global institutions. New Delhi [India], July 7 (ANI): Delhi Environment Minister Manjinder Singh Sirsa has said that Khalistani extremist Gurpatwant Singh Pannun is a Pakistani agent, and Pakistan's Inter-Service Intelligence (ISI) funds him. In an interview with ANI, BJP leader Manjinder Singh Sirsa talked about the government's initiatives for the welfare of the Sikh community. He also spoke about the Delhi government's decision to seek a pause on CAQM directives for no fuel to end-of-life vehicles. Answering a query, he said Pannun capitalises on media reporting some of his remarks, and nobody really cares for what he says. 'Gurpatwant Singh Pannun shouts and some TV channels play it. When he speaks in Canada, even a sparrow does not feel afraid. When the media reports his remarks, he feels like a hero and gets some funds. He is Pakistani agent and ISI funds him,' Sirsa said. Sirsa also talked about a protest against Indian government during his visit to US as a office-bearer of Gurdwara Prabhandhak Committee and said he had been informed that Pakistan Embassy pays people to protest. He said when he confronted protesters bout their grouse, they started running away. 'Such people create hatred as their shops run from it,' he said. Pannun has been declared a 'designated individual terrorist' by the Centre and is wanted in India on terror charges. Answering queries, Sirsa dismissed claims that BJP does not get votes of his community in a significant manner. 'During Delhi Elections, in my constituency 36% voters are Sikh and I received 85% votes, I won with a margin of more than 18,000 votes. Other parties also want this propaganda that Sikhs don't vote for BJP,' Sirsa said. He also slammed Congress over the 1984 anti-Sikh riots. He said atrocities were also committed against women and said the then Congress leader Sajjan Kumar, who was convicted for the riots, had been given 'Z plus security'. He said the government is acting firmly against Rohingyas and other illegal immigrants. 'Hum ukhaad ukhaad kar fenk rahe hain inhe...I will not let them live in my region. This country belongs to the Indians, and only Indians are allowed to live here. If someone wants to visit India as a guest, they are welcome here. But if someone poses a danger to our will not let them stay here. If Arvind Kejriwal wants, he can keep them in his house,' he said. Answering another query, Sirsa referred to probes against former Delhi Chief Minister Arvind Kejriwal, former Deputy Chief Minister Manish Sisodia and some other AAP leaders and said they will face 'consequences of their misdeeds' before he next elections. 'We never made fake allegations, because of this, the case was registered in ACB (Anti-Corruption Bureau)...An FIR has been lodged against Manish Sisodia and Satyendar Jain. Yesterday also, Satyendar Jain was with the ED in a case related to the Delhi Jal Board...I would like to confirm that we will conclude the trials of all pending cases within the next 5 the next elections, Arvind Kejriwal, Manish Sisodia, Satyendar Jain and corrupt people will face the consequences of their misdeeds,' he said.
