Eastern Michigan ending partnerships with two Chinese universities after security concerns from Congress
Eastern Michigan University said Wednesday it is severing partnerships with two Chinese universities after concerns from Congress.
The university, located in Ypsilanti, said it received a letter in February from U.S. Reps. Tim Walberg and John Moolenaar, urging EMU to cut engineering teaching partnerships with Beibu Gulf University and Guangxi University. The congressmen claimed the partnerships present a national security risk.
"The PRC (People's Republic of China) systematically exploits the open research environment in the United States, actively engaging in theft, espionage, and other hostile actions against U.S. universities perpetrated by the Chinese Communist Party (CCP)," the congressmen said in the letter.
EMU said it provided Moolenaar and Wahlberg with plans to terminate the partnerships.
In a statement on Wednesday, EMU President James Smith said:
"EMU takes seriously the importance of protecting U.S. national security. We are proud of our longstanding designation by the U.S. National Security Agency as a Center of Academic Excellence in Information Assurance and Cyber Defense education. EMU fully complies with U.S. foreign disclosure requirements.
"Neither the BGU nor the GU partnership involves any research or technology transfer. These are exclusively teaching programs that do not teach cyber security. The course content for all offered classes is widely available in the public domain."
Smith added, "EMU's teaching partnership with GU does not currently enroll any students and we are working with our partner to dissolve the program. After careful review, we have also elected to terminate our teaching partnership with BGU. We are working with BGU to ensure that the students who are currently enrolled in the program are able to complete their academic studies in an orderly manner."
The congressmen also sent a letter to Oakland University and the University of Detroit Mercy to end programs with Chinese universities. CBS News Detroit contacted Oakland University. A Detroit Mercy spokesperson said they have "nothing to announce at this point."
In January, the University of Michigan announced it was ending a program with Shanghai Jiao Tong University. The Georgia Institute of Technology and the University of California, Berkeley, also said they were terminating their partnerships in China.
In the letter to EMU, Walberg and Moolenaar also pointed to the specific partnership with Beibu Gulf University and the GameAbove College of Engineering and Technology, in which faculty spend a year in the People's Republic of China for research. The lawmakers claimed the arrangement "effectively transfers U.S. national security resources and expertise to an adversary nation, directly contradicting the intended purpose of EMU's federal cybersecurity funding."
They also pointed to the university hiring Yifei Chu, who was previously charged with making false statements to obtain a security clearance for work within the United States Embassy in Singapore. Chu pleaded guilty in 2023.
"This raises serious concerns about EMU's vetting procedures and the potential for the transfer of dangerous technology that could be used against the United States by the PRC," the congressmen said.

Illinois U.S. Navy sailor arrested in South Carolina mass shooting
A U.S. Navy sailor was arrested in Illinois Thursday as the suspect in a mass shooting over Memorial Day weekend in South Carolina. Shawon Shamarion Williams, 19, was arrested by the Naval Criminal Investigative Service, or NCIS, and was booked into the Lake County Jail north of Chicago. The Navy sailor is assigned to Naval Station Great Lakes near North Chicago. Cellphone video shows the chaotic shooting scene from Memorial Day weekend. Ten people were shot as they got off a boat in Little River, South Carolina — a community near the North Carolina state line. "We got shot coming off the boat," said shooting victim Jeremy Evans. "We were on the pier." Evans was shot in the leg. He posted video of his recovery, and responded to the arrest Thursday by calling for justice for all. "When I got hit, I took my shorts off and wrapped it around my wound," said Evans. "We were involved in a mass shooting. Ten of us got sprayed on this deck." Police said a private charter boat had just docked when a quarrel led to the shooting. "He started shooting and running backwards," said Evans. Back in Lake County, Illinois, Williams was taken into custody Thursday afternoon, U.S. Navy Bureau of Medicine and Surgery spokeswoman Cmdr. Jessica L. McNulty confirmed. Williams was a hull maintenance technician seaman, assigned to Navy Medicine Readiness and Training Command Great Lakes, McNulty said. NCIS transferred custody of Williams to local authorities, McNulty said. Police in South Carolina said Williams is expected to be charged with multiple counts of attempted murder and possession of a weapon during a violent crime — and more people may be arrested in the case. Williams was booked in the Lake County Jail on a fugitive of justice charge. He will appear in court Friday morning, where the extradition process is expected to begin.

Pregnant teen in ICU after Corsicana double shooting; police seek leads
A pregnant teen is fighting for her life at a Dallas hospital after being shot in the abdomen during a double shooting earlier this week in Corsicana. According to police, officers responded to the 400 block of South 31st Street around 9 p.m. Sunday after reports that two women had been shot. Victim identified as teen mother 17-year-old Malaina Gonzales Gonzales family Family members identified the mother-to-be as 17-year-old Malaina Gonzales. In addition to Gonzales, who is six months pregnant, her friend was shot in the left forearm, family members told CBS News Texas. Witness thought it was fireworks The family, who was hosting a holiday weekend cookout, heard what they said sounded like fireworks, according to police. "[A witness] looked on the front porch of the house and observed the two females had been shot and were trying to get into the house," Police Chief Robert J. Johnson said in a news release. "The resident did see what he thought to be muzzle flashes coming from the street area." Teen undergoes multiple surgeries The two victims were taken to Navarro Regional Hospital before Gonzales was flown to a Dallas hospital, where she remains in the ICU in critical condition, according to police. The second victim was treated and released. Gonzales' mother, Gabby Gonzales, told CBS News Texas her daughter has a fractured spine, underwent surgery on her colon, kidney and pancreas, and had her gallbladder removed. Unborn child expected to recover Gonzales family But thankfully, Gabby Gonzales said doctors believe the baby is doing okay. However, she said the experience has been a nightmare for the family. "My heart stopped. I thought my daughter was going to die. I really thought she was going to die," Gabby Gonzales said with tears in her eyes. "You never think that you're going to go through something like this, and then you have to watch your child suffer. She didn't deserve it and she's pregnant. I want justice." Gabby Gonzales believes the crime could have been a targeted attack. Investigation ongoing, police say Detectives are seeking surveillance footage from nearby homes, and forensic evidence is being collected. Anyone with information is urged to contact Corsicana police at (903) 654-4902.
