Knights of Rizal Bahrain Chapter launches ‘Adopt a School Program;' strengthens commitment to Filipino education
The event took place on February 21, 2025, marking a significant achievement for both the organization and the Philippine community in Bahrain.
The Philippine Embassy in Manama was represented at this significant event by Consul Bryan Jess T. Baguio, who attended and showed his support for the initiative. In his speech, Consul Baguio reinforced the mission of the Knights of Rizal and the significance of their commitment to enhancing educational visions.
Various organizations and the presence of numerous community members and distinguished guests further illustrated a collective effort to support the recipient of this program, the Palaui Integrated School situated at San Vicente, Sta. Ana, Cagayan Valley.
A remote and underserved community, Palaui Integrated School will greatly receive the gracious deed of the KOR Bahrain Chapter. This school faces unique challenges and the program aims to provide much-needed resources and support to improve the learning environment for its students.
The KOR continues to uphold education as the foundation of progress—a belief recently reinforced by Eduardo Ona Hernandez, KOR Chapter Commander, who emphasized the organization's dedication to empowering the youth through knowledge.
Mr. Hernandez highlighted that the KOR sees themselves as modern Rizalians, tasked with carrying on Dr. José Rizal's legacy in contemporary society. This commitment means actively working to ensure that young people have access to quality education and opportunities for personal and intellectual growth.
Speaking with palpable passion, Henry Berbano, the KOR Project Chairman, shared fervently, 'When we learned of Palaui Integrated School's story, we saw not just a school in need but a community yearning for opportunity.'
The Knights of Rizal Bahrain Chapter has embraced this cause, committing to provide solar panels, desktop computers, laptops, printers, LED televisions, and educational materials on the life and works of Dr. Rizal.
Furthermore, Mr. Berbano underscored the potential of the program to change lives, stressing that the assistance to be given will empower the students and uplift the whole community. The KOR is committed to providing these young learners with the learning tools necessary to succeed and aim higher.
Dr. Elpidio Quitevis, Knight Commander of Rizal (KCR) and Regional Commander for the Middle East and African Region, emphasized teamwork and collective responsibility. He extended his warmest congratulations to all those involved, from the project's conception to its successful execution.
He commended the initiative, teamwork, and dedication of every member who contributed to the project's rollout.
A ceremonial lighting of the Adopt A School Project logo signaling the official launching of the project was led by Consul Baguio assisted by Eduardo Hernandez, Henry Berbanom Paul Barrios. Lito Bugarin and Dr. Elpidio Quitevis.
In addition to the presentation and speech, the evening was also filled with energetic dance and singing performances to connect on a casual level among the attendees.
A raffle draw offering participants an opportunity to win prizes of different forms was included in the program.
It is a strong proof of human solidarity of the people to be together with a unified task, positively impacting other people's lives as shown with the attendance of different organizations represented by their leaders from Las Damas de Rizal, Filipino Club Bahrain, Pinay Ikaw Na, Alwali Training and Development Center (ATDC) and Filipino Writers' Circle (Filwrite).
Other personalities who showed support included Capt, Noel Escalona, Armed Forces of the Philippines Senior National Representative to the Combined Maritime Forces (AFPSNR to CMF); Dr. Zane Thirwall, KOR RC Emeritus and the generous sponsors of the event.
Apart from actively heading official and diplomatic ceremonies marking significant dates in the life of Dr. José Rizal as well as in Philippine Independence Day, the Knights of Rizal also engage in youth empowerment programs, the promotion of Filipino culture and outreach community programs. PBC-DNE holds dialogue with UAE Minister of State for Foreign Trade to discuss opportunities, support for Filipino business community
The Philippine Business Council – Dubai and Northern Emirates (PBC-DNE) held a high-level dialogue with His Excellency Dr. Thani bin Ahmed Al Zeyoudi, UAE Minister of State for Foreign Trade, to explore ways to support the Filipino business community in the host country. PBC Chairwoman Evangeline 'Asiyah' Monjardin, along with the Board of Directors, Secretary General Arch. Wilfredo Llarena Jr., Trade & Compliance Director Mary Jane Alvero Almahdi, Director of Corporate Governance and Compliance Harold Grecia Orona, and Membership Director Shiela Pellano, attended the meeting to represent council members and affiliates, ensuring the interests of Filipino professionals and business owners were shared. Monjardin said the council presented its accomplishments over more than 100 days during the meeting, which provided an avenue for mutual collaboration. 'We had the opportunity to hear the ministry's plans, goals, and vision for the Filipino community, while also consolidating and presenting the priorities and opportunities identified by our members. The dialogue became a platform for us to voice our interest, share expectations, and encourage greater engagement between the Philippine business community and the UAE government,' Monjardin said in an interview with The Filipino Times . Among the topics discussed were the ongoing dialogue between the Philippine Government and the UAE Ministry of Foreign Trade to enhance bilateral trade relations, and the Ministry's willingness to support the PBC and the broader Filipino business community in navigating the UAE business landscape. The dialogue also provided a platform to explore ways to support Filipino businesses and investors coming from the Philippines, helping them grow and expand their operations in Dubai while fostering stronger community and business relationships. In the works PBC-DNE and the Ministry also discussed development initiatives, including Golden Visa for eligible PBC members. In 2022, H.E. Al Zeyoudi awarded Golden Visa status to PBC members, and the council requested a second batch of endorsements to continue supporting its members. In addition, training sessions and seminars on entrepreneurship, business skills, and trade knowledge for Filipino entrepreneurs, SMEs, and professionals were proposed to improve awareness and provide practical guidance. Monjardin noted that the ministry acknowledged these initiatives as work in progress. The council also announced the expansion of its subcommittees to include Hospitality, Tourism, and Retail, which was welcomed by the ministry. This is in addition to their existing subcommittees, namely League of Freight Forwarders, League of Food & Beverage Enterprises, and TRIBE. The Filipino business community in Dubai and Northern Emirates has grown steadily in recent years. PBC-DNE data shows Filipino-owned businesses increased from an estimated 1,575 in 2023 to 2,154 by 2024, with an additional 216 companies registered in the first quarter of 2025. These businesses operate in sectors including food and beverage, fashion, logistics, technology services, trade, and hospitality.

BSP: Apple Pay, Google Pay Can Launch in PH Without Special License
The Bangko Sentral ng Pilipinas (BSP) announced that Apple Pay and Google Pay do not need to register as operators of payment systems (OPS) in the Philippines, as they do not hold or process funds directly. According to BSP Deputy Governor Mamerto Tangonan, both firms act purely as technology service providers, with no digital wallets or fund-holding features in their Philippine rollout. Transactions are simply routed through existing financial institutions, and payments are executed via near-field communication (NFC) using linked debit, credit, or e-wallet accounts. 'Since the money doesn't pass through them, and there's no contractual relationship with merchants, they don't qualify as OPS,' Tangonan explained. In contrast, in other countries where Apple Pay operates wallets that store funds, it would be classified differently. Tangonan added that it remains the responsibility of banks and financial institutions to evaluate and manage their integration with Apple Pay and Google Pay. He noted this may be why some local PSPs (payment service providers) are proceeding with caution. BSP Governor Eli Remolona Jr. also reported strong growth in digital payments in the country, with over 57% of all retail transactions processed digitally in 2024, surpassing government targets. This reflects growing consumer trust in digital financial services.
