Promising technologies are not yet ready to replace animal research

A recent op-ed in The Hill praising the National Institutes of Health's new initiative to promote human-based technologies as a 'major victory for animal ethics in science' oversimplifies a far more complex research landscape. While the piece correctly identifies growing support and development of innovative, non-animal approaches, it is misleading in its framing and overstates what this federal initiative actually signals about the future of animal research.
Animal studies remain essential to both basic and translational science. From mapping brain circuitry to developing life-saving vaccines, the use of animal models has helped scientists uncover core biological mechanisms and test therapies with a degree of whole-organism complexity that no alternative system can yet match. Research involving animals has been directly responsible for major advances in treating cancer, HIV/AIDS, diabetes and countless other diseases.
To suggest that NIH is ready to 'leave outdated animal experiments behind' is to paint an unrealistic picture of the current scientific landscape. It implies that non-animal alternatives are fully capable of replacing animal studies across the board. In reality, these technologies — while exciting and valuable — are still evolving and have significant limitations. This kind of oversimplification does a disservice not only to the scientific community but also to public understanding.
Non-animal research methods such as organ-on-a-chip platforms, computational models and 3D bioprinting hold great promise. They offer different ways to model disease, study mechanisms of action and even predict certain aspects of human physiology.
But they are not yet equipped to serve as wholesale replacements for animal research. Instead, they are powerful complementary tools that can be used alongside traditional models to enrich our understanding and refine research methods. This oversimplification misleads people into believing that animal and non-animal model research is either-or, when in most cases, these models work together to address different angles of a research question.
Consider Emulate's liver chip. This sophisticated model includes four types of human liver cells and has demonstrated promising applications in toxicology and disease modeling. However, the human liver contains at least seven essential cell types, and critical components are missing from the liver chip. This means the model currently lacks the complexity needed to reliably replicate diseases that affect the entire liver, let alone multiple systems. While the technology shows potential, a recent study demonstrates that there are clear limitations, including the inability to perform long-term studies due to challenges in sustaining human liver cells over time.
This is just one example of how non-animal models, although deserving of federal support, still have considerable progress to make before they can completely replace animals — a concept acknowledged by the developers of these technologies.
Public trust in science has declined in recent years, leaving the research community with a responsibility to communicate scientific issues with clarity, honesty and appropriate context. However, comparing funding levels for animal models versus non-animal models is an ineffective and misleading way to provide transparency. Funding levels fluctuate from year to year for various reasons, including shifting priorities, new projects and the start or natural conclusion of existing studies. Public reporting of these numbers without further context fails to reflect the true complexity, value and potential outcomes of research.
Instead, scientists should take opportunities to discuss the goals of their research, the rationale behind the methods and study design and how funding supports the broader mission of improving human and animal health.
Using a variety of models helps to ensure that the best research is being done to benefit patients and their families. While organ-on-a-chip and other non-animal technologies show promise, their limitations prevent them from being a full replacement for many animal models. The development of non-animal methods should not come at the expense of the existing established models that still require animals.
To sustain scientific progress and drive the next wave of medical breakthroughs, agencies like NIH should focus on funding the best research possible with the most appropriate available models.

In early 2020, Pfizer Communications and Policy Chief Sally Susman was stunned when the head of the pharmaceutical company revealed plans to bring a COVID-19 vaccine forward by the end of that year. "It was literally the boldest, most audacious statement I have ever heard," Susman told Business Insider shortly after announcing last week plans to end her nearly two-decade run at Pfizer at the end of 2025. A pioneer of modern corporate communications, Susman described the months that followed as a career-defining opportunity to help build people's trust in the company during an extraordinary time of uncertainty and fear. Amid a barrage of media attention, she pushed for Pfizer to be as transparent as possible about its work, such as by taking steps to safely embed reporters into its clinical trials. "All these things came together in a way that you rarely get a chance to do," said Susman, author of the book "Breaking Through: Communicating to Open Minds, Move Hearts, and Change the World," published by Harvard Business Review Press in 2023. "I always say to people who are in the profession, you don't know what day your life is going to change, when your company is faced with just an unprecedented situation." Susman's pending exit from Pfizer comes as the company is undergoing a restructuring effort due to a number of factors, including slowing demand for its COVID-19 vaccine, expected patent losses, and struggles to gain traction in the booming obesity drug market. Pfizer said her external communications, global policy, patient advocacy, and other duties will be divided among several top executives and she will remain on the board of its philanthropic foundation. "This was the right time for the company and for me to make changes," said Susman. "I have absolutely loved it, but I do have other passions." Why corporate comms matters Susman, 63, started in corporate communications a few years after graduating from Connecticut College in the 1980s, when the field was still relatively new. She said engagement with consumers, investors, and other stakeholders was a trend taking shape at the time, starting with the AIDS crisis. "Then I watched it take hold with environmentalists, with breast cancer survivors, with labor unions," she said. "People sort of rose up and felt that they had a say in the world." Later, social media further elevated the importance of corporate communications, Susman said, as companies needed help managing relations with the public online. Yet it was a legal battle that kicked off in 1996 by her then-employer American Express against its rivals Visa and Mastercard over anti-competition allegations that underscores for her why corporate affairs is such a critical function. "The successful conclusion of the lawsuit was really driven by a supportive communications and government-relations strategy," said Susman, who was American Express's vice president of European corporate affairs at communications at the time. "That's when I had the big aha." Susman has worked under nine chief executive officers throughout her career, including three at Pfizer. "There's nothing more gratifying than having the honor of advising a CEO on their most pressing concerns and opportunities," she said. "That's the rare air." Deirdre Latour, a former communications chief at General Electric, said on LinkedIn that it is hard to overstate the impact of Susman on the corporate communications profession. "When I think of Sally the following words come to kind, consistent, resilient, focused, accomplished, curious and fun," Latour wrote. "She has seen and done it all." 'Like right out of a movie' A major career highlight for Susman came on a Sunday in November of 2020. She recalled wearing a face mask and waiting in a conference room several feet apart from Pfizer Chief Albert Bourla and a handful of other Pfizer executives to learn if the COVID-19 vaccine the company had been developing was viable. It turned out to be safe and effective. "Even though the health regulations said we shouldn't do this, we all hugged, we cried, and we called our loved ones," she recalled. "It felt like right out of a movie." Though Pfizer did contribute to a documentary about the pandemic, the company's story hasn't yet been made into a Hollywood production. Susman said she can picture that happening one day. "I hope someone good plays me," she said, declining to name names. "I'll leave that to others to cast." Retirement is still a ways off for Susman. In September she'll be joining a new, six-month program at the Aspen Institute for those who have achieved success in life but are looking to make a greater impact. "It's where people try to answer for themselves, what's next?" Susman said. "I am deep in discovery around that question."

US Cuts Injure Canada's Infectious Disease Surveillance

US President Donald Trump's plans to slash discretionary and research funding to the National Institutes of Health and the Centers for Disease Control and Prevention (CDC) by as much as 53% have Canadian public health officials and experts worried. One of the most concerning challenges might be the consequent loss of invaluable surveillance efforts and data, Jasmine Pawa, MD, a public health and preventive medicine specialist physician and adjunct lecturer of clinical public health at the University of Toronto, Toronto, told Medscape Medical News. Pawa is co-author of a recently published editorial on the effects of the US federal government's dismantling of the structures that Canada has long relied on to keep its population healthy and safe. Jasmine Pawa, MD 'We wanted to focus specifically on the health data around numbers and how they relate to communicable diseases,' she said. 'In the short term, we're losing access to a lot of information on US websites that we might have referenced or used, and I'm aware that people might now be using archived or older sources.' In the long term, the ability to track pandemic threats or mitigate the spread of diseases like HIV or avian influenza will likely be impaired. 'If those data don't exist, it means that we cannot measure trends,' she said, which, in turn, affects response planning. Communicable Diseases Increasing While US surveillance and data collection have declined, Canada has been facing an infectious disease crisis. The country has seen substantial increases in the rates of preventable sexually transmitted diseases like syphilis; adult infections rose by as much as 109% and congenital syphilis by as much as 599% between 2018 and 2022. New HIV cases have also been a cause for concern, rising by almost 25% between 2021 and 2022. 'We're also seeing a surge in measles cases in Canada, which you could say is an emerging infectious disease, in the sense that it's previously been controlled,' said Zahid Butt, PhD, Canada research chair in Interdisciplinary Research for Pandemic Preparedness at the University of Waterloo in Waterloo, Ontario. Butt is especially worried about the spread of vaccine-preventable childhood diseases, including pertussis. 'We're seeing more cases because vaccine coverage is not at optimal levels,' he said. Avian flu has also been on the minds of public health officials, said Butt. Though the CDC continues to monitor confirmed human cases, reporting frequency has declined to once monthly, and the responsibility for detection in animals has been transferred to the US Department of Agriculture. 'We've seen an increase in physical cases, mostly in birds, but there's a potential to jump from birds to humans and cause outbreaks,' he said. Pawa and her coauthor wrote that they expected to see rising rates of drug-resistant tuberculosis, which has long been considered a pandemic of the 'poor.' Similar increases (especially local outbreaks) in hepatitis B and imported Oropouche are also anticipated. Widespread Misinformation The surge in health misinformation during the COVID-19 pandemic was largely attributed to social media and conservative news sources such as Fox News . In addition, US government officials during the first Trump administration sought to tamper with data sharing that other countries had long relied on. Fears about health misinformation have returned, according to the coauthors, who pointed to current deliberate efforts by Trump's cabinet to promote misinformation and publicly discredit national health institutions. 'People living in Canada are vulnerable to a cross-border bleed of not only microorganisms, but also of attitudes, health misinformation, and exposure to biased US media,' they wrote. 'In addition to the loss of data, the changes at the US Department of Health and Human Services, especially with regard to Robert F. Kennedy Jr and Make America Healthy Again, green light a lot of dis- and misinformation and falsehoods about health in general,' said Amy Kaler, PhD, professor of sociology at the University of Alberta in Edmonton. Kaler's expertise is the confluence of infectious diseases and social determinants of health. Amy Kaler, PhD 'It doesn't stop at the US-Canada border,' said Kaler, explaining that local media capacity has been dwindling, while platforms like Facebook have banned Canadian news sources. 'The availability of local, reliable, journalistically sound information has declined at the same time exposure to stuff ranging from outright crazy to just plain misinformed coming from the US has increased,' said Kaler. Though research has shown that Canadians trust their healthcare providers, Kaler also pointed out that many Canadians don't have access to primary care (a recent survey showed that more than 1 in 5 adults lacked a primary care physician). 'That gap gets filled by social media nonsense,' she said. Dwindling media sources are only one part of the problem. Kaler teaches in Alberta, which has a far-right government that 'imitates some of the worst of what's happening in the US, in terms of health and infectious diseases.' 'The big problem that I see is their willingness to entertain or give more respect than should be given to the extreme voices that say things like, 'Don't get vaccinated because your DNA will mutate,'' said Kaler. 'While our minister of health has said that people should get vaccinated, it's couched in rhetoric like 'This is a personal and private decision, and every family should weigh the risks and benefits of vaccination,'' explained Kaler. 'It's not vaccine denialism; it's a soft way of encouraging hesitancy.' Strengthening National Capacity Public health experts have long called for a stronger national infrastructure that supports interoperable systems that easily share health data between provinces, territories, and the federal government. Factors that affect equity (eg, socioeconomics or demographics) should also be considered, said Pawa. This type of robust, evolving surveillance system is needed to support domestic public healthcare efforts. 'They're something that we've needed to do anyway, but being focused and pushing it forward now is really important,' she said. At the same time, 'there needs to be a higher accountability for dedicated public health services, a mechanism that requires provinces and territories to pay attention to this, as distinct from other services that they are currently providing,' said Gaynor Watson-Creed, MD, preventive medicine specialist, physician, and associate dean of medicine at Dalhousie University in Halifax. Gaynor Watson-Creed, MD Watson-Creed, a former deputy chief medical officer of health at the Nova Scotia Health Authority, Halifax, recalled that during the first severe acute respiratory syndrome outbreak, public health officials believed that they could create a 'CDC North' that would provide data and surveillance to the world just as CDC had done. 'Now that we're seeing the decline of the collaboration between CDC and its international partners, including Canada, that need is real. And it's not just the need for communicable disease surveillance but a new need for chronic disease surveillance, injury surveillance, and well-being surveillance in this country,' said Watson-Creed. 'We called for federal public health legislation [in 2017] similar to the way that we have federal legislation for acute care services (ie, the Canada Health Act), she added, citing a decline in Canada's public health systems. 'The trouble is that the provincial governments, ministers of health, etc., may not know enough about public health to even know what they don't know.' Clinicians must step up to the plate, said Watson-Creed. 'Clinicians have not stopped long enough to consider what's at the end of the spectrum after primary prevention. Now would be a good time for them to lend their voices to continued efforts to strengthen the primordial prevention end of public health,' which targets the root causes of disease. No funding for the editorial was reported. Pawa, Butt, and Kaler reported having no relevant financial relationships. Reports of unexplained needle pricks at crowded public events in France have raised concerns. During the annual Fête de la Musique on 21 June, a national music festival celebrated across France, 145 people reported being pricked with syringes in public venues, according to the French Interior Ministry. Among these reports, 21 incidents occurred in the Île-de-France region, including 13 in Paris. The cluster of reported cases has raised public concern and led to calls to the Sida Info Service (SIS), France's national HIV/AIDS helpline. In response, the organisation issued a public statement to address misconceptions and provide accurate information to both the public and clinicians. Arame Mbodje, MD, medical director of the SIS Association in Montreuil, France, noted that while many individuals contacted the organisation with concerns about potential infection following these syringe-related incidents, the route of exposure did not pose a risk for HIV transmission. She emphasised that post-exposure prophylaxis is not warranted in such cases. HIV is typically transmitted through sexual contact, exposure to contaminated blood (eg, shared needles), or from mother to child during pregnancy or delivery. Although the risk for hepatitis B virus transmission is low, it may be present in individuals who are not vaccinated. In such cases, vaccination is recommended, according to Mbodje. Stay Together, Stay Safe According to Mbodje, large-scale events, such as music festivals and public gatherings, create environments in which pricking incidents can occur unnoticed due to crowd density. These settings make it easier for individuals to be targeted without witnesses. She advised healthcare professionals to prioritise reassurance for those affected. There is no risk for HIV transmission associated with these incidents, and hepatitis B vaccination status should be checked, with immunisation offered if needed. Although concerns about drug-facilitated assault are common, toxicology tests have not detected any substances, and no cases of physical or sexual assault have been reported. Nevertheless, individuals should be encouraged to report incidents to the police. As for prevention, she noted that advising people to avoid festivals or to remain constantly alert is neither practical nor helpful. Instead, healthcare professionals should encourage individuals to attend events with trusted friends, stay together in crowded spaces, and avoid isolation.
