Steenhuisen: DA will support Appropriation Bill

CAPE TOWN - Democratic Alliance (DA) leader and agriculture minister, John Steenhuisen, said that his party would support the Appropriation Bill on Wednesday as the National Assembly looks to finally put the national budget to bed.
This follows the firing of African National Congress (ANC) MP, Nobuhle Nkabane, as higher education minister on Monday night.
The party had previously said it would reject the budget votes of departments presided over by compromised ministers after President Cyril Ramaphosa axed MP, Andrew Whitfield, for travelling to the United States without his permission.

Meanwhile, ANC chief whip, Mdumiseni Ntuli, said the timing of Nkabane's firing had nothing to do with appeasing the DA.
After five months of unprecedented budget wrangling, the Government of National Unity (GNU) is expected to rally together on Wednesday to get the last piece of budget legislation over the line.
Steenhuisen told EWN that it's enough for his party that Nkabane was removed from her job over corruption allegations related to the appointment of boards for the Sectoral Education and Training Authorities (SETAs) for the budget to get his party's backing.
He said his party would vote in favour of all budget votes, including that of Human Settlements Minister Thembisile Simelane, whom the party also wants to see axed.
On Sunday, ANC Secretary-General Fikile Mbalula said the party was still engaged in crunch talks for the necessary support to approve the national budget.
Meanwhile, Ntuli said that the firing of Nkabane is unrelated to the budget impasse with the DA.
"It has much to do with whether the president has come to the conclusion whether this minister would be suitable to remain in that responsibility in the interest of that sector, of course the overall interest of the people of South Africa."
The GNU is still expected to face opposition to passing the budget from the MK and EFF, both of whom have indicated they will reject it.

Despite being a government-sponsored project designed to provide subsidised housing and promote income generation through rental units, K206 has not achieved its main objectives; instead, it has become a source of confusion, social conflict, and loss of dignity for rightful beneficiaries. This was revealed during a DA oversight visit in Gauteng, prompted by public complaints and the ongoing failure of the City of Johannesburg's (COJ) Department of Human Settlements to act. One resident, who has been waiting for his title deed since 2010, expressed his frustration over his rental room being illegally occupied with the backing of the so-called 'district committee'. Another resident mentioned that legitimate beneficiaries have, at times, been forcibly evicted due to a lack of necessary documentation. A third resident added that the housing allocation confusion stems from the City of Johannesburg's initial decision to place people without granting them full ownership of either the flat or the rental unit. Still, the City of Johannesburg is unable to issue them due to an ongoing dispute stemming from the botched housing allocation. It is unacceptable that residents have had to wait 15 years to receive their title deeds. Ownership is a vital aspect of human dignity, as it provides individuals with an asset, a roof over their heads, and security of tenure for their families. This essential right should not be compromised by poor administration or potential corruption. The DA Gauteng demands that the MEC for Cooperative Governance and Traditional Affairs (COGTA), Jacob Mamabolo and Johannesburg MMC for Human Settlements, Mlungisi Mabaso, launch an urgent forensic audit on the K206's 6,000 housing units. We seek information on the occupants, rightful owners, the number of units handed over, and the facilitator of this process. Additionally, we want regular updates on the status of title deeds.

Image: Supplied by KZN Cooperative Governance and Traditional Affairs The tension between the KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (Cogta) and the uMkhanyakude Municipality in northern KZN is worsening, with the municipality accusing MEC Thulasizwe Buthelezi of misleading the public. In a statement, the municipality further accused Buthelezi of being on a crusade to undermine ANC-run municipalities in the province. This accusation stems from an order handed down by the Pietermaritzburg High Court on Friday. The South African Municipal Workers Union had taken the municipality and other defendants to court after workers' salaries were not paid due to a stand-off between Cogta and the municipality over the decision to appoint an administrator. The stand-off triggered a freezing of the municipality's bank account, and the administrator has also been blocked from accessing the municipality's offices. The municipality was named in the case as the first respondent, MEC Buthelezi as the second, the provincial government as the third, and administrator Bamba Ndwandwe as the fourth. Absa Bank appears as the fifth respondent. In the order, the court addressed the issue of salaries and ordered that the first respondent (municipality) and the fourth respondent (Ndwandwe) work together to ensure that the wages of the workers are paid and that payments are made on time. The court stated that, 'this shall apply mutatis mutandis for future months for as long as the first respondent (uMkhanyakude) is under provincial intervention and for as long as the fourth respondent (Ndwandwe) is in office as the provincial representative. The fourth respondent's rights and responsibilities will fall away if and when the current provincial intervention is terminated or he is discharged from office,' the order concluded. 'The court's decision effectively reaffirms the authority of Mr. Bamba Ndwandwe as the administrator. Since the court has reserved judgment on the application to set aside the intervention, this means the intervention remains in place until the judgment is delivered. The court further ordered the municipal manager to submit the payroll to Mr Ndwandwe so that the Administrator can process the July salaries for municipal employees. 'MEC Buthelezi has called upon the Mayor of uMkhanyakude to ensure that the gates of the municipality are opened. This will allow the administrator to assume his duties and enable the resumption of normal operations for the benefit of the community. It is important to note that the MEC does not act on his own accord; it is a cabinet decision that he acted upon. There must be full cooperation from all municipalities when there is an intervention,' said the Cogta statement. In a statement, Municipal Speaker Solomon Mkhombo, however, disputed that the intervention was in force and accused the MEC of making misleading claims. 'We want to inform the public that the court has reserved its judgment on the matter regarding Buthelezi's decision to place uMkhanyakude District Municipality under administration, meaning that no final decision has been made. We urge the MEC to accurately represent the court's position and avoid spreading misinformation that could confuse or mislead the public,' said Mkhombo. 'The illegal act by Cogta and the bank to freeze the municipal account was uncalled for, and we thank the High Court for ruling in favour of uMkhanyakude employees. It is worth mentioning that a Cogta legal representative could not provide a substantive reason in court for why Cogta wants to place uMkhanyakude under administration.
