751 gram panchayats in Gujarat declared Samras
An official release from the SEC on Friday stated that out of the 4,564 gram panchayats, which were scheduled to go to polls, 751 have become 'total uncontested'. In other words, they have become Samras under the scheme of the state government in which villagers choose their ward members and sarpanch with consensus and do not go to polls. The villages that become Samras get special benefits from the state government.
The release also stated that in 271 gram panchayats out of the remaining 3,813, elections won't be held. This is because while some wards are going Samras, others are not witnessing any candidature. Overall, general or mid-term elections will be held in 3,541 gram panchayats on June 22.
On the other hand, the SEC had also announced by-elections in 3,524 gram panchayats last month. However, due to some seats won uncontested and others not witnessing any candidature, the elections will be held in 353 gram panchayats. Voting for the by-elections will also be held on June 22.
Elections will be held for the total posts of 3,656 sarpanch and 16,224 ward members. A total of around 81 lakh voters are expected to cast their votes in the elections.

U.S regulator ends lawsuit against crypto company Ripple, company to pay $125 million fine
The U.S. Securities and Exchange Commission said it ended its case accusing Ripple Labs of selling unregistered securities, leaving a $125 million fine intact and ending one of the cryptocurrency industry's highest-profile lawsuits. Ripple and the SEC agreed on Thursday to dismiss their appeals of the fine imposed by U.S. District Judge Analisa Torres in Manhattan and her injunction against the sale of Ripple's XRP token to institutional investors. XRP is the third-largest cryptocurrency by market value, trailing Bitcoin and Ether, according to the market service CoinMarketCap. The SEC sued Ripple in December 2020, near the end of U.S. President Donald Trump's first White House term, accusing it of selling XRP tokens without registering them as securities. In a mixed ruling in July 2023, Torres said XRP was covered by securities laws when sold to institutional investors, while XRP that Ripple sold on public exchanges was not. She imposed the fine in August 2024. Following Trump's reelection, a more crypto-friendly SEC began retreating from some enforcement cases, and together with Ripple asked Torres to lift the injunction and reduce the fine to $50 million. She refused, saying neither side came close to showing "exceptional circumstances" that outweighed the public interest in enforcing the injunction and $125 million fine. The SEC said the dismissal of the appeals means the injunction and fine remain in effect. Stuart Alderoty, Ripple's chief legal officer, in a post on X referred to the SEC's actions and said the dismissals mark "the end" of the case. Since Trump reentered the White House, the SEC has also ended civil lawsuits against crypto exchanges Binance, Coinbase and Kraken. The case is SEC v Ripple Labs Inc, U.S. District Court, Southern District of New York, No. 20-10832.

Election Commission mounts pressure on govt to clear decks for panchayat polls
Bengaluru: Already under political pressure, the govt is now facing mounting legal pressure from Karnataka State Election Commission (SEC) to conduct long-pending zilla (ZP) and taluk panchayat (TP) elections by the end of this year. With the elections overdue since May 2021, SEC has stepped up its legal fight even as rural development and panchayat raj minister Priyank Kharge said the govt is working to hold elections within three months. "We know our responsibility. Steps are being taken to ensure ZP-TP polls in two or three months from now and the notification on reservation will be issued very soon," Priyank said. "We will also ensure that GP polls are held before the due date." You Can Also Check: Bengaluru AQI | Weather in Bengaluru | Bank Holidays in Bengaluru | Public Holidays in Bengaluru Two key steps must be completed before elections can be held — delimitation of constituencies and finalisation of reservation. While delimitation across 31 ZPs and 230 TPs has been finalised, reservation notification is still pending. This, despite the govt informing the high court in Dec 2023 that it would complete the process within a month. Its failure to keep that promise prompted the SEC to file a contempt petition in June 2024. In response, the govt submitted an affidavit on Feb 17 this year stating it would complete the reservation notification by May 31, 2025. With the govt missing that deadline too, the SEC revived its contempt petition. The case is expected to come up for hearing next week. "We are serious about the case," said GS Sangreshi, state election commissioner. "We will not just seek legal action against the govt on grounds of contempt of court but also plead the high court to fix the date for the ZP-TP polls." Pressure is intensifying since elections for 5,950 GPs are due in Jan 2026. SEC is preparing to file a separate writ petition seeking the court's intervention to ensure timely GP elections. Panchayat polls carry immense political weight. They are seen as a mini-assembly election since they cover all districts. They serve as a barometer for parties ahead of state elections. The previous BJP govt had delayed polls in the past — initially due to the pandemic. It postponed them again due to the 2023 assembly polls, while the Congress govt preferred to wait until the 2024 Lok Sabha elections were over. Now, pressure is building within Congress, with local functionaries demanding polls to push their grassroots ambitions. "Delaying local body elections is not good, as it goes against democratic principles," said BR Patil, senior Congress legislator. "A delay deprives the new generation of politicians of opportunities. This is not good for any party since it is important to nurture leaders at the grassroots level." Local functionaries and aspiring candidates are growing restless, viewing the ZP-TP elections as a launching pad. With the HC set to hear the contempt plea soon, the govt may have no choice but to act — swiftly. Stay updated with the latest local news from your city on Times of India (TOI). Trump order allows crypto, real estate in 401(k) investment plan— here's what it means for retirement savers
US President Donald Trump has signed an executive order designed to unlock access to alternative assets for millions of Americans who invest in 401(k) and other defined-contribution retirement plans. This directive signals a major shift in investment policy, previously limiting such opportunities primarily to the wealthy and government workers. For years, more than 90 million Americans participating in employer-sponsored defined-contribution plans have largely been restricted to traditional investments like stocks and bonds, the White House noted on Thursday. Meanwhile, wealthy investors and retirement plans for government workers have leveraged alternative assets such as private equity, real estate, and digital assets (cryptocurrencies), which offer competitive returns and diversification benefits. Regulatory hurdles and litigation risks have historically limited ERISA-governed plan fiduciaries from including these alternative assets in their investment portfolios, hindering the growth of workers' retirement savings. President Trump's executive order initiates a reevaluation of the regulatory landscape: Department of Labor (DOL) reexamination: The order directs the Secretary of Labor to re-examine DOL guidance on a fiduciary's duties regarding alternative asset investments in ERISA-governed 401(k) and other defined-contribution plans. The goal is to establish clear parameters for offering asset allocation funds that include these non-traditional funds. Inter-agency consultancy: The order also directs the Secretary of Labor to consult with the Secretary of the Treasury, the Securities and Exchange Commission, and other federal regulators to identify and implement parallel regulatory changes to fulfil the order's purpose. SEC's role: The order directs the SEC to facilitate access to alternative assets for participant-directed defined-contribution retirement savings plans by revising its applicable regulations and guidance. This executive order is the beginning of President Trump's broader agenda to enhance financial opportunities and secure retirement for all Americans. The administration believes that expanding investment choices is crucial for building wealth. This move builds on previous actions, including the Trump DOL's prior cancellation of guidance regarding digital assets, which was put in place by the Biden administration. The Biden administration adopted a cautious approach to digital assets, seeking to balance innovation with consumer protection. This stance was guided by an Executive Order issued by the former president in March 2022. Furthermore, the initiative aligns with the president's vision to establish the US as the 'crypto capital of the world,' and his commitment to 'Make America Wealthy Again' through tax cuts and deregulation, allowing users to save and invest more effectively for their retirement. The order lays the foundation for a future where average Americans have a wider range of choices to invest for their retirement. This aims to provide opportunities for enhanced returns and diversification, ensuring a 'dignified and comfortable retirement for all Americans,' the White House said. However, this will only happen after full implementation, which will require federal agencies to revise rules and regulations, a process that could take months or even years.
