Karnataka is best place for entrepreneurs to start, grow big: CM Siddaramaiah

Bengaluru, Aug 11 (PTI) Pitching Bengaluru as India's tech capital, making significant strides in emerging technologies like Quantum Science and Artificial Intelligence, Karnataka Chief Minister Siddaramaiah on Monday invited industry leaders to the 28th Bengaluru Tech Summit, scheduled from November 18 to 20.
'We are the best place for entrepreneurs to start and grow big," he said during a breakfast meeting organised by the Department of Electronics, IT & BT, Karnataka government, attended by nearly 100 industry leaders.
Highlighting Bengaluru's position in artificial intelligence, Siddaramaiah said, 'In AI, Bengaluru ranks fifth among the world's top AI cities. It hosts nearly 50 per cent of India's AI talent, making it the second-largest AI talent hub globally." The chief minister assured that Karnataka's new IT policy would prioritise infrastructure development for AI. 'From the Mysuru kings to the first IT policy in 1997 and the Global Capability Centre Policy in 2024, Karnataka has always planned ahead," he added.
On Quantum Technology, Siddaramaiah noted, 'Karnataka launched India's first state-level Quantum Technology Roadmap. We aim to make Karnataka Asia's top Quantum Innovation Hub by 2035, targeting a USD 20 billion quantum economy." He announced plans for Quantum Hardware Parks, Innovation Zones, and a global Quantum Conclave in Bengaluru.
Karnataka is India's largest software-exporting state, contributing 44 per cent of the nation's software exports, the CM said.
'The IT and ITeS sector accounts for 26 per cent of our state's economy. We host over 875 Global Capability Centres (GCCs), which is 30 per cent of India's total. Our goal is to add 500 more GCCs by 2029, creating 3,50,000 jobs and USD 50 billion in economic output. We are also building tech clusters beyond Bengaluru to ensure growth across the state," he added.
The chief minister also took pride in Karnataka being home to over 18,300 startups and more than 45 unicorns, promising to take this further.
'We are building QWIN City, an integrated ecosystem for wellness, innovation, and new-age industries. This will attract global scientists, entrepreneurs, and investors, offering dedicated R&D clusters and wellness infrastructure to make it a destination to live, work, and innovate," he said.
Siddaramaiah also spoke about the upcoming Health City, a world-class healthcare and life sciences hub. 'It will bring together medical research, biotech innovation, med-tech manufacturing, and super-speciality hospitals to serve both India and the world," he added.
The chief minister emphasised Karnataka's vision to become a global hub for solving major challenges. 'Whether it is curing diseases, developing sustainable energy solutions, or building the computers of the future, we will provide the talent, infrastructure, and policy support to make it happen. I invite industry leaders, innovators, and visionaries to come work with us," he said.
At a press conference later, State Minister for Electronics, Information Technology & Biotechnology and Rural Development & Panchayat Raj, Priyank Kharge, said the summit is expected to draw over 1,00,000 attendees, including more than 20,000 startup founders.
The event will feature over 100 knowledge sessions and more than 5,000 curated meetings.
The theme this year is 'Futurise," a call to imagine, innovate, and implement technologies that will shape the coming decades, driving transformation across diverse sectors of the tech ecosystem, Kharge said.
He also highlighted a special focus on startups through the Startup Springboard programme, which connects high-potential ventures with investors, mentors, and global networks. PTI JR SSK ADB

NEW DELHI: The Enforcement Directorate on Wednesday questioned former international cricketer Suresh Raina and recorded his statement under provisions of the Prevention of Money Laundering Act (PMLA) as part of its probe into a case linked to sports betting app (application) named , sources said. The 38-year-old sportsperson had arrived at the ED headquarters here at 11 am and was seen interacting with CISF personnel and Enforcement Directorate (ED) staff outside the agency's premises. The sources said that the agency's officials got his statement recorded under provisions of the PMLA as part of the investigation linked to a sports betting app (application) named 1xBet. Raina is understood to have been linked to the app through certain endorsements and the ED probe team wants to understand his links with this app, any endorsement fee earned and the mode of communication between the two parties, the sources said. It is to be noted that the ED had recently called representatives of Google and Meta for questioning as part of this probe. It also conducted multi-state searches on Tuesday in connection with a similar investigation against an online betting app named Parimatch. The agency is probing multiple such cases involving illegal betting apps that are alleged to have duped numerous people and investors worth crores of rupees or have evaded a huge amount of taxes. According to estimates by market analysis firms and probe agencies, there are about 22 crore Indian users in various such online betting apps out of which half (about 11 crore) are regular users. The online betting app market in India is worth over USD 100 billion which is growing at the rate of 30 percent, according to a reported assessment made by experts. More to these, the government, while responding to a question in Parliament, informed that it has issued 1,524 orders from 2022 till June 2025 to block online betting and gambling platforms.

Kolkata metro may start operating on three new stretches by the end of this month, said a senior official of the city's metro operator 'Metro Railway Kolkata' on Wednesday. The Yellow line's first phase — the Noapara–Airport corridor — awaits a nod from the PMO to start operations by next month, the spokesperson said.(File Photo/PTI) This comes after railway board chairman Satish Kumar inspected East-West metro's 2.6 km long Esplanade–Sealdah section and the Noapara–Airport stretch during his two-day visit. "We are hopeful that with the Commissioner of Railway Safety giving nod to the East-West Metro's 2.6 km stretch between Esplanade and Sealdah earlier and after the visit of the Railway Board Chairman, the entire Green Line connecting Howrah Maidan–Salt Lake Sector V will be open for commuters by August itself," PTI cited the spokesperson as saying. IBBI proposes cap on assignments for insolvency professionals to curb delays

New Delhi, Aug 13 (PTI) The IBBI has proposed imposing a cap on the number of assignments that insolvency professionals (IPs) can handle across key roles, in a bid to improve efficiency and ensure equitable distribution of work. Currently, IPs are restricted to a maximum of 10 assignments as resolution professionals (RPs) in corporate insolvency resolution processes (CIRPs), of which not more than three can involve admitted claims exceeding ₹ 1,000 crore each. The proposed changes will broaden this ceiling to cover IRP and liquidator roles as well, recognising the comparable complexity and time demands of these assignments, the IBBI said in a discussion paper on Tuesday. The move comes amid concerns that a small group of IPs is handling a disproportionately large number of assignments in some instances up to 25 cases while newly registered professionals face entry barriers due to uneven distribution of work. As of March 31, 2025, out of 4,527 registered IPs, 2,198 held valid authorisations for assignment, with many juggling multiple roles alongside their regular practice. Under the proposed framework, the IBBI said IPs already handling 10 or more assignments, whether as RP, IRP or liquidator, when the new rules come into force will not be permitted to take on fresh work until their active caseload falls below the threshold. The changes will be effected through the deletion of Clause 22 of the Code of Conduct under the IBBI's (Insolvency Professionals) regulations, 2016, and the insertion of a new norm specifically capping total assignments. In a separate discussion paper, IBBI has also proposed deleting Clause 6 from the Code of Conduct for Insolvency Professionals (IPs), citing duplication with existing rules that already govern the sale of debtor assets during liquidation and bankruptcy. Under the clause, it prohibits IPs and their relatives from acquiring assets of a debtor during liquidation or bankruptcy process unless it is shown that there was no impairment of objectivity, independence or impartiality, and the board's approval has been obtained in the matter. However, the board noted that similar prohibitions are explicitly laid out in the IBBI's Liquidation Process rules, and the Bankruptcy Process for Personal Guarantors to Corporate Debtors norms. "It is proposed that to avoid duplication and for promoting harmonisation within the Regulations, Clause 6 be deleted from the Code of Conduct for Insolvency Professionals," the IBBI said. Removing the clause from the Code of Conduct would avoid potential duplication and redundancy, and also ensure that specific prohibitions are primarily housed within the rules that govern the procedural aspects of asset realisation, it added. The Insolvency and Bankruptcy Board of India (IBBI) has invited public comments on the proposals by September 1.
