Odisha Cabinet approves Rs 2,398 crore for emergency ambulance service
The proposal was approved during a meeting of the state cabinet presided over by Chief Minister Mohan Charan Majhi at Lok Seva Bhawan here. The second phase of the EMAS scheme is being implemented in the state from 2023-24.
Speaking to mediapersons, chief secretary Manoj Ahuja said the initiative, a joint effort between the Union Ministry of Health and Family Welfare and the state government, aims to provide comprehensive pre-hospital emergency medical services to the people of the state.
'The second phase of the scheme will cater to around 11-12 lakh emergency patients including pregnant women and children with a response time of 20 minutes. The project will be implemented through a private agency selected via an open tender process, with financing on a reimbursement basis,' he added.
Known as the '108 service', the EMAS scheme has been running in Odisha since March 5, 2013. It is managed and monitored through a 24/7 centralised call centre and has a fleet of 866 ambulances, including 411 advanced life support (ALS), 449 basic life support (BLS) and six boat ambulances.
On the day, the cabinet also approved a tender worth Rs 108 crore for construction of underground pipelines between left bank and right bank canals of Baitarani river under the Integrated Anandpur Barrage project. Scheduled to be wrapped up in 18 months, the project would irrigate around 3,450 hectare land through underground pipelines post-completion. It will benefit farmers of Anandpur, Hatadihi and Ghasipura blocks of Keonjhar district.
Meanwhile, to keep pace with the changing needs and improve delivery mechanism for implementation of various welfare schemes for the Scheduled Tribes, Scheduled Castes and minorities, the cabinet approved restructuring of the Odisha Subordinate Welfare Service (OSWS) and Odisha Welfare Service (OWS), the chief secretary said.
He stressed the need for presence of more officers of the welfare service at the mid and higher level of the bureaucracy citing the implementation of several welfare schemes by the Centre and state government in the last few years to cover maximum targeted groups including the tribals and PVTGs.
On the other hand, to promote ease of doing business in the state and create more employment opportunities, the cabinet decided to exempt extra hour operation fees as specified in rule 79 of the Odisha Excise Rules, 2017 for distilleries, bottling and brewery unites. It also decided to convert the post of excise constable from divisional to district cadre by amending relevant rules.
Besides, the Odisha Children's and Women's Welfare Service (Amendment) Rules, 2025 which requires anganwadi workers to possess graduation or any equivalent degree from any recognised university, was also approved. As per the existing provision, the eligibility was HSC or an equivalent degree under the Board of Secondary Education.

11 blocks under aspirational prog
Bhubaneswar: Eleven blocks of Odisha have been included in the Aspirational Block Programme of the NITI Aayog, according to a statement issued by the Chief Minister's Office (CMO) on Tuesday. The programme focuses on improving governance to enhance the quality of life of citizens and service delivery in the remotest and less developed blocks of India. This is done through converging existing schemes, defining outcomes and monitoring them constantly to bridge gaps. Five blocks of Keonjhar district and six of Mayurbhanj district have been added to the programme. With this, a total of 40 blocks of Odisha have now become Aspirational blocks. As per the statement, Chief Minister Mohan Charan Majhi had requested the NITI Aayog to include these blocks under its programme. Accepting Majhi's request, the NITI Aayog has included these blocks in the Aspirational Programme. The new blocks that have been included in the programme are Champua, Jhumpura, Keonjhar Sadar, Patna and Telkoi of Keonjhar district and Behalda, Bijataala, Jamada, Kusumi, Rairangpur and Tiringi of Mayurbhanj district. A notification in this regard was issued by the NITI Aayog on Tuesday. The broad contours of the programme are convergence of Central & State schemes, collaboration of Central, State-level nodal officers and district collectors and competition among blocks through monthly delta ranking.

CCTV cameras, drones for all police stations
Eluru: Minister for Home and Disaster Management Vangalapudi Anitha announced an initiative to equip all police stations with CCTV cameras and drones. She participated in the inauguration of a newly constructed Polavaram Police Station building, spanning 10,123 square feet with 16 rooms—seven rooms on the first floor and four rooms on the second floor— on Wednesday. Stressing that public cooperation is essential for effective policing, she reiterated the government's commitment to building a drug-free state. Citing the establishment of the Eagle Team, which has successfully eradicated ganja plantations across Andhra Pradesh, she noted that some external elements are still attempting to transport ganja illegally and affirmed that strict action is being taken against such activities. The police station was constructed at a cost of RS 2.5 crore to provide modern infrastructure for better policing, according to a press release. The inauguration ceremony was graced by Polavaram MLA Balaraju, APTRI Chairman Borugadda Srinivas, Eluru Range IG GVG Ashok Kumar, and Eluru District SP Pratap Shiva Kishore among others.

Mahalakshmi scheme: Decision on Rs 2.5K monthly payout to women likely
Hyderabad: The State government is likely to take a decision on the long pending Rs 2,500 monthly allowance for women under the Mahalakshmi scheme in the Cabinet meeting convened by Chief Minister A Revanth Reddy on July 25. The promise of providing financial assistance to women every month has been pending since the Congress came to power in the state. The pending issue of the promulgation of ordinance for 42 per cent BC quota and the schedule for local body elections will also be on the agenda of the Cabinet meeting. Sources said that the state Finance wing was preparing a report to ascertain financial requirements for the new scheme of monthly financial assistance to women. 'The state government is eyeing to woo the women voters and a policy decision on Rs 2,500 for women will help the Congress win majority of local bodies in the ensuing elections', sources said, adding that the Opposition parties were already targeting the government for not fulfilling the scheme which gained a lot of attention during the 2023 Assembly elections. Due to financial challenges, the government has not taken any decision on the launch of the scheme till now. Free RTC bus travel for women, interest free loans to women self-help groups, financial assistance to women to establish solar power plants and provide hire buses to RTC, have already helped the government to consolidate women's support to the Congress. 'Financial requirements and eligibility criteria are important to launch the scheme before the State Election Commission issues notification for local body elections', sources said. State Chief Secretary K Ramakrishna Rao instructed the Secretaries of all departments to send agenda items duly approved for consideration of the Cabinet in the meeting, officials said. The meeting is also expected to discuss the allocation of funds to various welfare schemes.
