Dhaka, Jul 24 (PTI) Bangladesh's central bank on Thursday revoked a new dress code directive, three days after its human resources department created a controversy by asking employees – especially females – to dress in 'modest and professional' attire.
According to the official, Bangladesh Bank governor Ahsan H Mansur, currently on a tour abroad, ordered the directive to be withdrawn immediately as the issue came to his knowledge through media reports.
Khan also said the previous decision was taken in the respective departmental meetings to advise all levels of officials and employees working at Bangladesh Bank to wear professional and elegant clothes during office hours considering social norms.
But, he maintained, no policy decision was taken or no circular was issued in this regard.
Khan acknowledged the decision virtually angered the governor and was revoked as per his instructions.
Under the now revoked order male staff were directed to wear formal shirts with long or half sleeves, along with formal trousers and shoes while wearing jeans or gabardine trousers was disallowed.
The directive asked all women to wear saree, salwar-kameez with orna, or any other plain, modest, professional-coloured outfit along with simple headscarves or hijab and formal sandals or shoes.
The central bank order had debarred the women from wearing short-sleeved or length dresses and leggings.
'Officials and employees of all levels must dress modestly and professionally, in line with the country's social norms,' the directive read.

Panaji, Aug 1 (PTI) The rise in road accidents is primarily due to human error and ongoing utility-related infrastructure works, Goa Chief Minister Pramod Sawant said in the assembly on Friday. Responding to a calling attention motion tabled by Leader of Opposition Yuri Alemao and other MLAs, Sawant said road infrastructure development is a continuous process which involves not only construction and improvement but also coordination with multiple departments for laying utilities such as water supply, electricity, telecom and sewerage. 'During this process, roads are often damaged but are later restored to a motorable condition. In most cases, the poor condition of roads is a result of utility works. However, maximum efforts are being made to mitigate the inconvenience to road users," the CM said. 'Road safety is a shared responsibility among all stakeholders. Most accidents are caused by human error such as rash and negligent driving, drunken driving, and overspeeding," he asserted. The CM said the Public Works Department (PWD) had taken several measures in compliance with Supreme Court Committee on Road Safety guidelines, including restoration and maintenance of crash barriers, construction of standardised speed breakers and rumble strips, imposition of speed limits, installation of traffic signboards and road markings, and median plantations. 'Show cause notices have been issued to several defaulting contractors, and repairs at various locations have been carried out under the Defect Liability Period (DLP) at the contractors' own cost. Regular road maintenance is being undertaken to ensure smooth and incident-free vehicular movement across the state," the CM told the House. New Delhi, Aug 1 (PTI) Commerce and Industry Minister Piyush Goyal will hold meetings with exporters from different sectors, including food processing, textiles, engineering, and chemicals, from August 2-4 in Mumbai to discuss the implications of 25 per cent tariff announced by the US, an industry official said on Friday. The official added that exporters from segments such as fisheries, engineering, IT, and pharma will also participate in the deliberations. Leather sector exporters are expected to meet the minister on August 4 here. The US on Friday slapped a 25 per cent tariff on India, potentially impacting about half of the USD 86-billion Indian exports to America, while the other half, including pharmaceuticals, electronics, and petroleum products, continued to be exempted from the levy. New Delhi continues to be engaged in talks with the US to work out a trade deal, but will make no compromise on agricultural, daily and genetically modified (GM) products, sources said on Friday. For the sixth round of talks, the US team is coming to India on August 25. The sectors, which would bear the brunt of 25 per cent duty include textiles/ clothing (USD 10.3 billion), gems and jewellery (USD 12 billion), shrimp (USD 2.24 billion), leather and footwear (USD 1.18 billion), animal products (USD 2 billion), chemicals (2.34 billion), and electrical and mechanical machinery (about USD 9 billion). In 2024-25, the bilateral trade between India and the US stood at USD 131.8 billion (USD 86.5 billion exports and USD 45.3 billion imports). Export sectors that will be impacted by the tariff have urged immediate intervention by the government on the matter. Sudhir Sekhri, Chairman, AEPC (Apparel Export Promotion Council), said, 'We request immediate government intervention to offset this huge setback. Exporters have their back against the wall and will have to sell below cost to keep their factories running and avoid mass layoffs." New Delhi, Aug 1 (PTI) Sebi on Friday said it has proposed to tighten the norms to appoint independent third-party reviewers or certifiers for green debt securities to align them with requirements for other ESG-linked bonds. In a draft circular, Sebi said that the current norms for green bonds, introduced in February 2023, lack detailed requirements around reviewer independence, conflict of interest mitigation, and disclosure standards that are now in place for other ESG-linked securities under a June 2025 circular. The regulator's latest proposal seeks public comments on a revised framework that would bring parity by incorporating comprehensive criteria for third-party certifiers of green bonds on non-convertible securities. Under the proposed norms, issuers of green debt securities will need to appoint reviewers who are independent of their management, directors, and key managerial personnel. These reviewers will be remunerated in a way that prevents any conflicts of interest and possess relevant expertise in assessing ESG debt securities. The scope of the review conducted by the independent third-party reviewer/ certifier will be specified in the offer document, and the reviewer may provide second-party opinions, verifications, certifications, or ESG scores. The markets watchdog has also allowed Sebi-registered ESG rating providers to act as reviewers, subject to the same conditions. The Securities and Exchange Board of India (Sebi) has invited public comments on the draft circular till August 21.
