22 sea-facing buildings on ECR face demolition after CRZ violations flagged

Time of India19-06-2025
Chennai: As many as 22 beach-facing residential buildings in Muttukadu on East Coast Road (ECR) face the threat of demolition, with the Chengalpattu district administration identifying them as violators of Coastal Regulation Zone (CRZ) rules.
The identified buildings—some completed, others still under construction—are located within the No Development Zone (NDZ) of CRZ III, where permanent structures are banned within 200 metres of the High Tide Line.
At least six of these were found to be under construction even during the inspection, indicating ongoing activity despite regulatory restrictions. Others are upscale, completed buildings, with some even having two floors, built along the fragile coastal stretch at Muttukadu.
These findings were part of an Action Taken Report submitted by Chengalpattu Collector S Arunraj to the
National Green Tribunal
(NGT), which took suo motu cognisance of the matter. The collector's team, comprising revenue and environmental officials, carried out GPS-tagged inspections and submitted photographs and ownership details to the Tamil Nadu State Coastal Zone Management Authority (TNSCZMA) to initiate action.
The case, heard on Thursday, saw the tribunal's expert member Satyagopal Korlapati ask pointed questions on why no demolition was initiated so far, given that violations were already acknowledged by the administration.

The NGT also noted that the District Collector, as chairman of the district coastal zone management authority (DCZMA), was expected to act decisively against such illegal developments.
In response, the state coastal zone management authority (SCZMA) informed the bench that it forwarded the list of violators to the Union Ministry of Environment, Forest and Climate Change, seeking clarification on whether it had the authority to directly carry out demolitions. The NGT is now expected to decide on whether demolition can proceed without waiting for further directions from the Centre. The matter is likely to be taken up in the coming weeks.

Bengaluru's IT professionals turn road masons to fill potholes as authorities won't

Bengaluru: While the rest of Bengaluru waved flags and listened to speeches on Independence Day, a group of residents at Gunjur, in the backyard of the city's tech corridor, picked up shovels. Their mission: To fill the potholes that the civic agency wouldn't and the govt didn't care about! Frustrated by years of civic apathy, over 25 young working professionals got on the ground to scoop gravel with their bare hands to repair the Gunjur–Doddakannelli road. Many of those who donned the role of masons and road repairers were IT engineers who fuel Bengaluru's global reputation. "When the daily commute becomes back-breaking for us and our kids, we are left with no option but to act, as those in power have turned a blind eye to the crumbling road infrastructure," said a resident of an apartment complex flanking the road. Holding plastic sacks and wearing masks, the youngsters picked up gravel dumped by the roadside for a long time and patched the potholes and craters on the stretch. Videos of them at work, some raising slogans of Inquilab Zindabad and Vande Mataram, spread widely on social media after Namma Balagere (@BalagereConnect) posted them on X. Many slammed the govt for its failure and lauded the citizens. Commuters encouraged us, some even parked their cars and joined in. We had no option left after complaining for over a year." The volunteers have now vowed to repeat the effort on Sept 5 and Oct 2. The material used for filling had actually been left by the roadside for months, Kumar said. "But the 100m stretch next to Gunjur club was not always like this. The road was so good that children used to skate on it," he recounted and added: "It deteriorated to this extent in just two years." Another resident of an apartment complex nearby said they had been complaining to authorities for over a year. "The officials say they will get it done once they get the requisite funds. This is not an isolated case, but the issue is with every road in the Varthur ward," he added. "In the past, even when there were funds, the quality of work was poor," he said, questioning the substandard work. Netizens tagged PM Modi and DyCM DK Shivakumar and appealed to them to provide basic infrastructure in the tech corridor. When contacted, a local BBMP official said: "We have undertaken pothole filling work at Panathur, Balagere Road near Bhoganahalli Junction and adjoining areas. We will do it in other areas too shortly." BBMP also tweeted photographs of pothole-filling work in the area as a face-saving measure. —— INSET What netizens said -Deepak K Jha posted a table showing BBMP's zone-wise property tax collection data, with Mahadevapura at the top with Rs 1310.6 crore collected in 2024-25. ‘Mountain came down': Kishtwar survivors dig through rubble, search for loved ones

Kishtwar: Search and rescue operation underway at Chisoti village after a flash flood triggered by cloudburst, in Kishtwar. (PTI Photo) CHASOTI: A two-storey wooden home crumbled in seconds. Boulders roared down the hillside, mud and water swallowed fields at Chasoti village in J&K's Kishtwar district. 'It was as if mountain itself was coming down,' said 26-year-old arts student Piyra Singh, who fled into maize fields as his house collapsed behind him. By the time silence returned, his uncle and cousin were dead, two visiting pilgrims missing, and his family in shock. 'My brother kept touching me, asking, 'are you alive?'' Singh said. Chasoti is now rubble. Flash floods following a cloudburst killed Thursday at least 60 people, injured 160, and left up to 70 unaccounted for. Chief secretary Atul Dullo said 72 missing reports had been filed. MLA Sunil Sharma warned numbers could be higher. Rescue workers pulled out four more bodies Saturday. Everywhere, grief hangs heavy. Pawan Kumar, a bulldozer driver from Rajouri, has been searching since Aug 14 for 14 relatives who came for the Mata Machail pilgrimage. 'Many bodies have been pulled out,' he said, breaking down when one stretcher finally carried his mother's remains. At a community kitchen, Jaffar Hussain of Doda described watching 30 people vanish in a matter of seconds. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like American Investor Warren Buffett Recommends: 5 Books For Turning Your Life Around Blinkist: Warren Buffett's Reading List Undo 'When I looked again, there was none,' he said. Such accounts fuel fears that actual missing numbers could cross official estimates. On Saturday morning, CM Omar Abdullah arrived to placate restless families demanding answers. 'They have been waiting for two days. They want to know if their family members will come out alive or not,' he said, promising relentless search efforts. He pegged missing figures between 70 and 80. 'It will fluctuate a little, but I do not think the number will reach 500 or 1,000 as some are claiming,' he said. Rescue teams of SDRF and NDRF are digging through boulders with excavators while revenue officers note names of missing. Relatives wait at the edge, weeping. Politicians shuttle in and out. Union minister Jitendra Singh visited the injured at GMC Jammu. He said PM Narendra Modi is 'personally monitoring' relief. Sixty-seven patients were admitted, 15 discharged Saturday, leaving 52 under treatment. Singh announced an MP help-desk to provide food, medicines, and transport. 'This was a natural calamity no one was prepared for,' he said. For survivors like Piyra Singh, life is upended. 'Our homes are gone, our employment is gone, my uncle and cousin are dead,' he said. 'I thought I will continue studying. But now I am burdened with responsibilities. I don't know if we will live in this village now.' (inputs from Sanjay Khajuria in Jammu)

NGO slams Maha govt for stalling key irrigation projects in Vidarbha

Nagpur: The Loknayak Bapuji Aney Memorial Committee has accused the Maharashtra govt of apathy and misplaced priorities for the prolonged neglect of irrigation development in Vidarbha. In a statement earlier this week, committee convenor Avinash Kale alleged that the state's deliberate delay in executing these crucial projects deprived the region of its rightful share in irrigation infrastructure and sustainable water resources. "This is not just neglect, it is a cruel mockery of Vidarbha's farmers and their future," Kale said. Data released by the committee paints a grim picture of irrigation progress in Vidarbha, where three projects under the Vidarbha Irrigation Development Corporation (VIDC) made only partial headway over the past two decades. Of the 45 Type-1 major dam projects, only 22 were completed, while work continues on the rest. Out of a total of 5,21,435ha targeted for irrigation, only 3,35,000ha was brought under coverage. Just 8 out of 33 in Type-2 medium projects were completed, with 19 ongoing, five cancelled, and one abandoned. Although the aim was to irrigate over 4,58,896ha, a mere 17,649ha became functional in the last 10 years. Type-3 minor projects show similar stagnation — 16 were completed and 17 are underway, 11 were scrapped and 9 have not even begun out of a total 53 projects. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like American Investor Warren Buffett Recommends: 5 Books For Turning Your Life Around Blinkist: Warren Buffett's Reading List Undo Of the 1,18,080ha proposed, only 69,602ha is currently irrigated. Overall, just 40% of the 1.09 million ha planned for irrigation was achieved in 15 years, the committee claimed. It said that 29 projects — either cancelled or rendered obsolete due to delays — will never bring the intended 73,378ha under irrigation. An additional 10 projects remain stalled for 30 years due to lack of forest clearances, permanently denying irrigation to another 67,563ha. In total, over 1,40,000ha of cultivable land in Vidarbha will never receive water, despite technical feasibility. Between 2012 and 2023, the state received ₹20,617cr for irrigation in the region, but only ₹14,324cr was actually spent on Vidarbha, with the remaining ₹5,943cr diverted elsewhere. ========================================================== Vidarbha's Irrigation Crisis BIG PICTURE 40% — Share of planned irrigation achieved in 15 years ₹5,943cr — Funds diverted from Vidarbha between 2012–2023 1,40,941ha — Cultivable land that will never get irrigation water ------------------------------------------------------------------------ PROJECT STATUS – VIDC PROJECTS Type-1: Major Dams Total: 45 Completed: 22 Ongoing: 23 Target area: 5,21,435ha Achieved: 335,000 ha ----------------------------------------------------------- Type-2: Medium Projects Total: 33 Completed: 8 Ongoing: 19 Cancelled: 5 Abandoned: 1 Target area: 4,58,896ha Achieved (last 10 years): 17,649 ha ------------------------------------------------------------ Type-3: Minor Projects Total: 53 Completed: 16 Ongoing: 17 Scrapped: 11 Not started: 9 Target area: 1,18,080ha Achieved: 69,602ha ---------------------------------------------------------------------- PERMANENT LOSSES Cancelled/obsolete projects: 29 → 73,378ha lost Stalled for 30+ years (forest clearance issues): 10 → 67,563ha lost Total loss: 1,40,941ha ------------------------------------------------------- FUNDS FLOW (2012–2023) Allocated: ₹20,617 crore Spent on Vidarbha: ₹14,324 crore Diverted elsewhere: ₹5,943 crore Stay updated with the latest local news from your city on Times of India (TOI).
