Ready for 156 Space Coast launches this year, Space Force targets bottlenecks
The Space Force is prepped to support an average of 13 launches of month from the Space Coast in 2025, but it's a juggling act that has the world's No. 1 spaceport running up against infrastructure roadblocks.
Brig. Gen. Kristin Panzenhagen, who leads the Space Force's Assured Access to Space program as well as heads Space Launch Delta 45 based in Brevard County and oversees the Eastern Range, spoke about the challenges at the one-day Space Mobility Conference, part of Space Week at the Orange County Convention Center on Tuesday.
'We've been going up pretty steadily in about a 25-30% increase per year, and I think we'll continue to increase at that rate for at least the next couple years,' she said.
The has meant supporting a record 93 launches from either Kennedy Space Center of Cape Canaveral Space Force Station in 2024, but the potential to hit as many as 156 from the Space Coast in 2025.
The pace has been demanding, she said.
'It's forcing us to innovate, right? We've implemented automation, we relooked at processes and streamlined a lot of things, but it does continue to be a stress on ops tempo when it comes to manpower,' Panzenhagen said.
But it also has brought infrastructure shortcomings to the forefront causing backups for national security launches.
'The bottleneck itself is that really we just don't have enough payload processing space,' she said. 'With the launch cadence increasing, we, with our government payloads, are using the same payload processing space that the commercial payloads use.'
She noted that was a decision made years ago by the Air Force even before Space Force was created, and one made because it's a commercial service that can be provided, usually the path the military will take to reduce costs.
She also noted bigger rockets with multiple payloads may cause logistics delays.
'Oftentimes those payloads have to be processed differently — different clean room standards, different security standards. So that's taking up a tremendous amount of space,' she said.
In 2024, the Space Force was able to get extra congressional funds to pursue commercial solutions to a similar bottleneck on the Western Range at Vandenberg Space Force Base in California. That solution could mean more square footage or new ways to process satellites. She said a similar request for the Space Coast will be made for 2025.
'So as far as funding goes, when we go to the (Capitol) Hill, we do have a lot of conversations with the members and the staffers,' she said. 'We have gotten a good acknowledgement that they understand the need for it. So we're cautiously optimistic that we'll get some funding in '25.'
Another big hurdle to support launches, she said, is real estate.
'We're fortunate because we are operating in a time where we do have that demand,' she said. 'The commercial launch industry is extremely healthy, innovative, growing, but because of that, we don't have enough real estate to give everybody that wants a pad for a different rocket a pad.'
Already SpaceX operates at both KSC and Canaveral's Space Launch Complex 40 while United Launch Alliance uses SLC 41 and Blue Origin just had its first launch from Launch Complex 36.
Smaller rocket companies Relativity Space and Astra Space have flown in recent years from other Canaveral pads while approvals for several others including Stoke Space and Firefly Aerospace have been granted as well.
Meanwhile, SpaceX is looking to build up a new Starship launch pad at the former ULA Delta IV Heavy launch site at Space Launch Complex 37.
'We do have to be very strategic in those decisions because it is a limited resource,' she said.
And while the Space Force's primary mission is to support national security, it's married to the need to keep commercial launch providers healthy and happy.
'The very first priority is making sure that we are able to meet the current national security needs that we're posturing to meet the future national security needs because, you know, we're wearing this uniform and that's our job,' she said. 'But that has to be closely coupled with the second question we always ask ourselves: are we promoting a robust and healthy and innovative, competitive commercial industry for launch.'

Air Force sets up new Experimental Operations Unit for Collaborative Combat Aircraft
The U.S. Air Force's 53rd Wing officially elevated its Collaborative Combat Aircraft unit to a fully operational squadron. The new Experimental Operations Unit was formally activated on Thursday, June 5 at Nellis Air Force Base. The unit had previously operated as a detachment under the 53rd Wing, based in Nevada, since 2023. This week's activation as a fully operational squadron comes as the Air Force steps up testing of the first phase of its Collaborative Combat Aircraft (or CCA) program. 'The EOU embodies our commitment to rapid innovation and ensuring our warfighters have the most advanced tools to dominate the future battlespace,' Col. Daniel Lehoski, commander of the 53rd Wing, said in the announcement from the Air Force. 'They are ready to reduce risk in concurrency and deliver capability faster.' CCA development is a part of the sixth-generation Next Generation Air Dominance fighter jet program, which itself started as a Defense Advanced Research Projects Agency (or DARPA) project in 2015. The idea is to create remote controlled aircraft to be essentially uncrewed wingmen for pilots, with each crewed fighter jet able to give commands to the drones. While other branches of the armed forces are working on a greater integration of drones and other uncrewed systems, the Air Force's CCA program is unique in that it would act as an uncrewed force multiplier for crewed aircraft. The program is being developed in two stages, or increments as the Air Force refers to it. Increment 1 is currently testing some of the new aircraft, which were designated the YFQ-42A and the YFQ-44A in March, and made by General Atomics and Anduril, respectively. The new experimental operations unit at Nellis will start with running simulations out of the base's Virtual Warfare Center and the Joint Integrated Test and Training Center. The Air Force's stated plan is to eventually carry out actual flight tests based on those simulations. Lt. Col. Matthew Jensen, head of the Experimental Operations Unit, said that the new squadron's mission is to deliver 'combat-ready capabilities' to the force. 'Our vision is to create a collaborative combat ecosystem that is more agile, adaptable and lethal,' Jensen said. 'This will enable our forces to dominate the future battlespace and achieve decisive advantages in complex, contested environments.' The activation of the experimental operations unit comes only a few weeks after the Air Force began ground testing of CCA systems at Beale Air Force Base in California. What it would take to convert a jet from Qatar into Air Force One to safely fly Trump
WASHINGTON — President Trump really wants to fly on an upgraded Air Force One — but making that happen could depend on whether he's willing to cut corners with security. As government lawyers sort out the legal arrangement for accepting a luxury jet from the Qatari royal family, another crucial conversation is unfolding about modifying the plane so it's safe for the American president. Installing capabilities equivalent to the decades-old 747s now used as Air Force One would almost certainly consign the project to a similar fate as Boeing's replacement initiative, which has been plagued by delays and cost overruns. Air Force Secretary Troy Meink told lawmakers Thursday that those security modifications would cost less than $400 million but provided no details. Satisfying Trump's desire to use the new plane before the end of his term could require leaving out some of those precautions, however. A White House official said Trump wants the Qatari jet ready as soon as possible while adhering to security standards. The official, who spoke on the condition of anonymity, did not provide details on equipment issues or the timeline. Trump has survived two assassination attempts, and Iran allegedly also plotted to kill him, so he's well aware of the danger he faces. However, he seems willing to take some chances with security, particularly when it comes to communications. For example, he likes to keep his personal phone handy despite the threat of hacks. He boasted recently that the government got the jet 'for free,' saying, 'We need it as Air Force One until the other ones are done.' Here's a look at what it would take to make the Qatari plane into a presidential transport: Air Force One is the call sign for any plane that's carrying the president. The first aircraft to get the designation was a propeller-powered C-54 Skymaster, which ferried Franklin D. Roosevelt to the Yalta Conference in 1945. It featured a conference room with a bulletproof window. Things are a lot more complicated these days. Boeing has spent years stripping down and rebuilding two 747s to replace the versions that have carried presidents for more than three decades. The project is slated to cost more than $5.3 billion and may not be finished before Trump leaves office. A 2021 report made public through the Freedom of Information Act outlines the unclassified requirements for the replacement 747s under construction. At the top of the list — survivability and communications. The government decided more than a decade ago that the new planes had to have four engines so they could remain airborne if one or two fail, said Deborah Lee James, who was Air Force secretary at the time. That creates a challenge because 747s are no longer manufactured, which could make spare parts harder to come by. Air Force One also has to have the highest level of classified communications, anti-jamming capabilities and external protections against foreign surveillance, so the president can securely command military forces and nuclear weapons during a national emergency. It's an extremely sensitive and complex system, including video, voice and data transmissions. James said there are anti-missile measures and shielding against radiation or an electromagnetic pulse that could be caused by a nuclear blast. 'The point is, it remains in flight no matter what,' she said. If the Qatari plane is retrofitted to presidential standards, it could cost $1.5 billion and take years, according to a U.S. official who spoke on the condition of anonymity to provide details that aren't publicly available. Testifying before Congress, Meink discounted such estimates, arguing that some of the costs associated with retrofitting the Qatari plane would have been spent anyway as the Air Force moves to build the long-delayed new presidential planes, including buying aircraft for training and to have spares available if needed. In response, Rep. Joe Courtney (D-Conn.) said that based on the contract costs for the planes that the Air Force is building, it would cost about $1 billion to strip down the Qatar plane, install encrypted communications, harden its defenses and make other required upgrades. James said simply redoing the wiring means 'you'd have to break that whole thing wide open and almost start from scratch.' Trump, as commander in chief, could waive some of these requirements. He could decide to skip shielding systems from an electromagnetic pulse, leaving his communications more vulnerable in case of a disaster but shaving time off the project. After all, Boeing has already scaled back its original plans for the new 747s. Their range was trimmed by 1,200 nautical miles, and the ability to refuel while airborne was scrapped. Paul Eckloff, a former leader of protection details at the Secret Service, expects the president would get the final say. 'The Secret Service's job is to plan for and mitigate risk,' he said. 'It can never eliminate it.' If Trump does waive some requirements, James said that should be kept under wraps because 'you don't want to advertise to your potential adversaries what the vulnerabilities of this new aircraft might be.' It's unlikely that Trump will want to skimp on the plane's appearance. He keeps a model of a new Air Force One in the Oval Office, complete with a darker color scheme that echoes his personal jet instead of the light blue design that's been used for decades. Trump toured the Qatari plane in February when it was parked at an airport near Mar-a-Lago, his Florida resort. Air Force chief of staff Gen. David Allvin was there too. The U.S. official said the jet needs maintenance but not more than what would be expected of a four-engine plane of its complexity. Sen. Tammy Duckworth, an Illinois Democrat on the Senate Armed Services Committee, said it would be irresponsible to put the president and national security equipment aboard the Qatari plane 'without knowing that the aircraft is fully capable of withstanding a nuclear attack.' 'It's a waste of taxpayer dollars,' she said. Meanwhile, Boeing's project has been hampered by stress corrosion cracks on the planes and excessive noise in the cabins from the decompression system, among other issues that have delayed delivery, according to a Government Accountability Office report released last year. Boeing referred questions to the Air Force, which said in a statement that it's working with the aircraft manufacturer to find ways to accelerate the delivery of at least one of the 747s. Even so, the aircraft will have to be tested and flown in real-world conditions to ensure no other issues. James said it remains to be seen how Trump would handle any of those challenges. 'The normal course of business would say there could be delays in certifications,' she said. 'But things seem to get waived these days when the president wants it.'
