Police involve RWAs in New Town, neighbouring areas for tenant check
Kolkata: Bidhannagar police are reaching out to residents' welfare association (RWA) office bearers of residential housing complexes in New Town and other parts of the commissionerate, asking them to furnish a list of tenants living there and ensure all of them police clearance certificates.
If the list does not match the database available with the police, they are calling up the landlords and tenants to immediately fill up a KYC verification form or face a penalty. Last month, Bidhannagar police issued an order requiring all landlords to provide tenant details to local police stations before renting out properties.
"Now, a police clearance certificate is a must for every tenant, as well as paying guests staying within our commissionerate jurisdiction, be it in gated complexes or stand-alone houses.
We are appealing to all RWAs to help us in this process," said an officer.
A Police Clearance Certificate (PCC) is an official document issued by the police or govt agency of a country to certify that an individual has no criminal record or has not been involved in any criminal activity that resulted in a criminal conviction.
Speaking to TOI, RWA office bearers of multiple complexes said they have attended the meetings at police stations and their complexes.
"Cops have told us to maintain a database of tenants along with basic details, like names, tower and flat number, number of persons staying in one flat, duration of stay, their occupations, as well as names and phone numbers of brokers and landlords, and submit it to the local police station," said an RWA official from VIP Road.
An RWA official from New Town said 25% of the 800 flats in the complex are occupied by tenants, a large share of whom are Bangladeshi.
"We are cooperating with cops," he said.
Tausif Ali Azhar, DCP, Special Branch of Bidhannagar police, told TOI they have issued notices to 93 landlords for renting properties without submission of PCC and background checks on tenants. "We are giving them 7 days, and if they do not furnish the documents by then, they will be penalised."

Trouble at Shah Rukh Khan's Mannat? Superstar's manager reacts to illegal construction reports after BMC's inspection
Reports about alleged illegal construction work at Shah Rukh Khan's Mumbai bungalow Mannat are doing rounds on the internet. The Bollywood superstar is currently living in a Pali Hill apartment with his family as renovation work is going on at Mannat. Recently an activist complained about illegal construction work at Mannat, following which a team of BMC and forest department officials visited the site. Amid this, a report by Times of India suggested that the authorities reached the rise to check for alleged violations. Mannat is a Grade III heritage structure, consisting of a heritage bungalow and a multi-storey annex. Reportedly, the team of officials arrived for inspection and met Shah Rukh Khan's staff. It is said that they assured the authorities that all necessary renovation permits and supporting documents would be submitted. Amid this, Shah Rukh's manager Pooja Dadlani reacted to the claims of illegal activities at the site. She told TOI, "There are no complaints. All work is going on as per guidelines." On the other hand, a forest department official shared with the news outlet, "A team did carry out a site inspection as we received a complaint about renovation permissions. A report will be prepared based on the findings and submitted soon." In fact, it is claimed that BMC authorities who reached Mannat were just to support the forest officers. The controversy began when social activist Santosh Daundkar accused Shah Rukh Khan and the Maharashtra authority over clearances for renovations in Mannat, as per Bar & Bench. Santosh appealed to the NGT against Shah Rukh and the Maharashtra Coastal Zone Management Authority (MCZMA), alleging violations in securing the Coastal Regulation Zone (CRZ). He also claimed that the actor committed fraud by merging twelve 1-BHK flats meant for mass housing into one home for a single family. Shah Rukh Khan moved into Mannat with his family in 2001. The property was originally called Villa Vienna. In the same year, it was bought by Shah Rukh. He has been living in Mannat with his wife Gauri Khan, and their kids-- Aryan, Suhana and AbRam.

Bengaluru student trying to sell books online suspects scam, yet loses Rs 90,000 to crook
Bengaluru: An 18-year-old girl, in an attempt to sell her books and make some pocket money, ended up losing Rs 90,000 to online fraudsters recently. Sonal (name changed), residing in Sidedahalli, north Bengaluru, said she lost money on June 15 after posting an advertisement on OLX platform two days earlier to sell her One Piece: East Blue volumes 4-9. She was contacted by potential buyer Ashok Agarwal (no. 7041855882) on June 15. She quoted the price for two books as Rs 1,500 and he readily agreed to buy them. He spoke to her in Hindi and asked her to share her location. He claimed he would make the payment and send his employee to collect the books from her house. "Since it was my first time, I asked him why he was agreeing to make the payment without seeing the books. He spoke to me convincingly and claimed he trusts me. I asked him to pay through a digital payment application (DPA)," Sonal told TOI. "The fraudster told me he would make the payment only through a bank account. He sent QR code of Re 1 and asked me to scan it and receive money so that the account could be verified. Initially, the message displayed was 'transaction failed', but the amount got credited to my account. I thought it was legitimate. He then sent me another code for Rs 1,500. When I scanned it, the money got deducted from my account," Sonal said. "I realised I was being conned and told him so. He claimed it was not a scam and cited technical glitches," Sonal said. He sent her another QR code. But the transaction failed as she didn't have enough balance in the account. "He told me I had insufficient funds and asked me to give an alternative UPI ID. I scanned the code from my mother's DPA, and Rs 4,500 got deducted from her account. I hung up but he kept calling, promising to return the money. Later, he sent another QR code and when I scanned it, Rs 19,500 got deducted from my mother's account twice. He later siphoned off Rs 40,500," Sonal said. Before he could cheat her any further, Sonal's father intervened and pulled up the fraudster over the phone. In an hour, they went to the police station and cops froze the fraudster's account.
