Volvo's little-used U.S. assembly plant is $1.4 billion migraine

The sprawling U.S. assembly plant that Volvo Cars powered up in the summer of 2018 signaled a bold ambition to expand into the world's second-largest auto market. But seven years later, Volvo has failed to capitalize on the $1.4 billion investment. The 2.3 million-square-foot factory in Ridgeville, S.C., about an hour northwest of Charleston, was designed to turn out 150,000 vehicles annually. According to Automotive News Research & Data Center estimates, Volvo built 20,000 vehicles there last year — 13 percent of its capacity. Production of the S60 sedan ended a year ago, leaving just two electric crossovers: the Volvo EX90 and Polestar 3. 'Auto assembly plants require a utilization rate of at least 50 percent to break even,' analyst Jeff Schuster said. Volvo's industrial predicament can be traced to poor product decisions and a mistimed bet on electric vehicles. The factory was challenged from the start as Volvo struggled to find skilled production talent in a largely rural area of South Carolina. There also has been churn in plant leadership. Given the factory's sustained losses, coupled with a more recent slump in Volvo's global sales and financial performance, some question whether the Swedish automaker has the financial firepower to persist with its U.S. manufacturing effort. 'Volvo can minimize the damage by cutting shifts and slowing the lines, but it doesn't reduce the fixed costs,' Schuster said. If Volvo is having second thoughts about U.S. production, it's not showing them. Volvo is 'fully committed' to the South Carolina plant, a spokeswoman said in a statement. She described the industrial operation as a 'key strategic advantage' in Volvo's plan to 'build where we sell.' To boost factory utilization, Volvo is considering building a higher-volume model, potentially the midsize XC60 hybrid crossover, in the U.S. 'We want to bring in something rather fast, and something selling in good numbers, so something midsize core is a good guess,' Volvo Cars CEO Hakan Samuelsson said in mid-May. However, that would require pouring several hundred million dollars more into the factory. 'The question Volvo has to ask internally is: If we do this, is it the right plan that gets the plant to where it needs to be in volume?' Schuster said. 'Or, do we cut our losses now?' It's a valid question as a global sales slide taxes Volvo's balance sheet. The automaker, which is majority-owned by China's Geely Holding, reported a 60 percent plunge in first-quarter operating income. Volvo has lost more than two-thirds of its value since its 2021 initial public offering and has become a target for short sellers. In May, the company announced a corporate restructuring to cut expenses by 1.5 billion Swedish crowns ($140 million). The automaker will jettison about 15 percent of its salaried workforce. President Donald Trump's 25 percent tariff on imports creates an existential crisis for Volvo, which ships in 90 percent of the vehicles it sells in the U.S. Yet, it also gives Volvo a reason to keep the lights on in South Carolina. Samuelsson sees Trump's tariffs as an opportunity to revive production in the U.S. Globalization is being 'dismantled,' Samuelsson said April 3 during the automaker's annual general meeting. 'To get around these high 25 percent import tariffs, we need to look at localizing more, increasing the volumes in the factory, and getting the volumes up to get the cost down,' Samuelsson said. Analyst Sam Fiorani suggested that it would be prudent for Volvo to make the additional investment and build the 'right products' in South Carolina, rather than walking away from its U.S. manufacturing investment so early. 'With the current tariff climate, Volvo could find it challenging to continue in the U.S. profitably without domestic production,' said Fiorani, vice president at AutoForecast Solutions. Production in South Carolina began with the third-generation S60 in a market that was shifting away from sedans. Automotive News estimated that the factory made nearly 40,000 sedans at the peak in 2019. The S60 'was the wrong vehicle for the market,' Schuster said. 'Not that there isn't a market for sedans, but you're not going to get the volume required to get up to capacity.' Volvo had planned to build the XC90 large crossover — a vehicle more in tune with the U.S. — in Charleston in 2021. But that plan got derailed when Volvo pivoted toward an all-electric strategy to capitalize on post-pandemic demand and government backing of zero-emission vehicles. Last year, Volvo began building the battery-powered EX90 at the U.S. plant, followed by the Polestar 3. That bet also proved to be wrong once early demand for EVs fizzled. Volvo eventually backed off its EV-or-bust strategy to instead lean on its more practical plug-in hybrid models. 'Volvo established the plant with a plan to grow as the market and the brand transitioned to electric vehicles,' Fiorani said. Less than a year after taking the wheel at Polestar North America, Anders Gustafsson is leaving the electric car maker May 11. Rick Bryant, Polestar North America's operations chief and a Volvo Cars veteran, will take the top job overseeing the U.S. and Canada markets. Smooth operator In a memo to retailers announcing his resignation that was reviewed by Automotive News, Gustafsson said of Bryant: 'From the moment I joined Polestar, it was clear we had the right person already in place.' Matthew Haiken, CEO of the Polestar Short Hills dealership in New Jersey, said Bryant has 'helped run the show' for the past year. 'Rick is the day-to-day operator, the sales guy, the dealer guy,' Haiken told Automotive News. Volvo dealer Ernie Norcross said Bryant knows how to balance the interests of retailers and the manufacturer. 'Rick always looks for a win-win, rather than a win-lose, because he understands that if dealers lose, the factory doesn't win,' said Norcross, owner of Volvo Cars Memphis in Tennessee. 'His leadership and skills were sorely missed when he left Volvo.' Driving into headwinds Bryant's operational chops will be tested as Polestar navigates geopolitics and slowing electric vehicle sales growth in the U.S. The Trump administration has slapped tariffs of 145 percent on Chinese auto imports and 25 percent on cars from other countries. That poses an existential crisis for the young Polestar brand with only two nameplates — one of which is a sedan made in China — and plans to launch a Korean-made, coupelike crossover in the fourth quarter. Polestar CEO Michael Lohscheller warned of a blow from American import duties as the Swedish carmaker looks to shift manufacturing to the U.S. and Europe to reduce reliance on China. Because of geopolitical uncertainty, Polestar paused its 2025 forecast. Polestar gained market momentum in the U.S. last year after debuting its second model, the Polestar 3 midsize crossover. According to Automotive News Research & Data Center estimates, Polestar's first-quarter deliveries surged 50 percent from a year ago to 1,650, powered by an aggressive offer to conquest Tesla customers. The U.S.-built Polestar 3 accounted for 91 percent of Polestar's first-quarter deliveries, while Polestar 2 sales plunged 86 percent.

The 2025 Polestar 3 is a great-looking luxury electric SUV, a dressed-for-dinner, performance-focused 5-seater spun off from Volvo. Need speed? It can go 0-60 in 4.6 seconds. Need total automation? That's here, too. Let's have a look, based on a recent weeklong test-drive. Polestar 3 Long range Single motor Polestar It announces 'electric,' from its minimalist front fascia to its wide, low stance and body-colored Pollstar badge. Its flush side profile gives it gravitas. It's a big guy, and the large panoramic moonroof lends it a romantic flavor - you can park and look up at the stars. My neighbors have seen many a ride in my driveway but this one evoked immediate, positive comments. 2025 Polestar3 Polestar Inside, the vehicle is reminiscent of Tesla in that 'You sit down and the vehicle is on.' It offers a similarly minimalist cabin with high-quality, sustainable materials. Upholstery options include Nappa leather, wool, and vegan alternatives like MicroTech. It seats five, with heated and ventilated front seats and heated rear seats. Cargo space is 17.1 cubic feet behind the rear seats, with a small frunk for additional storage. It's nice and big inside, as an SUV should be. 2025 Polestar3 Polestar You've got a 14.5-inch central touchscreen, a 9-inch digital driver display and an optional head-up display for essential driving information. Standard features include wireless Apple CarPlay, Android Auto, Bluetooth, and multiple USB-C ports. An optional 25-speaker Bowers & Wilkins audio system is rich and deep and crispy and therefore good. 2025 Polestar3 Polestar All models feature a 111-kWh battery pack, with DC fast charging capabilities allowing a 10-80% charge in approximately 30 minutes. I had the top-end Performance Pack, delivering 517 hp, 671 lb-ft torque, 0-60 mph in 4.7 seconds, and a pretty-good EPA-estimated range of 279 miles. Charging was a simple, routine matter. Driving Experience As you expect with a vehicle with this much blast power, acceleration is hasty and satisfying. You'll have to remember you are driving a vehicle weighing upwards of 5,550 pounds because it feels light as the proverbial feather. It's composed around corners and regenerative braking allows for one-pedal driving. Brakes are tight-tight. Visibility is satisfactory. It is a smooth, satisfying drive. Polestar 3 Long range Single motor Polestar Pricing My Dual motor trip starts at $84,900. With all options and extras, it tops out at $93,100. Available packages include the Plus Pack (soft-close doors, heated steering wheel, upgraded audio), Pilot Pack (advanced driver assistance systems, head-up display), and Performance Pack (enhanced power, sport-tuned suspension, 22-inch wheels) Room for improvement On my first voyage, I emerged from a store and found myself locked out for about 10 minutes. I thought it was time for the tow truck, maybe. But then, out of the blue, the vehicle relented. It never got itself together with that fob, though - sometimes it worked, sometimes it didn't, up until the last 20 minutes I had the vehicle. Also, the tech is complicated and of course learnable, but to open the glove box positioned below the passenger seat, for example, required three separate steps on the touch screen. Safety Features Standard safety features include automatic emergency braking, lane-keeping assist, blind-spot monitoring, adaptive cruise control, and a driver attention monitor. An optional LiDAR system enhances semi-autonomous driving capabilities, Conclusion: It is a fine start from a fine brand and as soon as the electronics work 100% of the time, it'll be sweet indeed.
