RLNG: Supply glut or policy failure?—II

The current financial stress in the gas sector is partially obscured by elevated LNG spot prices, which are currently above Pakistan's LNG contract price. However, with over 174 MTPA of new liquefaction capacity coming online starting 2026 and global supply projected to outpace demand, global spot LNG prices are expected to decline substantially. In such a scenario, the viability of diverting surplus cargoes under the Net Proceeds mechanism will diminish significantly. In addition, the allocation of 25 surplus cargoes to SNGPL for FY26 has increased its prescribed price from Rs 1,330 to Rs 1,890.25 per MMBtu. RLNG diversion to residential consumers yields an average recovery of ~ USD 4 per MMBtu, significantly below the delivered cost of ~ USD 12 per MMBtu. This results in a subsidy of ~ USD 8 per MMBtu, a major contributor to the gas sector circular debt, now exceeding Rs 3 trillion. The RLNG surplus has also triggered curtailment of ~270 MMCFD of indigenous gas production, resulting in losses of ~ USD 378 million to upstream E&P companies, according to OGDCL. This is particularly concerning given the country's rapidly depleting indigenous gas reserves and the urgent need to incentivize new E&P investments. Addressing the RLNG surplus and reviving local industrial demand for gas/RLNG are essential to restart the oil and gas exploration and development cycle. Meanwhile, despite the transition of CPPs to the grid—as reflected by the ~90 percent decline in captive gas consumption—the situation in the power sector has shown no improvement. Following a 21 percent YoY increase in generation in April, generation for May and June was only 1-1.5 percent higher in FY25 compared to FY24, and 3 percent below the reference generation level in June 2025. Overall, generation in the fourth quarter of FY25 showed no improvement. Effectively, the gains from the CPP transition to the grid have been wiped out by consumers shifting to on- and off-the-grid solar solutions, meaning that the industry's competitiveness has been scapegoated to extend a short lifeline to an otherwise unsustainable grid stuck in a utility death spiral. In response to the severe financial crisis created by the deliberate destruction of captive power demand and the resulting RLNG surplus, the government is now resorting to issuing massive RLNG price adjustment bills, spanning a decade from 2015 to 2022, and demanding payment within an unreasonably short timeframe of 2 working days. Bills amounting to hundreds of millions of rupees were delivered without any warning, transparent calculations, or proper reconciliation, especially given that RLNG rates were capped at significantly lower levels during much of this period. Reopening settled accounts from years past is tantamount to unleashing a Pandora's box, creating an untenable situation for manufacturers who have already fulfilled their contractual obligations and sold their output, largely for export markets. The industry finds itself bewildered as to how it could possibly mobilize such large sums with no warning. It is utterly baffling, and frankly reckless, that the government expects fresh investment to flow into Pakistan when it is busy slapping existing investors with unexpected, decade-old RLNG price adjustment bills, turning their financially stable businesses into a nightmare from the past. The ongoing crisis in Pakistan's gas sector is fundamentally rooted in mismanagement and deliberate suppression of RLNG demand from industrial captive users. Contrary to narratives of a supply glut, there is ample demand within the industrial sector for RLNG at full market prices — without any government subsidy. Yet, distortionary policies continue to obstruct the natural supply-demand equilibrium. To move forward, it is imperative to first confront the truth: the core issue lies in excessive government regulation. The same regulatory chokehold historically pushed industries into captive power generation, led to bloated surplus generation capacity on the grid, and now forces industries to consume this surplus grid power, simultaneously fostering an RLNG surplus in the gas market. Undoubtedly, the high share of stranded capacity on the grid must be addressed, but it is untenable and entirely short-sighted to impose those costs on the industrial sector, the backbone of any economy. This sector provides jobs, generates tax revenue, earns foreign exchange, and drives a high economic multiplier effect. As the government continues down the path of destroying industry through punitive energy policies, it jeopardises the very economic foundation on which the country's economic future depends. The real solution requires dismantling these regulatory constraints and empowering competitive, market-based energy systems. The government must relinquish its heavy-handed control and allow industries the freedom to select their energy sources—free from both subsidies and policy distortions. Pakistan's latent energy demand is vast but remains constrained by restrictive policies. By restoring market dynamics and abandoning one-size-fits-all mandates, Pakistan's energy sector can regain stability and efficiency, paving the way for broader economic recovery and sustainable growth. Circular debt plan: OGDCL receives Rs7.7bn first interest payment

Oil and Gas Development Company Limited (OGDCL), Pakistan's largest E&P firm, has received the first interest payment of Rs7.73 billion from Power Holding (Private) Limited (PHL) under the government's circular debt settlement plan. The E&P disclosed the development in a notice to the Pakistan Stock Exchange (PSX) on Monday. 'As part of the circular debt settlement plan, OGDCL has received the first interest payment of Rs7.725 billion from PHL, pursuant to the Government of Pakistan (GOP) approved mechanism. 'As previously disclosed, the total interest amount of Rs92 billion is to be repaid in twelve equal monthly instalments, commencing July 2025,' read the notice. OGDCL shared that receiving this initial payment reflects progress under the Government of Pakistan's initiative to address circular debt in the energy sector. Last year in June, as part of the circular debt settlement plan, the government approved payment of Rs82 billion to OGDCL, representing the principal amount of the company's investment in Privately Placed Term Finance Certificates (PPTFC) issued by PHL. The government also approved repayment of interest of Rs92 billion in twelve equal instalments commencing from July 2025. OGDCL, as part of the settlement, agreed to waive off Rs72 billion on account of liquidated damages on the directives of the government. OGDCL was incorporated on 23 October 1997 under the Companies Ordinance, 1984 (now the Companies Act, 2017). The company was established to undertake exploration and development of oil and gas resources, including production and sale of oil and gas and related activities formerly carried on by Oil and Gas Development Corporation, which was established in 1961.

In 2nd accident Pak Business Express derails in Lahore

Railway workers toil to restore the track near Kala Shah Kaku, where the Islamabad Express derailed — a crash that injured dozens and narrowly avoided a worse tragedy. Rail operations were restored on Saturday after safety clearance. Photo: NNI Pak Business Express derailed on Saturday near the washing line area in Lahore, just days after it was inaugurated by Prime Minister Shehbaz Sharif. According to Express News, the derailment has not yet been attributed to a specific cause. Railway officials said the train went off track in the early hours, prompting the immediate dispatch of rescue teams. No casualties or injuries were reported in the incident. The premier had inaugurated the Pak Business Express at the Lahore Railway Station earlier this week. Designed to meet international standards of comfort and service, the train marked a significant upgrade from traditional railway offerings. Meanwhile, the railway track near Kala Shah Kaku was restored on Saturday, and a fitness report was issued accordingly. On Friday, over 150 passengers were injured when five coaches of the Islamabad Express overturned near Kala Shah Kaku railway station — just 15 kilometres from Lahore - in a terrifying derailment that narrowly avoided plunging the train into a ravine. The train, en route from Lahore to Rawalpindi with hundreds of passengers aboard, met with the accident near the rugged terrain surrounding Kala Shah Kaku. It took over 17 hours to repair the 770-foot damaged section of track, with more than 400 laborers using traditional tools to manually install track joints. Among the injured was Fazal Rahim, a resident of Swat, currently receiving treatment at THQ Hospital Muridke. Speaking to media, he recounted the moments leading to the derailment, saying: "The train was speeding excessively. Even near Shahdara, there were noticeable jolts. When we reached Kala Shah Kaku, the accident happened. There was darkness, panic, and screams everywhere. It was terrifying." Expressing his frustration, Fazal added, "The world has moved on to bulletproof, high-speed trains, but our system remains the same, an absolute tragedy. It's the government's responsibility to provide the people with better facilities, but it's failing miserably." Preliminary findings The derailment of the Islamabad Express near Kala Shah Kaku has been attributed to a rail fracture, a preliminary joint investigation report revealed on Saturday. The accident occurred near Shahdara Station, where the track was found to be severely damaged. Investigators revealed that the derailment was caused by a "fresh breakage off the rail," suggesting that the condition of the track was fragile at several points along the route. The joint report confirmed that the train went off track due to a broken rail joint, with sections of the track visibly fractured at the crash site. It further noted that the fragile condition of the railway lines contributed to the derailment. In response to the incident, the Ministry of Railways has constituted a three-member inquiry committee to determine the full cause of the accident and assign responsibility. The committee comprises Additional General Manager Infrastructure Hammad Raza, Chief Mechanical Engineer Carriage Yusuf Laghari and Director Civil Works Arif ur Rehman. The committee has been directed to submit a comprehensive inquiry report to the Ministry of Railways within seven days. Meanwhile, an initial report has already been submitted to Railways Minister Hanif Abbasi. It confirms that the derailment was triggered by a broken joint. However, it adds that further aspects of the incident will be examined in the detailed inquiry. Over 150 passengers were left injured on Friday when five coaches of the Islamabad Express passenger train overturned near Kala Shah Kaku railway station, just 15 kilometres from Lahore, in a terrifying derailment that narrowly avoided plunging the train into a ravine. The train, en route from Lahore to Rawalpindi with hundreds of passengers aboard, met with the accident near the rugged terrain surrounding Kala Shah Kaku. According to injured passengers, the sudden jolts began as the train crossed the stretch near the station, causing five rear coaches to veer off the eastern side of the track and overturn. Meanwhile, the locomotive dragged four passenger coaches over 500 metres off the rails before coming to a halt.
