FACT FOCUS: No, weather modification did not cause the deadly flash floods in Texas

As authorities search for victims of the flash floods in Texas that killed more than 100 people over the Fourth of July holiday weekend, social media users are spreading false claims that the devastation was caused by weather modification.
Many pointed to one process in particular, blaming cloud seeding performed on July 2 by a California-based company for the tragedy.
But officials say there is no evidence that the floods are the result of cloud seeding and experts agree that cloud seeding would not result in precipitation of this magnitude.
Here's a closer look at the facts.
CLAIM: A July 2 cloud seeding operation by Rainmaker Technology Corporation caused flash floods in the Texas Hill Country over the Fourth of July holiday weekend.
THE FACTS: This is false. It is not possible that cloud seeding generated the floods, according to experts, as the process can only produce limited precipitation using clouds that already exist. Forecasts predicted rain for that weekend prior to July 2 in an area that was already prone to flooding.
'The claim that cloud seeding played a role in this tragic event is complete nonsense,' said Andrew Dessler, director of Texas A&M University's Texas Center for Extreme Weather.
Dev Niyogi, a professor at the University of Texas at Austin who studies extreme weather, said it is 'extremely unlikely' cloud seeding played a role in the floods. He cited weather factors as the reason: 'the moisture flow coming into the area and the widespread rains the system had, as well as the forecast of very heavy rains over the wider area.'
Sen. Ted Cruz of Texas said at a press briefing on Monday that 'to the best of my knowledge, there is zero evidence of anything related to anything like weather modification' when asked about such speculation. He added: 'The internet is a strange place. People can come up with all sorts of crazy theories.'
Nonetheless, social media users questioned whether Rainmaker's operations could be connected to the disaster in Texas.
'Well … this is weird … A company called Rainmaker, conducted a cloud seeding mission on July 2 over Texas Hill Country,' reads one X post. '2 days later, the worst flood in their history occurred … in the exact same area that the Rainmaker flights were. The entire goal of Rainmaker is to increase the precipitation of existing clouds. Why do we let these corporations f — k with the weather?'
Many posts also noted Rainmaker's connection to Silicon Valley billionaire Peter Thiel, who cofounded the data-mining outfit Palantir Technologies, a secretive company that has long relied on spies, police, and the military as its customers. The Thiel Foundation awarded Rainmaker founder and CEO Augustus Doricko $100,000 in 2024 as part of its fellowship program.
Cloud seeding utilizes an artificial material — typically silver iodide — to induce precipitation or clear fog. The practice is an imprecise undertaking with mixed results.
Dessler explained that 'cloud seeding can work in certain limited situations and produce very modest increases in precipitation,' but often delivers nothing.'
Regardless, the process cannot create storms out of thin air. Ken Leppert, an associate professor of atmospheric science at the University of Louisiana Monroe, said it 'had absolutely nothing' to do with the flash floods in Texas.
'Cloud seeding works by adding aerosols to existing clouds,' he said. 'It doesn't work by helping to create a cloud/storm that doesn't already exist. The storms that produced the rainfall and flooding in Texas were not in existence two days before the event.'
The Texas Hill Country, in the central part of the state, is naturally prone to flash flooding due to the dry, dirt-packed areas where the soil lets rain skid along the surface of the landscape instead of soaking it up.
After a flood watch notice was issued midday on July 3, the National Weather Service issued an urgent warning overnight for at least 30,000 people. The July 4 flash floods started with a particularly bad storm that dropped most of its 12 inches (30 centimeters) of rain in the dark early morning hours. There was so much rain that the Guadalupe River rose higher than it has in 93 years by almost a foot, according to local reports.
'The natural disaster in the Texan Hill Country is a tragedy. My prayers are with Texas,' Doricko, the Rainmaker CEO, wrote as part of a series of X posts. 'Rainmaker did not operate in the affected area on the 3rd or 4th or contribute to the floods that occurred over the region.'
He said Rainmaker's last cloud seeding operation prior to the floods occurred in the early afternoon on July 2 over eastern portions of south-central Texas. Two clouds were seeded and remained in the sky for about two hours before dissipating. Rainmaker suspended its cloud seeding operations indefinitely the same day in response to 'unusually high moisture content.'

Firefighters rushed to contain a rapidly spreading brush fire that broke out Wednesday afternoon in southwestern San Bernardino County. Sky5's Gil Leyvas reported that the blaze was burning through dry brush on the west side of the highway and also thicker vegetation in the area of Prado Regional Park and Chino Creek, just north of the Santa Ana River bed. Smoke was visible from across Jurupa Valley and the Inland Empire. Several fixed-wing aircraft and helicopters were assisting ground crews in building containment lines and dousing the fire with water. Officials closed Highway 71 in both directions at Euclid Avenue. NTSB releases details in Lake Tahoe boat tragedy that killed 8

Federal officials have released new details into the tragic capsizing of a boat in Lake Tahoe last month that killed eight people. On Wednesday, the National Transportation Safety Board issued its preliminary report into the June 21 incident involving the vessel Over the Moon. The 28-foot vessel overturned near D.L. Bliss State Park, on the lake's western shore. Officials said the boat was launched from Tahoe City around 10:40 a.m. that day with four adults on board, two of whom were the boat's registered owners. The operator drove the Over the Moon to two other marinas nearby and picked up six more passengers. Shortly before noon, the boat traveled about 10 miles south to Emerald Bay and was anchored there for about 1 to 1.5 hours. At the time, weather in the area was clear, with light southerly winds and an air temperature of 54 degrees Fahrenheit. The National Weather Service did not issue marine warnings or small craft advisories for Lake Tahoe that day, but the forecast indicated a slight chance of thunderstorms. With clouds increasing, the operator decided to return to the marina where he picked up the passengers around 2 p.m., officials said. After getting underway, the winds, rain and waves increased, prompting the operator to return to Emerald Bay. After about 10 minutes, he made a second attempt to return to the marina. A survivor told investigators that on their second journey 2-to-3-foot waves splashed onto the boat with the pouring rain, but no water accumulated on the deck. Winds began to increase, with marble-sized hail collecting in the boat as the waves increased to 8 to 10 feet. Some of the waves broke over the sides and bow of the boat. About an inch of water accumulated on the deck, prompting the operator to turn on the bilge pumps. The NTSB's report noted weather continuing to worsen over that time. A time-lapse camera about 1.5 miles from casualty site recorded whitecaps on the lake about 20 minutes before the boat capsized. Several minutes later, the camera captured blowing rain and mixed freezing precipitation, followed by blowing snow. Meanwhile, an automated weather station about 8 miles southeast of the site recorded winds from the north at 14 knots (16.1 mph), with a peak wind to 34 knots (39.1 mph) several minutes before the incident. Officials said at some point, Over the Moon's engine stopped, as the vessel was about 50 to 100 yards offshore. The boat ended up broadside to the waves and began to take on water. Some of the passengers attempted to bail water out. The vessel then listed to starboard, submerging the starboard aft corner, officials said. A "particularly large wave" overtook the boat at one point, officials said. One of the survivors put on a personal flotation device (PFD) and distributed the devices to everyone else on the vessel, but no one else immediately put theirs on. "Shortly after, the boat rolled over to starboard, and the passengers entered the water," the report said. The survivor told investigators that it started snowing after the boat capsized and while the people were in the water. No distressed calls were made from the boat. A group of hikers on shore witnessed the incident, which took place shortly after 2:55 p.m., and one of the hikers called 911. Eight people were recovered following the incident, including the two survivors. Six people, including the operator were pronounced dead at the scene. Officials said none of the six were wearing personal flotation devices. Of the survivors, one was wearing a personal flotation device and the other was clinging to a PFD. The bodies of the remaining two victims were found and recovered from the bottom of the lake the next day. The El Dorado County Sheriff's Office Coroner has since identified the victims: Paula Bozinovich, 71 years old, from Redwood City, CA;Terry Pickles, 73 years old, from Redwood City, CA;Joshua Antony Pickles, 37 years old, from San Francisco, CA;Peter Bayes, 72 years old, from Lincoln, CA;Timothy O'Leary, 71 years old, from Auburn, CA;Theresa Giullari, 66 years old, from Honeoye, NY;James Guck, 69 years old, from Honeoye, NY;Stephen Lindsay, 63 years old, from Springwater, NY. Josh Pickles was an executive at the food delivery company DoorDash, the company confirmed to CBS Sacramento. Following the incident, the snow continued until past 4 p.m. The weather began to clear, with cloudless skies less than 90 minutes later. The following day, a salvage company recovered the Over the Moon and the vessel was examined by the U.S. Coast Guard, NTSB investigators and party representatives. Investigators said they did not find "any evidence" of a hull leak, grounding or contact with an object. On the vessel, one PFD was found still in its plastic packaging, an infant life vest still in its packaging, an unzipped life vest stowage bag and five inflatable PFD's in stowage. Meanwhile, the NTSB has recovered electronic systems from the vessel, along with the bilge pumps and fuel filter for further examination. Toxicology tests for alcohol and drugs were conducted on the deceased. The NTSB said results are pending on the tests. The incident remains under investigation.
