Insufficient evidence to prosecute Zamri Vinoth, Firdaus Wong, says Azalina
The Minister in the Prime Minister's Department (Law and Institutional Reform) stated that the police have initiated an investigation following complaints lodged against the individuals.
"The investigation file has been referred to the Attorney General's Chambers (AGC) for instructions and a decision.
"Based on feedback from the AGC, I have been informed that there is, so far, insufficient evidence to prove the elements of an offence under any legal provision to prosecute both individuals in court," she said in a written reply to RSN Rayer (PH-Jelutong) on Tuesday (July 22).
Rayer had earlier asked the minister why the individuals were not charged in court despite reports lodged against them.
However, Azalina clarified that criminal cases are not subject to a statute of limitations.
"Therefore, if there are new developments in the future, further investigation and review of this case can still be conducted," she added.
The duo had earlier allegedly insulted the beliefs and religious practices of non-Muslims.

KUALA LUMPUR: Businessman Datuk Albert Tei has been urged to lodge a report and name the Malaysian Anti-Corruption Commission officer who warned him not to go public about the mineral mining licensing scandal in Sabah. Deputy Minister in the Prime Minister's Department (Law and Institutional Reform) M. Kulasegaran in his winding-up debate of the Whistleblower Protection (Amendment) Bill 2025 said the matter was raised by several members of parliament during their debates. "This is a serious allegation and cannot be accepted. "Anyone who reports misconduct must not face obstruction or threats from any party, particularly from authorities responsible for safeguarding whistleblowers under the act. "As such, I would like to advise the individual named Albert Tei to promptly lodge a report on this matter with both the police and the MACC Complaints Committee, in accordance with Section 15 of the Malaysian Anti-Corruption Commission Act 2009 and to name the anti-graft officer implicated in the allegation," he said. Earlier today, a news portal reported that Tei's lawyer Mahajoth Singh revealed that the businessman had approached MACC but was warned against coming forward regarding the mining scandal. Authorities began their probe after a series of edited videos were published by a news portal in November last year.

Dewan Rakyat passes Whistleblower Protection Bill 2025
KUALA LUMPUR: The Whistleblower Protection (Amendment) Bill 2025, aimed at strengthening safeguards for whistleblowers and enhancing public confidence in reporting misconduct, has been passed by the Dewan Rakyat. The bill was debated by 24 lawmakers. Deputy Minister in the Prime Minister's Department (Law and Institutional Reform) M. Kulasegaran, in his winding-up speech, said the primary objective of the act remains unchanged, to provide protection to whistleblowers who disclose information related to misconduct and unlawful actions. He said that, at present, there are no proposed amendments to extend protection to whistleblowers who make disclosures openly to the public or through the media. "However, the government is currently reviewing proposals to expand reporting channels, including the possibility of allowing disclosures to parties other than enforcement agencies, with the aim of encouraging more whistleblowers to come forward without fear," he said. He added, however, that the government believes the identity of a whistleblower can best be protected if disclosures are made solely to enforcement agencies. "This is crucial not only to protect the whistleblower's identity but also to prevent the disclosed information from being widely disseminated. "If the disclosure is made to the media, it becomes difficult to provide protection, and information related to the whistleblower's identity and the content of the disclosure may be widely spread."
