
UK renationalises first train operator under Labour reforms

LONDON : Britain's South Western Railways on Sunday becomes the first private train operator to be returned to public ownership under the Labour government's plans to renationalise the country's much-maligned railways.
Renationalising all of the UK's rail operators is among the key policies launched by Prime Minister Keir Starmer since his party's return to government last July following 14 years in opposition.
'Today is a watershed moment in our work to return the railways to the service of passengers,' Transport Secretary Heidi Alexander said in a statement.
Train passengers in Britain suffer from frequent cancellations, in addition to high ticket prices and regular confusion over which services they can be used on.
The privatisation of rail operations took place in the mid-1990s under the then Conservative prime minister John Major, but the rail network remained public, run by Network Rail.
Four of the 14 operators in England are already run by the state owing to poor performance in recent years, but this was originally meant to be a temporary fix before a return to the private sector.
Labour triumphed over the Conservative party in elections last year, re-entering Downing Street with promises to fix the country's ailing transport services.
Legislation was approved in November to bring rail operators into public ownership when the private companies' contracts expire – or sooner in the event of poor management – and be managed by 'Great British Railways'.
Alexander said this will end '30 years of fragmentation', but she warned that 'change isn't going to happen overnight'.
'Public good'
'We've always been clear that public ownership isn't a silver bullet, but we are really firing this starting gun in that race for a truly 21st-century railway, and that does mean refocusing away from private profit and towards the public good,' she added.
In an example of how passengers might not immediately notice much difference, South Western's first service under public ownership on Sunday was set to be a rail replacement bus.
Government figures show that the equivalent of 4% of train services in Britain were cancelled in the year to April 26.
Rail unions – which have staged a stream of strikes in recent years over pay and conditions due to a cost-of-living crisis – welcomed the state takeover.
'We're delighted that Britain's railways are being brought back where they belong – into the public sector,' said Mick Whelan, general secretary of union Aslef.
'Everyone in the rail industry knows that privatisation… didn't, and doesn't, work,' he added.
Two operators serving towns and cities in southeastern and eastern England are next to be brought back into public ownership by late 2025.
All the current contracts are set to expire by 2027.
The government has said renationalisation will save up to £150 million per year because it will no longer have to pay compensation fees to rail operators.
The main rail operators in Scotland and Wales, where transport policy is handled by the devolved administrations in Edinburgh and Cardiff, are also state-owned.

US, China reach deal to ease export curbs, keep tariff truce alive

(EPA Images pic) LONDON : US and Chinese officials said yesterday they had agreed on a framework to put their trade truce back on track and remove China's export restrictions on rare earths, while offering little sign of a durable resolution to longstanding trade differences. At the end of two days of intense negotiations in London, US commerce secretary Howard Lutnick told reporters the framework deal puts 'meat on the bones' of an agreement reached last month in Geneva to ease bilateral retaliatory tariffs that had reached crushing triple-digit levels. However, the Geneva deal had faltered over China's continued curbs on critical minerals exports, prompting the Trump administration to respond with export controls of its own, preventing shipments of semiconductor design software, chemicals and other technology goods to China. Lutnick said the agreement reached in London would remove some of the recent US export restrictions, but did not provide details after the talks concluded around midnight London time. 'We have reached a framework to implement the Geneva consensus and the call between the two presidents,' Lutnick said. 'The idea is we're going to go back and speak to President Trump and make sure he approves it. 'They're going to go back and speak to President Xi and make sure he approves it, and if that is approved, we will then implement the framework,' he said. In a separate briefing, China's vice commerce minister Li Chenggang also said a trade framework had been reached that would be taken back to US and Chinese leaders. 'The two sides have, in principle, reached a framework for implementing the consensus reached by the two heads of state during the phone call on June 5th and the consensus reached at the Geneva meeting,' Li told reporters. The dispute may keep the Geneva agreement from unravelling over duelling export controls, but does little to resolve deep differences over Trump's unilateral tariffs and longstanding US complaints about China's state-led, export-driven economic model. The two sides left Geneva with fundamentally different views of the terms of that agreement and needed to be more specific on required actions, said Josh Lipsky, senior director of the Atlantic Council's GeoEconomics Center in Washington. 'They are back to square one but that's much better than square zero,' Lipsky added. The two sides have until Aug 10 to negotiate a more comprehensive agreement to ease trade tensions, or tariff rates will snap back from about 30% to 145% on the US side and from 10% to 125% on the Chinese side. Investors, who have been badly burned by trade turmoil before, offered a cautious response and MSCI's broadest index of Asia-Pacific shares outside Japan rose 0.2%. 'The devil will be in the details, but the lack of reaction suggests this outcome was fully expected,' said Chris Weston, head of research at Pepperstone in Melbourne. 'The details matter, especially around the degree of rare earths bound for the US, and the subsequent freedom for US-produced chips to head east, but for now as long as the headlines of talks between the two parties remain constructive, risk assets should remain supported,' Weston said. Resolving restrictions Lutnick said China's restrictions on exports of rare earth minerals and magnets to the US will be resolved as a 'fundamental' part of the framework agreement. 'Also, there were a number of measures the US of America put on when those rare earths were not coming,' Lutnick said. 'You should expect those to come off, sort of as President Trump said, in a balanced way,' he added. US President Donald Trump's shifting tariff policies have roiled global markets, sparked congestion and confusion in major ports, and cost companies tens of billions of dollars in lost sales and higher costs. Yesterday, the World Bank slashed its global growth forecast for 2025 by four-tenths of a percentage point to 2.3%, saying higher tariffs and heightened uncertainty posed a 'significant headwind' for nearly all economies. However, markets have made up much of the losses they endured after Trump unveiled his sweeping 'Liberation Day' tariffs in April, aided by the reset in Geneva between the world's two biggest economies. Phone call helped The second round of US-China talks was given a major boost by a rare phone call between Trump and Chinese President Xi Jinping last week, which Lutnick said provided directives that were merged with Geneva truce agreement. Customs data published on Monday showed that China's exports to the US plunged 34.5% in May, the sharpest drop since the outbreak of the Covid pandemic. While the impact on US inflation and its jobs market has so far been muted, tariffs have hammered US business and household confidence and the dollar remains under pressure. Lutnick was joined by US trade representative Jamieson Greer and treasury secretary Scott Bessent at the London talks. Bessent departed hours before their conclusion to return to Washington to testify before Congress today. China holds a near-monopoly on rare earth magnets, a crucial component in electric vehicle motors, and its decision in April to suspend exports of a wide range of critical minerals and magnets upended global supply chains. In May, the US responded by halting shipments of semiconductor design software and chemicals and aviation equipment, revoking export licences that had been previously issued. Just after the framework deal was announced, a US appeals court allowed Trump's most sweeping tariffs to stay in effect while it reviews a lower court decision blocking them on grounds that they exceeded Trump's legal authority by imposing them. The decision keeps alive a key pressure point on China, Trump's currently suspended 34% 'reciprocal' duties that had prompted swift tariff escalation.

Malaysia approves 107 new digital firms with RM13.1bil investments in Q1
KUALA LUMPUR: The government approved 107 new companies under the Malaysia Digital (MD) framework in the first quarter of 2025, with a combined investment value of RM13.1 billion. Digital Minister Gobind Singh Deo, speaking at the UK-Malaysia Digital Gateway Forum in London, said the investments are expected to generate 4,199 new jobs over the next five years. He noted that the sectoral breakdown of these approvals reflects Malaysia's diverse and future-focused digital economy. Global business services led with 49 companies, projecting a revenue of RM6.8 billion, followed by infotech with 51 companies, bringing in an estimated RM1.9 billion in revenue and the digital creative content sector saw seven companies approved, with a projected revenue of RM500 million. The top three activity areas among these MD-approved companies were data centre and cloud services (28 companies); artificial intelligence (AI) (23 companies) and global business services (15 companies). "These figures are a clear indication of Malaysia's commitment to becoming a thriving, future-ready digital hub that is open to international partnerships and poised for high-value, sustainable growth, he said in a statement. Gobind added that the country's ibrant digital ecosystem is underpinned by recent regulatory reforms, including the Cyber Security Act 2024, Data Sharing Act 2024 and the establishment of the National AI Office (NAIO), as well as cutting-edge infrastructure and a robust talent pipeline. Gobind is in London for the London Tech Week, which serves as a platform for Malaysia to gather insights and forge partnerships in emerging fields such as AI governance, smart cities and digital sustainability. The forum, co-organised by the Malaysian Digital Economic Corporation (MDEC) and the British Malaysian Chamber of Commerce (BMCC), brought together over 80 UK-based technology companies and 23 Malaysian firms, facilitating direct engagement and partnership opportunities. As part of the event's objectives, the Digital Ministry aims to identify UK tech companies that are keen to expand in Southeast Asia. Gobind invited United Kingdom (UK) technology businesses to collaborate in shaping a dynamic digital future in the country. He underscored Malaysia's position as a strategic regional hub for innovation, digital investment and sustainable technology advancement. "Malaysia is open for innovation.
