Uttarakhand Cabinet approves formation of council to manage pilgrimage sites
Dehradun, The Uttarakhand government has decided to constitute a council for more systematic management of pilgrimages like the Char Dham and Adi Kailash Yatra.
The decision was taken by the state cabinet at a meeting chaired by Chief Minister Pushkar Singh Dhami on Friday.
A separate council, namely Uttarakhand Dharamsva and Tirthatan Parishad, is needed for better management of the pilgrimages to different Himalayan temples because of the growing rush of pilgrims every year, Secretary to the Chief Minister Shailesh Baghauli said.
The work of the council would be to create, strengthen and maintain better infrastructural facilities for devotees coming on a pilgrimage and to make their journeys to the temples more comfortable, easy, safe and pleasant, he said.
A separate budgetary provision will be made for the council, Baghauli said.
With better road and air connectivity available in the state now, more and more pilgrims are coming to the state every year, he said.
"There has been an unprecedented increase in the number of devotees coming to the state for the Char Dham dham Yatra, Nanda Devi Raj Jat Yatra, Purnagiri Yatra and Adi Kailash Yatra in recent years. Therefore, it was decided to form a separate unit—Uttarakhand Dharamsva and Tirthatan Parishad for their management and systematic operation," Baghauli said.
Constituting a state body for the rapid development of ropeways in hilly terrain and implementing a self-employment scheme for single women were the other important decisions taken by the cabinet.
Mukhyamantri Ekal Mahila Swarojgar Yojana is aimed at providing employment to destitute, abandoned or widowed women in their village or their area of residence and to provide them social security while strengthening their economic condition and to bring about qualitative improvement in their standard of living.
In another important decision, the Cabinet approved the Uttarakhand Poultry Development Policy-2025.
Officials said the state has a shortage of 15,444 lakh eggs and 395 lakh kilograms of poultry meat per year, in view of which this policy has been approved to promote investment in the state and make it self-reliant in the poultry sector.

Revamped Green India Mission: A matter of vulnerable ecosystems and livelihoods
The government's decision to revise the Green India Mission (GIM) and focus on restoring vulnerable landscapes, such as those in the Aravalli range, the Western Ghats and the Himalaya, is welcome. Framed in 2014 during the last days of the UPA government, the mission is not only crucial to meeting India's climate commitments, it is also important for biodiversity conservation and food and water security. The initiative has resulted in an appreciable increase in the country's tree cover. However, it has been criticised for taking a plantation-centred approach and not doing justice to the mission's broader goal of ecological revival. The GIM's revised document attempts to course correct. Especially salient is its emphasis on zeroing in on micro-climatic zones through 'regionally conducive best practices'. This initiative should be combined with addressing another concern of the original GIM, which has largely remained on paper — creating income-generating opportunities for people who rely on these ecosystems. The Western Ghats, the Aravalli range and the Himalayan region face various challenges including deforestation, human-wildlife conflicts and changing rainfall patterns. Infrastructure development and unregulated tourism have added to their vulnerabilities. Last year, the catastrophic landslide in Wayanad underlined that the depletion of green cover and erratic rainfall had made the area susceptible to disasters. The new GIM document also notes that the Western Ghats ecosystem has degraded due to the felling of trees and illegal mining. Similarly, several studies have shown that the destruction of large chunks of the Aravalli ecosystem — especially its hills — has brought the Thar Desert close to the National Capital Region and this desertification has aggravated the area's pollution problem. The restoration of most ecological hotspots in the country has been trapped in the environment-development binary. In 2011, a panel chaired by ecologist Madhav Gadgil underlined the need to regulate developmental activities in the entire 1,60,000 sq km stretch of the Western Ghats. Its recommendations were met with resistance across the political spectrum. The suggestions of the K Kasturirangan panel have also remained on paper. Similarly, illegal quarrying has persisted in the Aravalli range despite several SC orders, including as late as May 29. The problem is also that green initiatives have rarely taken people along. The challenge for the revamped GIM will, therefore, be to find ways to sustain and improve people's livelihoods while enhancing ecological security.

Uttarakhand CM sanctions over Rs 1,269 lakh for infrastructure projects in state
Dehradun (Uttarakhand) [India], June 18 (ANI): Uttarakhand Chief Minister Pushkar Singh Dhami has approved Rs 1,269 lakh for various infrastructure projects in Nainital and Rudraprayag districts. The Chief Minister has approved the sanction of an amount of Rs 505.71 lakh for the construction of motor road from Dooni Khal to Rati Ghat (Padli) in Betal Ghat development block of Nainital assembly constituency of Nainital district, a release said on Wednesday. He approved Rs 444.66 lakh for strengthening and 'road safety work by DBM and BC in km 01 to 05 of Khankra Chhatikhal motor road in Augustmuni development block of Rudraprayag assembly constituency of Rudraprayag district', Rs 319.20 lakh for the construction work of 24 m extension RCC bridge on Nihal river in Ramnagar-Kaladhungi-Haldwani-Kathgodag-Chorgaliya-Sitapur-Bijti state highway no. 41 km 36 under Haldwani development block of Kaladhungi assembly constituency of Nainital district. The Chief Minister approved an increase in the dearness allowance and dearness relief from the current rate of 53 percent to 55 percent from January 01, 2025 to the regular employees and pensioners working in the public undertakings/corporations/bodies operating in the state, where the seventh pay scale is applicable, like government employees. The Chief Minister approved the sanction of an amount of Rs 475.25 lakh for the construction work of the administrative building of Police Station Deghat in Almora district. On Tuesday CM Dhami approved an amount of Rs 344.98 lakh for the strengthening and asphalting work of Tugdunda Bhainswada motor road in development block Pabo of assembly constituency Pauri of Pauri Garhwal. The state government also approved Rs 512.46 lakh for the construction work of 48m span steel girder bridge over Ragganga river in Malkot Kalimati Sera Tiwakhark motor road in development block Gairsain of assembly constituency Karnaprayag of Chamoli district, according to a release. An amount of Rs 183.47 lakh was also approved for the reconstruction work of Nigam Nala Wala road by PC and new construction work of road from Soban Ram's house to Suresh Bhatt's house in Kaladhungi assembly constituency of Nainital district and Rs 528.91 lakh was approved for the new construction work of Chaudmanya-Kamatoli motor road in assembly constituency Gangolihat. The Chief Minister has also approved increase in the annual approved budget from Rs. 5 crore to Rs. 8 crore for smooth functioning of Sainik School, Ghodakhal, Nainital and to improve the financial condition of the school. The Chief Minister approved the expenditure of Rs. 23.667 crore for expansion and modernization of fire services in the state. (ANI)

"Necessary to intensify pilgrimage, tourism activities in Uttarakhand": CM Dhami
Dehradun (Uttarakhand) [India], June 18 (ANI): Chief Minister Pushkar Singh Dhami on Wednesday reiterated the importance of strengthening pilgrimage and tourism activities to ensure the holistic development of Uttarakhand. CM Dhami said that it is necessary to intensify pilgrimage and tourism activities in all areas for the overall development of Uttarakhand. Referring to the state as Devbhoomi, he emphasised that every temple here holds unique religious significance. 'The state government is committed to enhancing basic infrastructure across all pilgrimage sites. Uttarakhand is Devbhoomi, here every temple has its own importance. The government is trying to develop basic facilities at all pilgrimage sites,' said CM Dhami. This year, the Chardham Yatra has seen a remarkable influx, with around 32 lakh pilgrims visiting the holy shrines so far. Notably, devotees are increasingly exploring other temples and spiritual destinations alongside the main Chardham circuit. As a result, economic activity is expanding beyond the traditional pilgrimage routes. As per an official release, during the current Yatra season, total registrations for Chardham and Hemkund Sahib have crossed 44 lakh. Among them, Yamunotri has recorded 7,13,456 registrations, Gangotri 7,80,554, Kedarnath 14,43,513, Badrinath 13,36,923, and Hemkund Sahib 1,69,180. Of these, nearly 32 lakh pilgrims have already completed their journeys, significantly boosting the local economy along these routes. In line with this, CM Dhami has been actively promoting visits to lesser-known pilgrimage sites to further stimulate regional economic growth. This strategy is already yielding results, with increasing footfall at temples like the Kartikeya Swami Temple in Rudraprayag and the Jagannath Temple in Uttarkashi. Last year, approximately 4 lakh devotees visited the Kartikeya Swami Temple. This year, that number has surged past 10 lakh by mid-June. Similarly, the Jagannath Temple has welcomed 25,000 pilgrims so far. This growing interest in peripheral pilgrimage sites is driving parallel growth in hospitality, transport, prasad offerings, and other related sectors, providing vital support to local livelihoods across the state.
