
Board names new principals, top administrators
Christan Pugh was named principal of Nimitz Middle School. She replaces the retiring Teresa Willison.
Pugh is currently the principal at Blanton Elementary, a position she's held for the past two years. Prior to that she was an assistant principal at Nimitz for three years. She was also an instructional coach at Nimitz for three years and has teaching experience at both elementary and middle school.
Jennie Chavez will move from principal at Noel Elementary School to principal of EK Downing Elementary.
Chavez is finishing her sixth year as the principal at Noel Elementary School and was recently awarded ECISD's Elementary Principal of the Year award. She served three years as an assistant principal to go along with 14 years of teaching experience.
Amanda Sierra was named principal of Gonzales Elementary. Sierra is a principal intern at West Elementary this year, and she attended the Holdsworth Principal Academy.
She has three years of experience as an assistant principal and served on the administrative team at Ireland Elementary that led improvement from an F to an B state rating.
Dowling Principal Julie Marshall was promoted to executive director of leadership.
Marshall has spent the past five years as the principal at Dowling Elementary and before that was the principal at Hays STEAM Academy for two years.
Her 35 years of public education experience includes work as an instructional services director at Bonham and Wilson & Young middle schools and 19 years as a teacher.
Robert Trejo was named chief academic officer and Matt Spivy is now human capital officer.
Trejo is currently serving as ECISD's executive director of accountability & school improvement where he manages and interprets accountability ratings under TEA's A-F system and collects and analyzes student performance data to support campus/district decision-making, giving him extensive knowledge of instructional frameworks and school improvement strategies.
Spivy is completing his second year as ECISD's executive director of human resources. He recently completed the Holdsworth Leadership Collaborative focused on developing talent pipelines. He taught for seven years and has 13 years of administrative experience.
Trustee Dawn Miller abstained from voting on Trejo and Spivy.
The board also reorganized after the May 3 election.
Tammy Hawkins was voted in as president; Steve Brown as vice president and Bob Thayer as secretary.
Brown appeared virtually and Delma Abalos was absent.
Miller was opposed to Hawkins and Miller, but voted for Thayer.
She said she hoped going forward that they would go beyond recycling the same leases and allow other people to assume leadership roles.
Miller said she was glad to see Thayer become an officer.
Chief Financial Officer Deborah Ottmers and trustees continued their budget discussions for the 2025-26 school year.
The Texas House of Representatives passed House Bill 2 for public education funding, but the Texas Senate made sweeping changes to it.
Evaluating ECISD's expenditures for this 2024-25 school year it appears the district's fund balance will increase, but based on current school funding laws and the projected expenses the 2025-26 school year, ECISD would be facing a $10.5 million deficit budget.
That calculation includes no raises for employees. District leaders are continuing to look for budget areas to cut. Proposed bills in the legislature, if passed, could require differing raises for teachers based on their years of experience and these required raises for teachers would use most of any proposed increase in state funding. Trustees agreed that all employees need and deserve a raise, and they discussed different percentage increases in pay and the potential impact on the budget.
Several board members stated a 2% raise for all non-teachers, since they are not included in current legislative proposals, seems like the appropriate amount as it would use the remaining funds in the proposed legislation, the recap said.
The school board is planning a special meeting on June 24 to finalize and adopt the budget for 2025-26.
On the Bond 2023 update, the Career & Technical Education high school is on track for groundbreaking next month. The project's guaranteed maximum price (GMP) has come in at $86,591,081.
The new middle school in West Odessa has seen steel work begin and blockwork around the gym started. Foundation, electrical and plumbing work are ongoing, the board recap said.
The final bid date for the Transition Learning Center will be May 21 with a recommendation to be presented to the school board in June.
The Permian High School auditorium project is nearing the end of the design development phase and GMP should be going to the board in June.
A contract of a little more than $1.3 million is being brought to the board for the PHS JROTC facility. No on-site activity has begun.
The Ag Farm design is being finalized, procurement will take place during the summer, and no on-site work has begun.
In the technology update, cabling is complete at the majority of elementary campuses and is beginning at Odessa High School (it should take four to six weeks). This is for the new PA/Bells/Alarms/Clocks projects. Installation of new surveillance cameras is finished at all high schools and middle schools and is now beginning at elementary schools.
The Fine Arts Department has now ordered 1,103 instruments at a cost of about $1.9 million. Of those, 359 are for elementary classrooms. As of now, 987 instruments have been delivered.
Superintendent Keeley Boyer said now that the guaranteed maximum price is in place for the CTE high school, plans are to have a groundbreaking June 17.
Trustees voted 6-0 to approve purchases over $50,000 related to the bond. The single item on this month's agenda was the $86,591,081 to Teinert Construction, the construction manager at-risk, for the guaranteed maximum price of the new CTE high school.

Mercury retrograde happens when the other car speeds up and lifts the dust, causing turbulence and disruption to what we feel on Earth in our everyday lives. Because Mercury is the planet situated closest to the sun, its orbit is much shorter than Earth's. About three or four times a year, Mercury speeds past Earth, and that is when we experience a Mercury retrograde period. In 2025, we will experience this in July through August and Nov. 9 through Nov. 29. When a planet is in retrograde astrologically, it is in a resting or sleeping state. Therefore, while Mercury "naps," the activities it governs don't have the benefit of a well-functioning, wide-awake planet to supervise them. Expect a certain degree of pandemonium to ensue. Our devices are a lifeline of communication. What should people look out for when using their phones during Mercury retrograde? Mercury retrograde is known for creating confusion, which is not ideal for most communication. Friendships and romances tend to go haywire. People aren't always thinking straight during these phases and tend to create miscommunications that can in turn cause a domino effect of errors. Try not to jump to conclusions and keep striving for clarity. Be even more vigilant and double-check your text conversations to root out flaws or incorrect assumptions. Always go the extra mile to find errors during retrograde. These periods demand a slow and deliberate approach. Keep summarizing what you think the other person has just told you. I know we are in the "just text me" era, but I recommend following up texts with a phone call if you can stomach it. Putting in a little extra attention to the emails you are sending can also go a long way to alleviate any larger problems. How can we prepare our devices — and ourselves — ahead of this astrological event? Mercury retrograde periods are notorious for causing computers to crash and for other electronic devices to show signs of wear, requiring urgent repair. I suggest people back up their devices or at least check when you installed the latest necessary software updates to keep yourself safe from cybersecurity issues. If you're buying a new phone, be sure to invest in some kind of phone protection plan should you accidently drop or lose it. Likewise, if you're traveling, be wary of delays and have essentials on hand including a portable charger to keep your devices powered up and a 5G hotspot. If you are driving any significant distance during Mercury retrograde, make sure your GPS is up to date or even print a hard copy of directions as a backup. I recommend you prepare to protect yourself against bad actors as well because Mercury always seems to retrograde during the holiday shopping season when scammer activity increases. What ways can your device help you prepare for Mercury retrograde? A lot of my advice during this period is what not to do. But I also believe there are things you can start doing leading up to Mercury retrograde that can be incredibly impactful, especially because people can feel the effects two weeks ahead of its official start. Since communication can become muddy, make sure your autocorrect is turned on when writing emails or preparing documents on your computer. Mercury rules the mail and the conveyance of information, so be extra careful with important documents. If you send documents through emails, be sure to call the people at the other end to ensure their receipt. Use your device to snap photos of important documents or correspondences as backups in case they become lost. It also might not hurt to have a meditation or therapy app installed if you feel you will need mental health support during this often stressful time. Though I have a lot of cautionary tales, I want to reiterate that not everything goes wrong during Mercury retrograde. Sometimes things work in your favor. Mercury rules anything that begins with "re:" redo, reassess, repair, repeat, redesign or revisit. I find people reconsider their stance when Mercury is in retrograde, and in some cases, conditions turn out to be more favorable to you than they might have been before. Perhaps a job you thought you didn't get comes back into the picture, or you take time to organize things around you and find something special that had been previously lost. It's always human nature to want to hear that new opportunities are coming our way, but we need to focus on the quality of our work and improve it to the best it can be. Often this is a better use of our time than continually chasing the newest idea. Mercury retrograde allows you to be thorough and to perfect your performance — and that's certainly not a bad thing. Watch puppies react to sting rays, sharks, more at Australia aquarium
A group of future guide dogs in Australia enjoyed a day out at the aquarium as part of their training process. Video footage shows the 9-week-old pups named Bruce, Betsy, Bronte and Barkley visiting the Sea Life Sydney Aquarium in Australia and observing the marine life there. The pups, managed by Petbarn, Australia's largest integrated pet care provider, visited the aquarium as part of their training as future seeing eye dogs for Australians who are blind or have low vision. Watch: Pups react to marine life at Sea Life Sydney Aquarium Petbarn Foundation Manager Janelle Miller told USA TODAY over email on Sunday, July 13, that the puppies "displayed a perfect balance of curiosity and composure" and "explored their environment with interest, observing marine life and investigating different textures while remaining attentive to their handlers.' Which animals did they respond to the most? While the pups observed the oceanarium in awe, they particularly reacted to "large marine life such as sting rays, sharks and turtles moving overhead with appropriate curiosity," Miller said. "They also had a cute interaction with two of SEA LIFE Sydney's scuba divers who were cleaning the tank," she added. Why did the pups visit the aquarium? Bruce, Betsy, Bronte and Barkley are in the initial stages of their development to become Vision Australia Seeing Eye Dogs, according to Miller, who said the "complete training process takes approximately two years before they're matched with a client who is blind or has low vision." Miller added the dogs' visit to the aquarium was part of the Petbarn Foundation's annual Seeing Eye Dog Appeal, which aims to raise awareness around the foundation's mission and funds to "train 22 Seeing Eye Dogs for Australians who are blind or have low vision." The visit also provides "valuable exposure to unique sensory experiences that these puppies wouldn't encounter in everyday settings," Miller said, explaining the pups experience "different lighting conditions, reflective surfaces, unusual sounds, and varied floor textures" at the aquarium. Puppies 'highly receptive' to new experiences at this age Miller said the puppies' age "represents a critical developmental period" in their training. "At this age, they're highly receptive to new experiences, which is essential for building the foundation for their future work as Vision Australia Seeing Eye Dogs," Miller said. In their daily life, the puppies also enjoy obstacle courses and exploring new environments, all of which are essential components of their training, according to Miller. Petbarn works with different dog breeds such as Labradors, Golden Retrievers and Lab/Golden crosses. The breeds are specifically chosen for "their intelligence, temperament, and physical attributes that make them well-suited for training," Miller said.
