Terengganu to ban vape sales from August 1
KUALA TERENGGANU: The Terengganu government will ban the sale of electronic cigarette (vape) products at all premises throughout the state starting Aug 1.
State Local Government, Housing and Health Committee chairman Datuk Wan Sukairi Wan Abdullah said the decision, made at yesterday's state executive councillors' meeting, was a proactive measure to curb the sale and use of vape products, which may have negative health effects on the younger generation.
'Among the agreed decisions is that the state government will maintain its existing policy of not approving a business licence for any premises selling vape products, in line with the by-laws in effect across all local authority areas in Terengganu.
'Business licence conditions will also be refined to ensure the vape sales ban can be fully enforced,' he said in a statement tonight.
Wan Sukairi stated that any vape business operators who continue selling after the ban takes effect will face strict action under Local Government Act 1976 (Act 171) bylaws, including fines, seizures and court action.
To demonstrate commitment and firmness, the state has also decided not to accept any form of sponsorship from vape manufacturers or distributors for any events involving the state government, he added.
'A three-month grace from May 1 to July 31, 2025 will be provided before full enforcement begins on Aug 1, including actions related to vape business advertisements.
'To support affected vape operators, the state, through the Entrepreneur Development Foundation (YPU), will offer participation in entrepreneurship courses as well as other business opportunities in more sustainable and safer sectors,' he said.

PUTRAJAYA: The government is encouraging more states to stop issuing licences to premises selling vapes and e-cigarettes, in line with what some states have done. "We hope more will take the position of not issuing licences to vape premises," said Health Minister Datuk Seri Dr Dzulkefly Ahmad in a press conference on the Lung Health Initiative Malaysia 2025-2030. "Otherwise, any licences issued must strictly comply with the Control of Smoking Products for Public Health Act 2024," he added. When asked if the government would consider a nationwide ban, Dzulkefly said the federal government had adopted a regulatory enforcement model following the passage of the Act. "We took a firm position to regulate tobacco-related products. That is the stance and position of the federal government. "At the same time, we support state governments that have the authority not to issue vape sales licences. So let us work together," he said. Regardless of the present stance, Dzulkefly acknowledged that no legislation was static. "We will continue to review the matter," he said. On April 24, Terengganu Local Government, Housing and Health Committee chairman Datuk Wan Sukairi Wan Abdullah announced that the state would ban the sale of vape products at all premises from Aug 1. Wan Sukairi said the decision was a proactive measure to curb the sale and use of vape products, which might have negative health effects on the younger generation. On April 27, Kedah Menteri Besar Datuk Seri Muhammad Sanusi Md Nor said he wanted to emulate Terengganu's move, stating he would raise the matter at the state executive council meeting. Previously, both Johor and Kelantan had enforced a ban on vape and e-cigarette sales since January 2016.

Kelantan to adopt Act 672, seeks control over waste management contractors
KOTA BHARU: Kelantan is set to adopt the Solid Waste Management and Public Cleansing Act 2007 (Act 672) in response to rising waste management costs, following a briefing with the National Solid Waste Management Department. State Local Government, Housing, Health and Environment Committee chairman Hilmi Abdullah said, nevertheless, Kelantan aims to include a provision that would allow the state to appoint its own waste management contractors, following a model already implemented in Selangor and Penang. "Several states, including Selangor, Terengganu, Perak and Penang, are also in talks to adopt this act. We don't want Kelantan to fall behind," he told Bernama at the Hari Raya Aidilfitri celebration and the launch of Semar Emas Enterprise's new compactor lorry here on Monday (April 28). Kelantan had previously rejected the act due to conditions that required the transfer of state authority over waste management to the federal government, but is now seeking a renegotiation of terms over the sector's growing financial pressures. Hilmi said a special briefing will be held in Putrajaya for district council presidents and the State Economic Planning Unit to discuss the matter further. In another development, he reported that the state's RM2,000 fine for improper waste disposal is showing positive results. Local councils, supported by closed-circuit television (CCTV) monitoring, have successfully reduced violations, with no new fines issued recently, said Hilmi. Health Minister Datuk Seri Dr Dzulkefly Ahmad said that although Trump had previously indicated an intention to exempt pharmaceuticals from these tariffs, recent developments suggest otherwise. 'Some of the announced tariffs remain unclear, and with Trump's unpredictability, we must remain vigilant. It is crucial for me, as the Minister of Health, to stay attentive to these two matters,' he told a press conference after opening the state-level 2025 Madani Afiat Programme in Tunjong here today. He was responding to questions about the potential impact of the US tariffs on the nation's healthcare supply chain. Dr Dzulkefly said the ministry was also making early preparations to find alternative markets and sources to ensure the continuity of the country's health supply is not affected. On April 2, Trump announced a series of reciprocal tariffs imposed on many countries, including 24 per cent on imports of goods from Malaysia, but this has now been postponed for 90 days. Meanwhile, regarding the ban on the sale of electronic cigarette (vape) products by the Terengganu government effective August 1, he said the ministry was determined to implement comprehensive regulation on vape products with the gazette of the Smoking Products Control for Public Health Act 2024. He said the act, which functions as a stand-alone legislation, would serve as a strong foundation for regulating all aspects related to smoking products, including their registration, sales, advertising, and nicotine content. 'Our approach is to enforce strict regulation. Sales to minors will be completely prohibited, and stringent controls will be in place to ensure there is no room for any form of leniency,' he said. He said the state government holds an important responsibility through its authority to deny business licences to entrepreneurs selling smoking products. He viewed the collaboration by the state government as a positive step towards safeguarding public health.
