Kolkata: The NGT directed the WBPCB to impose a penalty on Howrah Municipal Corporation (HMC) under the Environment Protection Act, 1986. It also instructed the board to assess environmental compensation for continued violation of environmental laws within two months.

The Eastern Bench of the NGT criticised HMC for failing to submit an action taken report on measures it took to manage the Belgachhia landfill, which collapsed earlier this year, and for not preparing a solid waste management plan. The tribunal directed the HMC commissioner to appear before it in virtual mode at the next hearing. The principal secretary or additional chief secretary of the urban development department was instructed to file an affidavit explaining the steps taken for compliance with the Solid Waste Management Rules, 2016.
The NGT took suo motu cognizance of the TOI report dated March 24, 2025, on the overburdened Howrah dumpyard. Environment activist Subhas Datta was directed to assist the court as an applicant in the matter. "It is evident there is no proper handling, management, processing, and disposal of solid waste within the HMC jurisdiction, and there is flagrant violation of provisions of SWM Rules," the order said.

HMC officials met newly- appointed district magistrate (DM) Mayur Dixit on Wednesday and are now seeking legal advice from the district govt counsel. "We discussed the matter with the DM and are consulting the district govt counsel for legal advice. The sellers' bank accounts have been frozen so far. If necessary, we will move the civil court to cancel the sale deed," Haridwar municipal commissioner Nandan Kumar told TOI. DM Dixit added, "A meeting is scheduled on Friday to discuss the matter further. Action will be taken accordingly." SDM Haridwar Ajayveer Singh, a PCS officer, senior finance officer Nikita Bisht, senior personal assistant Vicky, registrar kanungo Rajesh Kumar and chief administrative officer of Haridwar tehsil Kamaldas were also suspended. The roots of the alleged scam date back to Sept 2024, when farmers from Sarai village approached HMC with a proposal to sell their land, citing its proximity to the garbage dump and unsuitability for agriculture. The proposal was swiftly approved by the then-SDM, and by Nov 2024, the land was purchased by the municipal corporation. The transaction was finalised through three separate registries, with the land sold by Jitendra Kumar, his wife Suman Devi and his brother Dhanpal Singh. Following the launch of an official inquiry in May, the administration froze the sellers' bank accounts. Dhanpal died during the probe. Investigation revealed that the use of the land was hurriedly changed from agricultural to commercial just before the sale, causing the circle rate to spike from Rs 6,000 per sqm to Rs 25,000 per sqm. This inflated price was allegedly facilitated by govt officials involved in the deal in exchange for kickbacks from farmers. Meanwhile, social activists have demanded urgent registration of an FIR in the matter. Activist JP Badoni told TOI, "The matter should be handed over to the Central Bureau of Investigation and an FIR must be registered immediately. The farmers should be questioned to identify the main conspirators behind the scam."

The district administration on Wednesday imposed a complete and immediate ban on the sale, storage, manufacture, transport, and use of firecrackers across Gurugram, in compliance with Supreme Court directions and a Haryana government directive aimed at reducing air and noise pollution in the National Capital Region. Deputy commissioner Ajay Kumar said enforcement teams have been constituted at both the district and sub-division levels. 'Strict instructions have been issued to all enforcement teams to act without delay against any violation,' Kumar said, urging public cooperation and vigilance. The action follows the Supreme Court's April 3, 2025, order in WP (C) 13029/1985 – MC Mehta v. Union of India, which imposed a year-long ban on firecrackers—including green crackers—across Delhi-NCR under Article 21 (right to a pollution-free environment). The court also directed the states of Haryana, Rajasthan, and Uttar Pradesh to enforce the ban under Section 5 of the Environment Protection Act, 1986. Aligning with the SC's ruling, Haryana had already issued its own directive on December 19, 2024, enforcing the same ban across NCR districts. The district-level enforcement committee, headed by the deputy commissioner and convened by the regional officer of the Haryana State Pollution Control Board (HSPCB), includes officials from police, fire, education, and public relations departments. These teams will monitor illegal sales, seize banned stock, dispose of it safely under the Explosives Rules, 2008 Sub-divisional teams—led by magistrates and supported by deputy commissioners of police, tehsildars, block development officers, fire officers, and education officers—will conduct rural and ground-level enforcement. All seized firecrackers must be documented and disposed of within 48 hours, with reports submitted to the DC and HSPCB, officials added. Violators face penalties under Section 15 of the Environment Protection Act (up to ₹15 lakh), BNS Section 233 (disobedience to public order), and the Explosives Act, 1884, including imprisonment. Premises may be sealed, stock confiscated, and FIRs registered, state officials said. The district committee will review enforcement monthly, officials said.

CHENNAI: The Southern Bench of National Green Tribunal (NGT) has taken suo motu cognisance of illegal building constructions violating Coastal Regulation Zone (CRZ) rules at Old Karikattukuppam beach in Chengalpattu. The tribunal issued notices to departments concerned, seeking an action taken report by June 17. Based on a report by TNIE, the bench, comprising judicial member Justice Pushpa Sathyanarayana and expert member K Satyagopal, sharply criticised the Tamil Nadu State Coastal Zone Management Authority (TNSCZMA) for failing to exercise its authority under the CRZ Notification and Environment Protection Act to curb these unauthorised constructions. Justice Sathyanarayana noted the NGT's Western Bench had ordered demolitions in a similar case. Satyagopal pointed out that the coastal management authority's current member secretary, AR Rahul Nadh, had previously served as Chengalpattu collector, where CRZ violations have persisted for years without meaningful action. In April, TNIE reported how land sharks were encroaching upon Chengalpattu's beaches, prompting the Mamallapuram Local Planning Authority to issue notices confirming CRZ violations. These notices mandated restoration of the site to its original state through demolition or alteration within 15 days of receipt. Non-compliance would lead to authorities undertaking demolition, with costs recovered from property owners, and the premises could be locked and sealed. The notices also required halting the use of the buildings within the same period.
