
New community gym in Rhymney gets planning permission
Caerphilly County Borough Council, which owned the site, later used it for storage, but in May this year agreed to a Community Asset Transfer (CAT) to the group.
Planning permission for the building's change of use has now been granted, subject to several conditions designed to limit the gym's impact on nearby homes.
These include limiting the gym operations to the applicant, JM Gym Fitness CIC, and restricting opening hours to a maximum of 8am to 10pm on weekdays, and from 8am to 4pm on weekends and bank holidays.
Senior councillors previously welcomed the plans to open the gym in the disused depot, with local authority leader Cllr Sean Morgan telling colleagues it was 'great to see a community coming together and wanting to work on behalf of the community'.
The council will also fund around £42,000 worth of site safety works.
Caerphilly Council is expanding its use of Community Asset Transfers in the hope it will encourage more groups to take over surplus or unwanted buildings, helping the local authority to save money by trimming its estate.
The planning application, which has now been approved, can be viewed on the Caerphilly County Borough Council website under reference 25/0185/COU.

McDonald's confirms plans to revamp Cross Hands restaurant
Outbuildings An application has been submitted for the demolition of three outbuildings and the construction of three similar-sized outbuildings at Brynllan, Cilycwm, Llandovery. The buildings are proposed to be on a 0.10-hectare site. They will be made with timber-cladded walls, corrugated onduline bitumen sheet roofs, and timber windows and doors. There will also be a compacted stone vehicle access and hardstanding, as well as low-energy, downward-pointing lights. Quarry works An application has been submitted for works to a quarry site at Garreg Fawr, Llanwrda. The existing/historic quarry will be developed by excavating benches into the hillside in a north-westerly direction. It is anticipated that the finished quarry level will comprise a series of up to five benches. Material sourced from the quarry will be used in the upgrade of forest roads within the Caeo forest block to facilitate the clear-up of wind-blown timber caused during Storm Darragh. The use of NRW-owned aggregate in NRW forest blocks is said to be a sustainable and cost-effective way to bring timber to market and conduct quality forest management activities. Access to the site is via the Natural Resources Wales forest road network. The proposed depth of the excavation would be 18 metres but no waste will be imported to the site. Variations of conditions An application has been submitted for the variation of conditions 9, 10, 11 and 12 on applications E/28564 and PL/09579 (two detached dwellings and garages) at land fronting 9, 11 and 13 Ceidrim Road, Garnant. The applicant wants to see the amendment of approved plans and removal of code for sustainable homes conditions. McDonald's refurbishment An application has been submitted for work at McDonald's, Heol Parc Mawr, Cross Hands. The application includes minor refurbishment of the restaurant to include a 0.86 square metre extension incorporating updated drive-thru booth windows, the redecoration of windows and doors and a replacement 2.4m high cage corral. The existing remote bin store is to be extended and finished with close board fencing. New patio furniture is to replace the existing furniture with associated works to the site. Non-material amendment An application has been submitted for a non-material amendment for work at land adjoining Fountain Road, Llannon. The non-material amendment is to S/32126 (changes to approved drawings). Extension and alterations An application has been submitted for a single-storey extension to a house and general alterations to the dwelling at The Vicarage, Talley, Llandeilo. The internal alterations will see the ground floor layout changed to include an open-plan kitchen, dining area and family lounge, a utility area, shower room, living room and lounge. Shed and fence An application has been submitted for the construction of a wooden shed and fence at Meardy Farmhouse Cottage, Talaris, Llandeilo. This will include the installation of a 1.2m high, 3-bar stock fence. The shed will provide essential storage for tools and equipment needed to maintain the property and surrounding land. The fence is intended to secure a dog and to clearly mark the boundaries, while remaining appropriate to the rural setting. The shed will be timber-clad with a felt or EPDM pitched roof and timber windows and doors. The fencing will be a 3-bar post and rail stock fence, consistent with agricultural boundary treatments in the area. Retention of stables An application has been submitted for the retention of stables at Cefn Gorwydd Farm, Cwmfferws Road, Tycroes. The site is an equine centre. Work to create the stables began on April 1, 2025, but has not been completed. The stables are made of timber walls and doors and a galvanised metal sheet roof. The building will include six stables and a storage area. A bird box will be put on the stables as part of the biodiversity enhancement measures. Measures will be taken to minimise light pollution to reduce any impact on nocturnal fauna such as bats and moths. Any lighting within the rear garden will be in accordance with the guidance provided by the Bat Conservation Trust. Appropriate ground-facing, energy-saving lighting will be used, on timers. There will be no light spillage into landscape areas such as trees and hedgerows on site will not be affected therefore allowing dark corridors to be maintained for nocturnal wildlife.

Scottish farm fumes as council gives milk contract to German dairy giant
Mossgiel Organic Dairy teamed up with the local authority back in 2021 to provide every school in the area with its organic milk. The farm in Mauchline, where Robert Burns once ploughed the fields and wrote many of his famous verses, aims to provide sustainable, organic milk while challenging the dominance of the bigger dairy companies and their negative impact on the industry. For example, it was the first dairy farm in the UK to ditch single-use plastics But, The National can now confirm that the council has decided to award the contract to Müller – a German multinational firm which is considered the largest dairy brand in the UK. Mossgiel took to social media to hit out at the move. In a statement, they claimed: 'On paper, the council saves £6500 a year. In reality, here's the rest of the bill: "Recycling costs: Single-use milk packaging could add £2000–£5000 a year to waste bills, even if they pour from bigger supermarket jugs instead of little cartons. "Jobs lost: Two full-time equivalent local roles gone; £50–55k removed from Ayrshire's economy, plus around £5k less in National Insurance contributions for public services. "Local milk value: £61,000 less per year for our farm and the co-op of organic family farms we work with." They then added: 'Best case? They save a couple of grand up front, but lose around £111,000 from the East Ayrshire economy. Worst case? No saving at all plus the loss of jobs, farm income and the circular economy on top. 'Either way, that's over £100,000 stripped out of our community every year, diesel fumes back in playgrounds, and a prayer that milk cartons actually make it into recycling instead of landfill. Oh, and profits? Straight to a German-owned company. We respect the council's decision but we don't agree with it.' In a statement to The National, East Ayrshire Council confirmed that Mossgiel Milk's bid to keep the contract was unsuccessful and that Müller will replace them. 'The Council remains committed to providing healthy nutritious school meals, and has for the past 20 years, issued fresh and organic food contracts. The contracts are designed to provide a range of produce that meets higher welfare, and health and nutritional value. The successful tenderers have committed to maintain these standards,' the council said. 'The council also has strong links through the Ayrshire Economic Forum that engages with the wider local market to promote opportunity; and there is also direct support from the council's business support team and the Supplier Development Programme, which delivers grant support and expertise to businesses exploring public sector procurement opportunities.'

Dow set to open at record high on rate-cut hopes, UnitedHealth gains
Aug 15 (Reuters) - The blue-chip Dow was on track to open at a record high on Friday, underpinned by expectations of an interest rate cut in September and gains in UnitedHealth's shares after Berkshire Hathaway raised its stake in the health insurer. Futures tracking the tech-heavy Nasdaq were slightly off as chip stocks weakened after Applied Materials (AMAT.O), opens new tab warned of weak China demand.
