UK business arrears to HMRC hit £28bn per month

Business arrears to the UK's HM Revenue and Customs (HMRC) have averaged £28bn ($37.54bn) per month, as companies face increased national insurance (NI) costs and the economic impact of US tariff hikes.
These figures, obtained by HMRC through the Freedom of Information Act, highlight the unpaid debts pursued by the tax authority in Q1 2025.
Corporation Tax debt arrears have averaged £7bn monthly, with figures reaching £7.52bn in January, £7.14bn in February, and £6.79bn in March.
Unpaid VAT liabilities have averaged £12bn per month, with £12.55bn in January, £12.58bn in February, and £11.97bn in March.
Late PAYE payments, including NI contributions, have averaged £8bn monthly, with £8.71bn in January, £8.51bn in February, and £8.16bn in March.
Basware CEO Jason Kurtz said: 'Our systems are detecting a substantial spike in invoice rejections as businesses scramble to renegotiate contracts, many shellshocked by tariff trauma of the last few weeks.
Kurtz explained: 'In response to the economic turbulence, it is likely companies are stockpiling their reserves and putting off paying tax liabilities in an effort to preserve cashflows.
'What's concerning is that economic turbulence also creates fertile ground for fraud, with businesses falling victim to payment fraud schemes including vendor impersonation, duplicate invoices, and manipulated payment details.'
Greg Watson, CEO of anti-money laundering platform Napier AI, believes that the surge in 'economic uncertainty and volatility' is fostering greater opportunities for financial crime.
Watson noted that certain companies are established solely to perpetrate financial crimes, channelling illegal funds through vulnerabilities until detection is too late.
He said: 'There needs to be increased scrutiny from institutions that are enabling businesses with financial services. Many of whom have passed rigorous due diligence checks at the time of onboarding.
'These institutions need to be doing ongoing monitoring for suspicious activity, using AI to detect anomalies. If we only catch it once the tax is overdue, we have already missed the opportunity to prevent financial crime in real-time, at its source.'
An HMRC representative concluded: 'We take a supportive approach to dealing with customers who have tax debts, working with them to find the best possible solution based on their financial circumstances.

With all key conditions met, Lancaster expects the acquisition to close imminently. Lake Cargelligo Gold Project Highlights: District-scale opportunity: 28,768 hectares in a single, contiguous claim with over 25 km of prospective strike and three primary target zones. High-grade results: Historical sampling includes results up to 204 g/t Au and 273 g/t Ag from rock chips, and up to 16m @ 5.83 g/t Au and 7.20 g/t Ag from channel sampling.1 Acquisition Terms Under the terms of the definitive agreement, Lancaster will acquire a 100% interest in the Lake Cargelligo Gold Project. The total consideration for the acquisition is payable as follows: $10,000 in cash at closing; 10,000,000 common shares with voluntary resale restrictions, released over a 24-month period in staged tranches starting four months after closing. No finders' fees are payable in connection with the acquisition. The vendors will retain a 2% net smelter returns (NSR) royalty on all mineral production. Lancaster may repurchase 1% of the NSR for $2,000,000. The remaining 1% is subject to a repurchase right at fair market value based on a discounted cash flow valuation. Lancaster must incur $400,000 in exploration expenditures within 12 months of closing as an initial work commitment. NI hike leaves hole in Wales' budget

Higher National Insurance payments for doctors, nurses and teachers has left the Welsh government with a £36m hole in its budget, according to the finance minister. Last year, the UK government increased the amount employers have to pay in National Insurance (NI) with the Welsh government, which employs tens of thousands of public sector workers, left with a £257m bill. The Finance Minister Mark Drakeford said he had added £36m from Welsh government reserves while the the Treasury provided £185m to help plug the gap. However, it still leaves £36m to find, which could come from cuts to other services, as Drakeford said the government "cannot afford to cover the entire shortfall". What is National Insurance and how is it changing? Drakeford criticises Reeves on NI rise compensation "The UK government should treat the public sector the same across the UK and make good on its pledge to fully fund these extra costs," he added. The row is the latest dispute between the Labour administrations in Cardiff and London ahead of next year's Senedd elections. First Minister Eluned Morgan said earlier this month she would "not stay silent" if Sir Keir Starmer's government takes decisions "we think will harm Welsh communities". Welsh ministers have tried and so far failed to get extra cash to cover the rise in National Insurance contributions for the public sector. Their argument has been that the normal way of working these things out - the Barnett formula - does not take into account the disproportionate size of Wales' public sector compared to England. Plaid Cymru and the Welsh Conservatives criticised the UK government decision to increase the tax in the first place and also want full compensation for Wales. Expect them to seize on this and claim Wales is being hit by a double whammy - the increase is harming both Welsh businesses and the public sector. Welsh Labour's relationship with UK Labour, and whether two Labour governments working together is better for Wales is becoming one of the main themes of next year's election campaign.
