EDSA rehab not canceled despite postponement —DOTr's Dizon

Transportation Secretary Vince Dizon on Tuesday clarified that the rehabilitation of the Epifanio de los Santos Avenue (EDSA) is not technically canceled despite its month-long postponement.
Dizon made the clarification upon the interpellation of Surigao del Sur Rep. Johnny Pimentel during the Commission on Appointments' (CA) panel meeting to consider his ad interim appointment as chief of the Department of Transportation (DOTr).

'Hindi naman po ibig sabihin canceled... Pero sabi lang talaga ng Pangulo, nakinig siya sa ating mga kababayan, for us to find a better way and a faster way,' Dizon explained.
(It doesn't mean it was canceled... But the President really just said—he listened to our countrymen—for us to find a better way and a faster way.)
According to DOTr secretary, President Ferdinand 'Bongbong' Marcos Jr. wants to expedite the rebuilding of the major thoroughfare from two years to six months.
'When he (the President) said a better way, he essentially meant a way that would be faster para hindi masyadong mahirapan ang ating mga kababayang dumadaan sa EDSA [so that it will not cause too much trouble to our countrymen passing EDSA],' he added.
The Department of Public Works and Highways is the lead agency in the EDSA rehabilitation, which was supposed to begin on June 13.
Marcos announced on Sunday the postponement of the project, saying it needs to be studied for one month to know if there are new technologies that can be used to hasten the rehabilitation of the 23.8-kilometer road.
The estimated budget for the EDSA rehabilitation which aims to modernize the major thoroughfare and make it flood-free is P8.7 billion, until the end of 2026.
Dizon said that by 2027, the DPWH estimated that the budget would total to P15 billion.
'Advanced stages na ng procurement, meron na atang mga natapos na ang procurement pero alinsunod dito sa utos ng ating Pangulo na i-pause muna at maghanap ng mas maganda at mas mabilis na paraan, eh baka kailangan is mag-adjust ang DPWH dito. But again I have to defer to DPWH on this,' he said.
(I think the procurement is already in advanced stages, some of the procurements have already been completed. But according to our President's order to suspend the project and find a better and faster way, the DPWH may need to adjust also. But again I have to defer to DPWH on this.)
The EDSA rehabilitation was supposed to pave the way for the 24-hour odd-even scheme and the waiving of toll in parts of Skyway Stage 3, among other interventions. —AOL, GMA Integrated News

The budget allocation for addressing the perennial flooding problem in the country has been trimmed in the proposed P6.793-trillion national budget for 2026 amid President Ferdinand 'Bongbong' Marcos Jr.'s scrutiny of flood control projects. 'For the flood control projects, what we have for the 2026 National Expenditure Program… the total is P274.926 billion,' Budget Secretary Amenah Pangandaman said at a press conference following the turnover of the 2026 NEP to the House of Representatives on Wednesday. The amount was divided between the Department of Public Works (DPWH, which will receive the bulk of the allocation at P272.333 billion, and the Metro Manila Development Authority (MMDA) with P2.593 billion. The proposed P274.9-billion allocation for flood control projects was lower compared with the about P350-billion earmarked in the 2025 General Appropriations Act (GAA). Pangandaman said the approved amount for flood control projects was proposed by the two agencies. The Budget chief further added that the flood control projects proposed by the DPWH and MMA had "proper planning and corresponding FS (feasibility studies) and studies." Pangandaman said the flood control projects may be expected to be completed and put up in the proper places. Marcos flagged a total of 6,021 projects amounting to more than P350 billion that did "not specify the exact type of flood control structures built, repaired, or rehabilitated.' The President also revealed that 20% of the total P545 billion budget of flood control projects for 2022 to 2025 was awarded to only 15 contractors. –NB, GMA Integrated News

Students, senior citizens, and persons with disabilities (PWDs) no longer need to fill out forms to avail of the 50% fare discount on the Metro Rail Transit Line (MRT) Line 3 and Light Rail Transit (LRT) Lines 1 and 2. Transportation Secretary Vince Dizon said Wednesday the Department of Transportation (DOTr) junked the form requirement to eliminate unnecessary delays and inconvenience for commuters. "Sinilip ko kanina 'yung estudyanteng nag-fill out ng form, inabot ng kulang-kulang one hanggang one minute 30 seconds para lang sa form. Sayang 'yung oras ng estudyante at ng ibang pasahero," Dizon said during an onsite inspection. (I saw a student earlier filling out the form—it took almost 1 to 1 minute and 30 seconds to get that done. It's a waste of time for the student and other passengers.) Dizon said the DOTr will work with the Commission on Audit (COA) to digitize the process of information gathering for fare discounts. "Tinutulak ng Pangulo ang digitalization, dapat makabago na ang pagkuha ng ganitong simpleng requirement. Progressive naman si COA Chairman [Gamaliel] Cordoba kaya alam natin isusulong niya rin ito," he added. (The President is pushing for digitalization. We should modernize how we collect such simple requirements. COA Chairman Cordoba is progressive, so we know he will also push for this.) In a related development, Dizon said personalized student beep cards granting automatic 50% fare discounts in Metro Manila's rail lines will be available beginning September. The white, personalized beep cards will bear the student's name. These will be valid for one year and may be renewed every school year. Students simply need to visit any MRT-3, LRT-1, or LRT-2 station starting next month, present their school ID, and have their personalized card printed on the spot. "It is our position that we should not discuss the 2026 proposed budget unless the mysteries of the current budget are resolved," Deputy Speaker Ronaldo Puno said of his National Unity Party in a press conference on Tuesday, Aug. 12, 2025. Members of Congress's Bicameral Conference Committee should reveal who initiated the realignment of P74 billion worth of government subsidy in the 2025 national budget, leaving PhilHealth with zero subsidy for this year. House Deputy Speaker Ronaldo Puno of Antipolo made the statement in the aftermath of Senator Panfilo Lacson's statement that PhilHealth should not have been allocated zero subsidy for the 2025 budget. 'I agree with Senator Lacson that what happened was wrong. But for me, since it is the budget season, our party, the National Unity Party, it is our position that we should not discuss the 2026 proposed budget unless the mysteries of the current budget are resolved,' Puno said in a press conference. Puno then said it is important to note that the House-approved version of the 2025 budget kept the P74 billion subsidy for PhilHealth intact and as such, the chamber should not be blamed for the removal of the billions worth of subsidy. 'The House-approved version of the 2025 budget, and you can see it on the record, the PhilHealth budget [subsidy] was intact. The proposed Education budget was also intact. That is what was sent to the Senate,' Puno said. 'Now, the final budget removed the PhilHealth subsidy, reduced the Education budget, and the Public Works budget scored an increase. Sinong nagpalit nun? Paano nangyari yun? Sino talaga ang nagtanggal? Paano natanggal yung PhilHealth [subsidy] budget? Kasi alam ko, hindi dito sa House of Representatives 'yun,' Puno added. (Who made such changes? How did it happen? Who removed the PhilHeath subsidy budget? Because that is not an initiative of the House.) Puno then said the people behind the decrease in education budget and consequent increase in the budget for the Department of Public Works and Highways (DPWH). 'Gusto rin natin lahat malaman ito. Sino ba ang nakinabang dito sa pagpalit lahat nito? Sino ang nakinabang sa pagdagdag ng DPWH budget? [We all want to know this. Who benefited from the transfer? Who benefited from the increase in the DPWH's budget?] Because the additional budget for DPWH came from the cuts on DepEd budget and the PhilHealth subsidy,' Puno said. 'Is there truth to Senator Tito Sotto's statement that Senators and Senate leaders benefited from these budget realignments? We want to know because the House is being blamed for what happened in the budget when it should not be the case,' Puno added.
