Richmond's zero-fare bus funding could run out soon

During fiscal year 2024, almost 11 million riders rode the bus in Richmond, or used paratransit, or LINK Microtransit services, according to the Greater Richmond Transit Company, an increase of 14% percent over last year. That boost is almost certainly due to GRTC's zero-fare program that has allowed people to catch rides for free.
But the program, which started during the pandemic, may be eliminated this summer, if a funding gap isn't closed.
To spur corporations and the public into action, the non-profit advocacy group RVA Rapid Transit released a report last week at the University of Richmond's Queally Center.
Called, 'Free to Move: The Role of Zero-Fare Transit in Advancing Health and Justice in Richmond,' the report breaks down the history of zero-fare, the demographics of riders and how the funding gap could damage ridership.
Faith Walker, executive director of RVA Rapid Transit, said her group spoke to 100 bus riders about how zero fare transit plays a critical role in their lives. Their report shows a funding need of $6.8 million for next year.
'The report clearly outlines the impact of fare free public transit, connecting individuals to jobs, health care, education, and essential services,' she said, 'while contributing to reduced carbon emissions and more sustainable urban development. The need for accessible transit is urgent and we must act now to sustain and expand this vital service.'
The need Walker spoke of is a daily reality for Aqiyla McMillan, who has been riding the bus for more than a year, after her car broke down and an injury also sidelined her from driving.
'I had a surgery, so I had to start getting around, getting to doctor's appointments, getting to physical therapy, getting the kids to school,' said McMillan. 'So I got on the bus one day thinking I had to pay and they were like, 'Oh, no, the bus is free.''
McMillan said not having to pay for the bus on a regular basis has been a lifesaver.
'I would have never been able to do that if there was fare on the bus,' she said.
The transit service gets funding from a variety of sources, including state and federal grants. Separate funding injections come from nearby localities and from the Central Virginia Transit Authority. But these funding sources help cover GRTC's entire budget, not just the zero-fare program, according to spokesperson Ashley Potter.
A state grant of $8 million from the Virginia Department of Rail & Public Transportation (DRPT) called the Transit Ridership Incentive Program (TRIP) launched GRTC's zero-fare ridership at the end of 2021. The purpose was to study and implement zero-fare service for a limited time, according to GRTC. Over a three year period, the funding would dwindle to zero.
The net cost for the zero- fare program for that time period was $20.4 million, according to Mass Transit, a trade publication. That's after removing $1.2 million for fare collection costs.
With the $8 million TRIP grant in place, other funding sources had to come forward to make the $20 million mark. So Virginia Commonwealth University stepped up to contribute $3.8 million, and GRTC ponied up $8.56 million in funds. The city of Richmond also contributed some funds.
Knowing the DRPT grant was set to expire, GRTC launched a Transit Access Partnership program in 2023 to seek out other corporate sponsors and individuals to help sustain zero-fare ridership.
'Our focus for zero-fare and our TAP program has been at the forefront of what we've been doing over the last couple of months,' said Sheryl Adams, GRTC's chief executive officer. 'So, with the TAP program anyone can contribute. If you're an organization, you can do a tax write-off through our 501C, which is Ride Finders.'
Torres said to help keep the program afloat, GRTC has also been seeking a variety of new sources.
'We have kind of gone after several paths to keep it sustained for the next year,' said Torres. 'We've applied for a congestion mitigation air quality grant and that's $2 million.'
New revenue from an expanded advertising program will also help with zero-fare funding, said Torres, who hopes to get up to two million dollars from it.
'We worked with the city and they did a franchise agreement, which now allows us to do advertising basically in any right of way, so not just at the pole stations, but at bus stops, shelters, poles, benches. We've also expanded the ability to advertise on our vehicles,' she said.
Adrienne Torres, the bus company's chief of staff, said they've also been looking through their budget to see where else they can help with funds for the program.'We feel like we're pretty close. Like I said, we have zero-fare in there for this year, but we still need to continue to have support for it,' she said. 'Our grant applications are still pending. So hopefully we'll know for sure in the next month or two where we are. Our budget's going to go to the board in May. We have a strategy and a plan that hopefully will come to fruition for FY2026.'
Walker hopes her group's new report on zero fare encourages everyone, from the members of the public to those with legislative power, to do all they can to help keep the service running.
'I am calling on elected officials, employers, transit riders, environmentalists and everyday Richmonders to support the future of zero-fare transit through the GRTC Transit Access Partnership Program and their advertisement program,' said Walker. 'It's time to champion tap funding and ensure continued support for zero fare transit services.'

Cops, service providers increasing presence on St. Paul's University Ave, Green Line
Law enforcement will have a more visible presence along St. Paul's University Avenue and the Green Line, and service providers will be guiding people to resources including addiction treatment and housing services, Metro Transit police announced Wednesday. A new initiative, Safe and Strong University Avenue, will bring together law enforcement, service providers and prosecutors. It's planned to last until at least the end of summer and may be extended. Metro Transit police, St. Paul police and the Ramsey County sheriff's office 'will conduct high visibility, coordinated enforcement operations on the Green Line corridor based on precise data … from our crime intelligence team,' said Joe Dotseth, interim Metro Transit police chief, at a Wednesday press conference near University and Snelling avenues. Metro Transit is 'developing dedicated police beats in this area, a proven approach that reduces crime and builds public trust through consistent officer presence,' including a Hamline-Midway beat, Dotseth added. They also have the Transit Response Unit, which is out on the system to deal with serious crime. The most serious crimes were up slightly on the Metro Transit system in the first quarter of this year, compared to last year, but down from two years ago. In the categories of robbery, assault, homicide, sex offense, theft from person, motor vehicle and burglary, there were 211 reports in the first quarter of this year (there were no homicides), compared with 200 in the same period last year and 291 in the first quarter of 2023, according to Metro Transit statistics. Safe and Strong University Avenue builds on Metro Transit's ongoing work to expand official presence on transit, which goes beyond police and includes community service officers and TRIP agents (Transit Rider Investment Program), Doseth said. 'This is not solely about enforcement,' he said. 'While serious criminal behavior will result in arrest, our collaborative approach prioritizes connecting people with services whenever possible.' Responders from St. Paul-Ramsey County Public Health are working alongside the Metro Transit's Homeless Action Team 'to bring a public health approach to concerns that arise on public transit,' said Gloria Reyes, deputy Ramsey County manager of the Safety and Justice Service Team. Public health responders provide Narcan, along with referrals for services. Ramsey County's mental health response teams are also supporting people 'in emotional distress, helping stabilize situations and guiding people to long term care,' Reyes said. 'People who are struggling, people who are causing a disturbance, … there's law enforcement there, but there's also an opportunity for us to get to the root causes of what's occurring on the Metro Green Line,' Reyes said. '… We are seeing a public health crisis, and we need to bring our public health crisis workers out into the field.' Ramsey County Attorney John Choi said they've been meeting with Metro Transit police, St. Paul's police and Office of Neighborhood Safety, along with the Ramsey County sheriff's office. 'The light rail system truly belongs to the people,' he said. 'And we've had some challenges over the past few years. We're starting to see some better outcomes, but we know that we need to do more.' Since August, the Ramsey County Attorney's Office has been asking law enforcement agencies that present cases for charging consideration to designate which ones happened in the University Avenue/Green Line corridor. There have been 111 cases in the corridor presented since August and the county attorney's office has charged more than 80 percent of them. 'What we are asking for is better investigation on those cases and more information so that we can take the appropriate steps in the court system,' Choi said. That's led to prosecutors asking judges to issue orders to stay away from transit or geographic areas in some instances, and also to efforts to 'address the underlying reasons of their justice involvement, which oftentimes is mental health related or addiction related,' he added. For violent offenses, Choi said his office still seeks prison time or the recommendation under state sentencing guidelines, but many of the cases that emerge from the area are misdemeanor or gross misdemeanor level. 'We're aggressively targeting quality-of-life violations that diminish the riders' experience,' Doseth said, which could include smoking on the train or people acting in a disorderly way. 'Serious crimes on the system remain consistently low.' In a fall survey, more than 40% of respondents said the system felt safer than it did six months ago, in part due to increased presence, Metro Transit said.

Medicaid Matters Forum expresses concerns over potential spending cuts
RICHLAND, Pa. (WTAJ)– With potential cuts coming to several federally funded programs, concerned citizens gathered at the John P. Murtha Center at the Pitt-Johnstown campus to discuss what impacts cuts to Medicaid could have on their communities. The newly formed group 'Locals For Good' hosted the forum. The group describes itself as a non-partisan advocacy outlet for residents in Cambria and Somerset Counties. During the meeting a panel of experts took questions from those in attendance and gave statistics on what they say could make an already poor healthcare access situation worse. 'It's not just one thing and there's so much disinformation out there about what it actually does and what it actually means to people,' A member of Locals For Good, John Holsopple, said. 'It impacts not just the health of this region, where you have the potential for the uninsured rate to double if cuts are made at least.' The group claims that major cuts to Medicaid are the only feasible way for the federal budget to meet the House budget recommendation of $880 billion or more in spending cuts. Jeannine McMillan, the executive director of the Center for Population Health, was a panelist for the forum and started it with a PowerPoint explaining how much Medicaid is used in Somerset and Cambria Counties. 'In Cambria County, about 27% of the population relies on Medicaid coverage for their healthcare benefits,' McMillan said. 'It's about 22% in Somerset County. It's a significant portion of our population that relies on that. It really is a life or death situation for many individuals in our community that they have that continued coverage.' McMillan said that it is important to consider which demographics would be impacted the most, as both counties have higher averages for aging populations and poverty rates compared to state and national. 'Our most vulnerable residents rely on Medicaid, so folks that are socio-economically compromised, our elderly, our youngest members of our community are the ones that really rely on this coverage,' McMillan said. Measles Or A Cold? How To Tell Them Apart As Cases Expected To Rise
When you think of measles, the first symptom that probably comes to mind is that distinctive full-body rash. But there's another sign that can flag the highly contagious virus before it reaches the rash stage which is lesser-known, yet just as important – and that's Koplik spots. Superdrug's pharmacy superintendent Niamh McMillan said the white spots are found inside the mouth on the inner lining of the cheek. They might also then move onto the back of the lips a few days later. 'Not everyone with measles will have these spots, which usually last for a few days,' McMillan added. Data on measles cases in Europe over the past year shows a 'considerable rise' in cases compared to the year before, according to the European Centre for Disease Prevention and Control (ECDC). 'This indicates that the virus is circulating in the region and the number of cases will probably increase during the spring of 2025,' it said. The US is also facing an outbreak of the virus which has infected almost 500 people in the state of Texas and has reportedly caused the deaths of two children. There have been 151 cases of measles detected in England since January 2025, according to UKHSA data last updated on 13 March (almost a month ago). Cases were most prevalent in London, the South West and Yorkshire and Humber. 'Measles typically begins with cold-like symptoms, which can make it difficult to distinguish from other common illnesses,' said McMillan. The symptoms typically include: a high temperature runny or blocked nose sneezing a cough red, sore, watery eyes. One symptom that might appear and can help distinguish the virus from a cold is the appearance of Koplik spots, as mentioned above. And then there's the distinctive rash which can show up a number of days later. This is the 'most typical symptom of measles, which usually starts on the face and spreads to the rest of the body', said McMillan. 'It usually appears three to five days after first signs of symptoms and lasts for several days. The rash can be flat or slightly raised and join together into larger patches.' According to the NHS, the rash can look brown or red on white skin and may be harder to see on brown and black skin. If you suspect your child has measles, the NHS advises to call for an urgent GP appointment or to speak to NHS 111. As measles is highly contagious it's best to call your GP first as they may request a telephone appointment to avoid spreading the virus to other people. If your child is diagnosed, they should stay off nursery or school for at least four days from when the rash shows up. Having two doses of the measles, mumps and rubella (MMR) vaccine is 'the safest and most effective way to protect against this highly contagious disease', according to the ECDC. The vaccine is suitable for both adults and children. Unfortunately measles can cause a range of complications from pneumonia to encephalitis and blindness. Adults, pregnant women, immunocompromised people, chronically ill people, malnourished children and infants can end up experiencing more severe complications of measles if they catch it.
