BMC hikes property tax after decade, by up to 15%

Mumbai: After almost a decade, BMC increased property tax rates by up to 15% in bills raised for over 9 lakh properties for 2025-26. The bills were raised this month, reports Richa Pinto.
"There is a maximum 15% increase, but it could be less depending on the ready reckoner rate of that locality," said an official. RR rates determine property valuations for stamp duty and taxation. A civic official said the recent rise in RR rates was factored in while increasing the tax.
However, around 3.6 lakh residential properties properties which measure under 500 sq ft (carpet area) remain exempted from property tax, as per a 2017 state directive.
With BMC increasing property tax rates by up to 15%, a residential unit with a tax of Rs 10,000 will now have to pay Rs 11,500. Residents, however, argue that the hike is significantly higher in certain areas than the 15% figure claimed by BMC. A flat owner in Andheri West, who was billed 29,211 last year, has received a bill of 36,898 for 2025-26, an increase of nearly 26%.
Similarly, a Bandra West resident said his property tax bill has jumped from around 1.10 lakh last year to 1.36 lakh this year, marking a 23% rise.

The last hike in property taxes occurred in 2015-16. BMC was supposed to revise rates in 2020, as per the norm of a review every five years. However, due to the pandemic, the decision was stalled. Subsequent political developments in the state put the move on the backburner. In 2024, the corporation stated that 2025 would mark the completion of a full five-year cycle, making it a more appropriate time to revise rates.
With govt increasing ready reckoner rates in March 2025 by an average 3.39%, thus impacting property valuations, the hike in taxes was seen coming soon.
However, BMC has not revised its property tax collection target of 5,200 crore for 2025-26, despite the hike in rates, officials said. Impact of the increase is yet to be assessed, they said.
Former Bandra West corporator Asif Zakaria said the hike was "alarming,", especially coming at a time when BMC has been functioning without elected representatives for the past three years. Zakaria said implementation of a new system based on the capital value of the property has still not been resolved for assessing property tax.
"This is an issue that continues to burden Mumbaikars unjustly despite multiple clear directives from the courts. No corrective action has been taken, to amend new rules 20, 21, 22 as directed by the Supreme Court and High Court. This correction itself is expected to reduce property tax bills by 40% for 2010 onwards till 2024–25," he said.
Mumbai North Central MP Varsha Gaikwad accused the BJP-led state govt of inflicting another financial blow on Mumbaikars – "a brutal 13-20% hike in property tax, in clear violation of Supreme Court directives." "Without revising the Capital Value rules – as ordered by the SC—and without reassessing taxpayers, the state-controlled BMC has started processing new property tax bills…,'' she added.

The post begins with the techie saying that he joined the company as a fresher in 2022 on a CTC of Rs 8.5 lakh. 'From day one, the environment felt toxic and manipulative — you could clearly sense the unhealthy hierarchy and how everyone in tech was focused on pleasing a particular senior person rather than doing meaningful work," he said. In the 2024 appraisal cycle, the employee listed his achievements. He said that most of the management appreciated his work, but 'that one influential person didn't". The user said that this was because he was not one of those trying to please that person constantly. The employee resigned in April 2024, but was retained with the promise of being given a 55% hike one year later, that is in April 2025. This was only a verbal agreement with no written record. During the 2025 appraisal cycle, he got only a 37% hike instead of 55% as promised. However, this was not the reason for his resignation. The user explains the backdrop by stating that he got engaged in December 2024, married in February 2025, and lost his father in April 2025. During the appraisal, he had a one-on-one meeting with his team lead, who said, 'You should have resigned around your wedding, do you even realize how much your marriage delayed the work? Because of your father's situation and the leave you took, my timeline commitment couldn't be fulfilled." This stunned the techie. 'That was the final straw for me. I looked at him and said very calmly, 'Please watch what you're saying and think before you speak. Choose your next words carefully,'" he said. Finally, the employee resigned on June 3 without a job offer. 'I'm honestly unsure whether this was the right call — the job market is tough, and I'm not fully prepared for interviews yet," the user posted. The post saw several reactions on Reddit. 'Name and shame the company so that others don't have to go through what you went through," said one user. 'I know how it is to be under a toxic person. Under Section 55 there used to be one hour rest for five hours (work) now that has been changed to six hours," said Parthasarathy recently, elaborating on the decisions made by the cabinet to amend labour Parthasarathy noted that overtime was allowed only up to 75 hours which now has been extended up to 144 hours per quarter."Because of this (amendments to labour laws), investors in factories will (come to our state). These labour rules will be favourable for labourers and they will come to invest more. Globalisation is happening in every state. These amendments were brought to implement global rules," said the minister observed that the cabinet has also relaxed night shift rules to enable more women to work in the night to the I&PR Minister, women were not allowed to work in the night shifts earlier but now they can work with safeguards such as consent, transport facility, security and said the workplace of women during night shifts should be fully illuminated."When you work extra, income will increase. By these rules women can work in the formal sector. They empower women economically and promote gender inclusion and industrial growth. Also contribute to women's empowerment," he K Ramakrishna, State Secretary of CPI, opposed the NDA alliance government's stand on labour laws amendments. He alleged that the Central and state governments are working against the interests of workers."For the past 11 years, the Modi government has repeatedly taken measures that infringe upon workers' rights in India," Ramakrishan told PTI on oppose these rules, he said trade unions have decided to protest on July 9 all over India, adding that all sections will participate in this protest he observed that the NDA governments both at the Centre and in the state are pursuing 'anti-worker policies'.

By 2025, the sector is expected to see a 60% rise in gig worker hiring , fuelled by the rising need for faster deliveries. This expansion is expected to create 15 to 18 new jobs per Rs 1 crore of monthly GMV, with about five jobs coming purely from increased demand. These roles will mainly be in last-mile delivery, warehouse management, and operations — the areas where job growth is most closely linked to order volume.
