Meeting between Minister for Foreign Affairs IWAYA and Chief Minister SENGEH of Sierra Leone
At the outset, Minister IWAYA expressed his respect for Sierra Leone, a non-permanent member of the UN Security Council, and stated his desire to further strengthen cooperation with Sierra Leone, which assumed the chairmanship of the Economic Community of West African States (ECOWAS) this June, for regional peace and stability. In response, Chief Minister Sengeh expressed his high appreciation for Japan's efforts in TICAD to date and his desire to further strengthen bilateral relations and cooperation in the international arena.
Following that, Minister IWAYA stated Japan's intention to contribute to strengthening Sierra Leone's food security and to enhance economic relations with Sierra Leone, which boasts natural good ports and abundant mineral resources. In response, Chief Minister Sengeh expressed his gratitude for Japan's continued support and stated his desire to continue close cooperation between the two countries in promoting further investment by Japanese companies in fields such as minerals and agriculture, in expanding people-to-people exchanges, and in contributing to peace and stability in the region and the international community.
The both sides also concurred in further strengthening cooperation in responding to various regional and international challenges, such as policies towards North Korea including the nuclear and missile issues as well as the abductions issue, and the United Nations Security Council reform.

Minister of Planning, Economic Development, and International Cooperation Discusses Opportunities for Joint Cooperation with the Rector of the United Nations University (UNU)
H.E. Dr. Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, met with Professor Tshilidzi Marwala, Rector of the United Nations University, to discuss opportunities for joint cooperation between the two sides. This was during the activities of the Tokyo International Conference on African Development (TICAD 9), in which Egypt is participating with a high-level delegation headed by H.E. Dr. Mostafa Madbouly, Prime Minister, on behalf of H.E. President Abdel Fattah El-Sisi, President of the Arab Republic of Egypt. During the meeting, the two sides explored avenues of collaboration within the framework of the pivotal role played by the United Nations University, established in 1975, in building bridges between academic institutions across continents and advancing scientific research to achieve sustainable development, particularly in the Global South. In this context, the Minister of Planning, Economic Development, and International Cooperation underscored the importance of the Tokyo International Conference on African Development, which paves the way for broader areas of cooperation and partnership between Japan and African countries, as well as regional and international organizations. Dr. Al-Mashat affirmed the government's keenness to strengthen partnerships and cooperation with United Nations organizations and international institutions in order to advance efforts to achieve sustainable development. At the same time, H.E. pointed to the national efforts to localise technology, develop a strategy for artificial intelligence and launch a national council for artificial intelligence in order to keep pace with developments in these technologies, which have become a necessary factor for achieving development in various fields. The Minister of Planning, Economic Development, and International Cooperation welcomed the prospect of cooperation and partnership with the United Nations University to build upon the strong and longstanding partnership between Egypt and the United Nations, as Egypt is a founding member of the UN system. For his part, Professor Tshilidzi Marwala, Rector of the United Nations University, emphasized the University's keenness to continuing and strengthening cooperation with the Egyptian government to support its efforts in the areas of digital transformation, artificial intelligence, human capital development, and other fields that contribute to the achievement of sustainable development. It is worth noting that Japan is one of Egypt's most significant Asian development partners. The cooperation portfolio currently includes about 18 development projects in support of the government's plan to achieve sustainable economic development goals. The cooperation portfolio between Egypt and Japan is in line with Egypt's Vision 2030, the government's action programme (2024-2027), and the priorities of Japanese funding policies. The total technical support and grants provided by Japan amounted to about $2.4 billion, in addition to development funds amounting to about $7.2 billion, in the fields of renewable energy, electricity, transport, civil aviation, antiquities, irrigation, education and health, and budget support. Israeli citizen released from Lebanon after a year in detention
An Israeli citizen held in Lebanon for around a year has been returned to Israel with help from the International Red Cross after months of negotiation. A Lebanese security source confirmed the release to The National but gave no further details. The office of the Israeli Prime Minister Benjamin Netanyahu announced on Thursday that the man, identified as Saleh Abu Hussein, 'was transferred to Israel via the Ras Al Naqoura crossing by Lebanese authorities', according to the statement. Little is publicly known about Mr Abu Hussein aside from what has been reported in Israeli media. He is a resident of Rumana, an Arab village in northern Israel, near Nazareth, and was reported missing by his family in February, though he had disappeared in July last year. Residents told the Israeli daily Haaretz that he suffers from mental health problems. Relatives did not immediately notify authorities of his disappearance because he was accustomed to leaving for long periods of time due to his work, Haaretz reported. They only learnt of his detention in Lebanon on the day of his release. Israeli officials said that no Lebanese prisoners were released in exchange for him. The Israeli Broadcasting Authority quoted Israeli security sources as saying that 'the circumstances of his arrest are being investigated, and no one has been released in exchange for him'. Israeli Army Radio added that 'after an interrogation and initial medical examination, the citizen was transferred by the Israeli army for comprehensive tests at the hospital, after which he will meet his family', and that 'the circumstances of the incident are still under investigation by security forces'. Lebanese media, quoting security officials, said a judicial order enabled his release. He was handed over to Lebanese General Security and then to the Red Cross before crossing into Israel. Lebanon and Israel have been in a state of war since 1948. Lebanese citizens cannot legally enter Israel under Lebanese law, and Israelis cannot enter Lebanon under Israeli law.

Seychelles: Minister Sylvestre Radegonde addresses Plenary Session on Peace and Stability at the 9th edition of the Tokyo International Conference on African Development Summit (TICAD)
The 9th edition of the Tokyo International Conference on African Development Summit (TICAD9) is taking place in Yokohama, Japan from 20th to 22nd August under the theme 'Co-Create Innovative Solutions with Africa'. During the first day of the Summit, Minister Sylvestre Radegonde addressed the plenary session on Peace and Stability. He stated that this year's theme calls for deeper, more balanced, and forward-looking partnerships and in the context of the TICAD summit, he called for more enhanced cooperation between Africa and Japan, a partnership anchored in mutual respect and a shared commitment to peace, security, and development. Highlighting the importance Seychelles places on Maritime Security, Minister Radegonde also pointed out that 'Africa's extensive maritime domain faces a growing array of transnational threats. From piracy, arms and drug trafficking, and illegal fishing, to human smuggling and emerging cyber risks, these challenges transcend national boundaries. They demand regional coordination, shared responsibility, and strong multilateral cooperation.' He placed particular emphasis on fragility of Maritime trade in the region referring to the recent conflict in the Red Sea which led to the 'rerouting of vessels away from the Suez Canal and disrupted African ports and supply chains, underscoring the urgent need to strengthen the resilience and security of maritime corridors.' Minister Radegonde also mentioned the increasing importance of other domains of security such as Cybersecurity and called for collective efforts to 'build cyber resilience, uphold digital sovereignty, and encourage the responsible and ethical use of such emerging technologies.' Minister Radegonde commended Japan's long-standing commitment and financial assistance to maritime security in Africa. He stated that 'through the technical support provided to the UNODC Global Maritime Crime Programme by the Japanese Government, has helped enhance law enforcement capabilities, strengthen institutional resilience, and improve operational coordination across coastal states.'
