Rizwan Ali alias Abu Salma alias Mola is the 11th wanted accused and a key conspirator in the ISIS Pune sleeper-module case, they said.
He was arrested from Lucknow.
As part of an anti-India conspiracy of the ISIS, which is also known by various other names, Ali had played an active role in the reconnaissance of various locations that could be used as terrorist hideouts, a statement issued by the NIA said.
He was also involved in conducting firing classes and training in the fabrication of improvised explosive devices , according to NIA investigations in the case.
A reward of ₹3 lakh was announced for information leading to his capture.
A standing non-bailable warrant was also issued against Ali, who was allegedly actively involved in promoting the terrorist activities of the designated foreign terror outfit, the statement said.
Along with the 10 other accused already arrested and in judicial custody, Ali had conspired to commit a series of terror acts to destabilise the country and spread communal disharmony, the probe agency said.
Besides Ali, the other arrested sleeper-cell members have been identified as Mohammed Imran Khan, Mohammed Yunus Saki, Abdul Kadir Pathan, Simab Nasiruddin Kazi, Zulfikar Ali Barodawala, Shamil Nachan, Akif Nachan, Shahnawaz Alam, Abdullah Faiyaz Shaikh and Talha Khan.
All the accused have been chargesheeted by the NIA under various sections of the Unlawful Activities Act, Explosive Substances Act, Arms Act and Indian Penal Code.
The NIA is continuing with its probe in the case as part of its efforts to scuttle the ISIS/IS conspiracy to establish Islamic rule in the country through violence and terror, by waging a war against the government of India, the statement said.

On August 12, intelligence inputs suggested that top Maoist leaders and various squad commanders, identified as Ravi Sardar, Jaikant, Arun, Sandeep, Shiva, Rishibh, Upton, Sanat, Amit Munda, and Bhuneshwar alias Saluka Kayam Somwari had gathered in Kolhan to execute a 'major incident' ahead of Independence Day. Acting on the input, a joint operation was launched by Chaibasa Police and CoBRA 209 battalion. Around 6 am on Wednesday, the forces came under fire in the hilly and forested areas near Dugunia, Posaeta, and Tumbagada under Goilkera police station limits, officials said. The security personnel retaliated, forcing the Maoist squad to retreat into the dense jungle. During the subsequent search, the body of a male Maoist was recovered along with an SLR rifle, cartridges, and other daily-use items, officials said. According to the police, Arun had a long criminal history, including involvement in multiple murders, kidnappings, attacks on security forces, extortion, and offences under the Arms Act, and Unlawful Activities (Prevention) Act across Goilkera, Sonua, and Tonto police station areas. The recovered weapon and materials have been seized, and further action is being taken in line with the National Human Rights Commission's SOPs, police said, adding that the anti-Maoist operation in the region is still ongoing.

Mr Jaishankar's visit is part of the preparatory consultation for the next Russia-India annual summit for which President Vladimir Putin is expected to visit India later this year. The meeting between Mr Jaishankar and Mr Lavrov comes days after National Security Adviser Ajit Doval visited Russia where he met his counterpart Sergey Shoigu and had a special audience with President Putin. Soon thereafter, President Putin and Prime Minister Modi had a telephonic conversation on Friday that Mr Modi described as 'detailed'. India is yet to officially announce the visit of Chinese Foreign Minister Wang Yi though sources indicated that it is being scheduled ahead of Mr Jaishankar's visit to Moscow. Sources said that the visit is understandably aimed at continuing high level discussion on the India-China border issue and Wang Yi will meet National Security Adviser Ajit Doval and others during his visit. The India-China interaction will be keenly watched as it is being planned three months after Operation Sindoor when India fought a brief war with Pakistan. Lt General Rahul R Singh, Deputy Chief of Army Staff said in July that China provided 'live inputs' to Pakistan during the conflict. On August 11, Prime Modi held a telephone conversation with Ukraine's President Volodymyr Zelenskyy and emphasised the need for a 'peaceful settlement' of the conflict. In the backdrop of President Donald Trump's imposition of tariffs on India for purchase of Russian oil, India has carried out a number of consultations with partners and stakeholders. Prime Minister Modi has spoken on phone with Brazil's President Lula Da Silva. On August 12, Mr Modi spoke with President Savkat Mirziyoyev of Uzbekistan when the two leaders discussed connectivity and transit projects including the International North-South Corridor that aims to ease overland transport to Russia.

'There have been many interesting experiences in life, but I never got the chance to have tea with 'dead people'. For this unique experience, thank you, Election Commission!' Mr. Gandhi said. Taking the fight to ground zero, Congress general secretary (organisation) K.C. Venugopal met the INDIA bloc leaders in Sasaram to assess the preparation for the yatra to be led by Mr. Gandhi.
