Nationwide SIR set to roll out soon; CEOs publish previous revision data

New Delhi: The Election Commission of India (ECI) is working on a possible nationwide rollout of Bihar-like Special Intensive Revision (SIR) starting from August, ET has gathered.It is learnt that chief electoral officers across states have been informally sounded out on the upcoming SIR and the need to start preparing for the same. The first moves have already been made, ET has learnt. Several CEOs have begun publishing (on their website) the electoral roll of the year when the last intensive revision was conducted in a state/Union Territory. For instance, the Delhi CEO website now hosts the 2008 electoral roll - 2008 was the last time the national capital saw an intensive revision.Uttarakhand, on the other hand, has put out the 2006 electoral roll, drawn up after the intensive revision that year. It is expected that this will serve as a cutoff for electoral roll revision as is the case in Bihar where the 2003 electoral roll is being used as the base to validate elector details. Most states underwent their last intensive electoral roll revision between 2002-2004. "There is informal signalling that SIR may happen soon. In view of the ongoing SIR in Bihar, it is felt that it is best to put out the electoral roll from the last such intensive revision immediately so that electors can conveniently check their name on the list," a senior poll official from a state government told ET on the condition of anonymity. Alongside, several state CEOs have also begun the process of recruiting and training Booth Level Officers for SIR. The format is expected to be similar to the one in Bihar, complete with a pre-printed enumeration form, similar categories of electors - born before 1987, until 2004 and after 2004.The move is in keeping with the ECI's June 24 announcement of SIR in Bihar. The ECI order clearly stated that the poll panel has decided to begin the SIR "in the entire country for the discharge of its constitutional mandate to protect the integrity of the electoral rolls." It added that the schedule for SIR for the rest of the country would be the one issued separately in due course.ET has learnt that the ECI had been mulling a major SIR launch across most states starting from the first week of August. However, a final schedule is still being worked out and may be affected as per leanings from Bihar as well as the ongoing debate on the issue.

New Delhi [India], July 14 (ANI): BJP MP Rajiv Pratap Rudy on Monday backed the Election Commission of India on special intensive revision (SIR) of electoral rolls in Bihar, saying it is the responsibility of the poll body to remove any 'Bangladeshi or Pakistani' from the voter list. Speaking with ANI, Rajiv Pratap Rudy said, 'If there is any Bangladeshi or someone from Myanmar or Pakistan or any other country in Bihar's voter list. it is the responsibility of the Election Commission. The Commission is removing such voters. I believe this process is constitutional.' He also criticised the INDIA bloc for their opposition to the SIR of electoral rolls, questioning if 'they are worried because their votes will be cut? It would be better if they answered these questions.' 'Nowadays, political parties are strongly opposing it. Should I assume that the voters of our Bihar political parties are only from Bangladesh and Myanmar, and they are worried because their votes will be cut? It would be better if they answered these questions, ' he said. Earlier in the day, Independent MP from Purnea, Pappu Yadav, criticised the Election Commission of India, calling it 'Dhritrashtra' over their decision to revise electoral rolls in Bihar, and accused them of 'not respecting' the Constitution or following Supreme Court advice. Speaking with ANI, Pappu Yadav said, 'The Election Commission has already become 'Dhritarashtra'. They are neither following the Supreme Court's advice nor respecting the Constitution. The Supreme Court advised them and clearly stated that under no circumstances can you decide who is Indian and who is not. Work under the Constitution and include Aadhaar card along with other documents.' Meanwhile, Supreme Court has allowed EC to continue Special Intensive Revision (SIR) of electoral rolls while advising them to consider allowing Aadhaar, ration cards, and electoral photo identity cards as admissible documents to prove voter identity. A bench of Justices Sudhanshu Dhulia and Joymalya Bagchi stated in its order, 'We are of the prima facie opinion that in the interest of justice, the Election Commission will also include documents like Aadhaar, Ration Card, Voter ID card, etc. It is for the ECI to decide whether it wants to accept the documents or not, and if it does not, then provide reasons for its decision, which shall be sufficient to satisfy the petitioners. Meanwhile, petitioners are not pressing for an interim stay.' The Election Commission of India (ECI) said that till Saturday evening, 80.11 per cent of electors in Bihar submitted their forms, adding that the commission is moving ahead to complete the collection of Enumeration Forms (EFs) before the stipulated time of July 25. NEW DELHI: A day after calling the Election Commission 's claim of coming across illegal immigrants during the special intensive revision of electoral rolls in Bihar as "bogus," Rashtriya Janata Party leader Tejashwi Yadav on Monday blamed the Centre for enabling foreign citizens to enter the Indian states by crossing borders. In a social media post on X, Tejashwi said that responsibility for the security of the country and the state lies with Prime Minister Narendra Modi and chief minister Nitish Kumar. "For 20 years in Bihar and 11 years at the Centre, the BJP-NDA government has been in power. If any foreign citizen has entered our borders, the ones responsible are Prime Minister Modi ji, home minister Shri Amit Shah ji, and chief minister Nitish Kumar ji. Because the responsibility for the security of the country and the state lies with them," Tejashwi said. "Is it with the strength of these foreigners that Modi ji has been winning 39 out of 40, or 33 out of 40 Lok Sabha seats in Bihar? Is it on the strength of these foreigners that Nitish-BJP has been entrenched in Bihar for 20 years? Bihar shares a bond of bread and kinship with Nepal. Bihar has a 600-kilometre-long border with Nepal. Nepalese citizens serve in the Indian Army. Nepalese citizens are employed in the Bihar Military Police. With its narrow-minded approach, the Modi government is even spoiling relations with the neighbouring country of Nepal," he added. This comes a day after sources claimed that field-level officials of the Election Commission (EC) have identified "a large number" of individuals from Nepal, Bangladesh, and Myanmar during ongoing house-to-house verification for the revision of the voters' list in Bihar. The EC has made it clear that the names of illegal migrants will not be included in the final electoral roll, which is set to be published on September 30. A proper verification process will begin after August 1 to determine the citizenship status of those flagged. The poll body is expected to expand this Special Intensive Revision (SIR) exercise nationwide to remove illegal migrants from electoral rolls by verifying individuals' place of birth. The drive takes on added importance as Bihar heads to polls later this year, with state elections in Assam, Kerala, Puducherry, Tamil Nadu, and West Bengal due in 2026. The revision is part of a wider crackdown on illegal immigration, particularly targeting those from Bangladesh and Myanmar.

The Hyderabad MP said AIMIM Bihar president Akhtarul Iman wants the party to contest as part of a third front. Earlier, Iman wrote a letter to RJD chief Lalu Yadav to include AIMIM in the Mahagathbandhan. However, the RJD has requested Owaisi's party to stay out of the Bihar election. 'One-sided love is not going to happen… The people of Bihar should understand that the accusations that were made against us were based on lies and were made because they do not want a leader of the poor and oppressed people to become their political leadership. The AIMIM contested 20 seats in the 2020 Bihar election and shocked its rivals, winning five seats. However, four of five MLAs later joined the RJD. Owaisi also hit out at the Election Commission over the Special Intensive Revision (SIR) of the electoral rolls, calling it a 'back door NRC (National Register of Citizens)." 'They (ECI) do not have the right (to determine citizenship)… The Home Ministry, SP Border have the right… Why are they doing this if they don't have the right… This is why I said that this is back door NRC… There are elections in Bihar in November. Why do they want to make the people of Seemanchal powerless…?" As Bihar prepares for its Assembly polls later this year, the EC has launched a special drive to verify the credentials of voters. 'It is unfortunate that a constitutional body is not making a statement and things are being revealed through sources. Who are these sources?… Our party was the first to say that SIR is NRC through the back door… We demand the number of those BLOs. We will ask our party members to meet those BLOs and ask them where the people from Nepal, Myanmar and Bangladesh are that they are talking about… The SIR was conducted in 2003. How many foreign nationals were revealed at that time?… In July 2019, the Law Minister said in the Parliament that no foreign national was found in 2016, 2017 or 2019… These sources are shameless… Why is the reputation of a constitutional body being hampered?" he asked.
