Indiana House bill to expand crime task force into Lake County advanced to floor
House Bill 1095 would allow the Indiana Crime Guns Task Force area to include Lake County. Rep. Earl Harris, D-East Chicago, authored the bill, which received a unanimous vote on Thursday by the Veterans Affairs and Public Safety Committee.
'The task force would give Lake County the chance to clean up our streets, providing additional resources to connect guns to other crimes throughout the region,' Harris said in a statement following Thursday's vote. 'Statistically speaking, we see a trend in the right direction for gun crimes in Lake County; we just want people to feel those statistics and I believe the expansion of this task force would keep trends flowing in the right direction enough for residents to feel a difference.'
The Lake County Coroner's Office investigated 65 homicides last year, Harris's statement said.
The Indiana Crime Guns Task Force was signed into law in 2021 and addresses violent crime in Boone, Hamilton, Hancock, Hendricks, Marion, Morgan, Johnson and Shelby counties, according to the Indiana General Assembly website.
In 2024, the task force investigated more than 150 cases that led to the arrest of 232 people, the seizure of more than 270 illegal firearms and 75,507 grams of illegal narcotics, according to a news release from Harris.
The task force has an executive board that consists of the chief of the Indianapolis Metropolitan Police Department, the Indiana State Police Superintendent and a sheriff or police chief from each department covered by the group, according to Indiana code.
Current law requires five board members for a quorum during business, but House Bill 1095 would increase the number to seven.
Lake County Prosecutor Bernard Carter said in a statement that expanding the Indiana Crime Guns Task Force to include Lake County 'is a critical step in addressing the flow of illegal firearms and reducing violent crime in our communities.'
'By broadening the task force's reach, we strengthen our ability to track and prosecute those persons responsible for gun-related offenses. Additionally, the adjustments to the executive boards' quorum and voting procedures will ensure more effective governance and decision-making,' Carter said.
Carter said that he fully supports the bill and urged lawmakers to pass it.
A Thursday news release highlighted Gary, East Chicago and Hammond as areas that would benefit from the expanded task force.
Representatives from East Chicago and Hammond's police departments were unable to provide a statement for this story.
Gary Police Chief Derrick Cannon said in a statement that he's pleased to see the General Assembly taking these steps. The city's police department has not been contacted about the legislation, Cannon said.
'For years, the Gary Police Department has worked diligently to prevent the circulation of illegal guns within our community,' Cannon said in his statement. 'If this legislation passes, the City of Gary looks forward to fully collaborating with the Indiana Crime Guns Task Force.'
Cannon added that the Gary police work with other agencies, including the FBI; Bureau of Alcohol, Tobacco, Firearms and Explosives; Drug Enforcement Administration; and High Intensity Drug Trafficking Areas program.
Gary led Lake County's homicide numbers for 2024, according to information from the coroner's office. Of the county's 65 homicide deaths in 2024, 24 victims died in Gary.
The city's police department said in a Jan. 10 news release that Gary saw 40 homicides in 2024, which is a 23% decline from 52 in 2023. Last year, the city had its lowest number recorded since 2018, according to the news release.
'I believe it's a move in a positive direction,' Cannon previously told the Post-Tribune. 'The citizens make sure that when we receive information, we're being held accountable and making sure that we do something about it. I think this was a record year for the police department in a few categories, and I'm hoping to maintain that momentum going forward in 2025.'
Hammond had 10 homicides in 2024, according to Cpt. Steve Kellogg, but coroner statistics said 13 homicides occurred in the city. East Chicago had four homicides in 2024, according to coroner statistics and Police Chief Jose Rivera.
The Indiana House's next session is scheduled for 12:30 p.m. Monday. As of Friday, the general assembly's website did not say when the floor is expected to hear House Bill 1095.

Beloved Florida Keys fishing captain killed after road rage dispute near Orlando
A well-known Florida Keys charter fishing captain was fatally shot near Orlando late last week following what police say appears to be an argument with another man over traffic. Joseph Hall, Jr., 43, was pronounced dead at HCA Lake Monroe Hospital in Sanford around 5:45 p.m. Thursday night. Just minutes earlier, witnesses told police they saw another man, 24-year-old Jaden Harris, running after Hall at an apartment building parking lot with a handgun and shooting at him several times. Harris, who stayed at the scene, told Sanford police officers that he was driving his white BMW sedan behind Hall's Jeep Gladiator on South Mangoustine Avenue, and that Hall was driving very slowly. Harris told cops he passed Hall, who reacted by acting like he was going to use his Jeep to hit the BMW, according to his arrest report. Harris told police he followed Hall to try taking a picture of his license plate. When they arrived at a Stop sign at West Seminole Boulevard and Mangoustine Avenue, Hall rolled his window down and called him an expletive for a female body part. Harris followed Hall as he made a left turn onto West Seminole Boulevard. Hall pulled into the apartment complex on Marbella Lane, Harris told police. There, Harris told police Hall blocked the parking lot exit with his Jeep and got out of the vehicle, approaching the BMW, according to the report. As Hall got closer to the BMW, Harris let him know that 'had it on him,' meaning his gun, according to the report. He said Hall 'lunged' toward the car, and that's when he fired his first shot, the report states. Per the arrest report, when the first officer arrived and found Harris standing by his car, the cop asked him if he was the one who shot Hall. He responded, 'I had to because he was blocking me in,' the report states. After detectives asked Harris to tell them more about what was said before he opened fire, he told them he wanted an attorney, so they stopped questioning him, according to the report. Based on what witnesses told police, what Harris told them, and after viewing security camera footage from the apartment building, officers arrested him on a charge of second-degree murder. The footage did not capture the shooting, but shows Harris' BMW rolling backwards before he catches up to it and puts the car in park. This corroborates what witnesses say, that he got out of the car and kept firing, according to the report. Detectives said Harris 'had several opportunities to disengage from pursuing Joseph but maliciously continued instead. Based on Jaden's post Miranda interview, he never stated that at the time of the incident he was ever in fear for his life.' Detectives also note in the report that neither Harris nor the witnesses ever said Hall was armed. 'Joseph did not cause Jaden any injury or harm to him that would justify the use of deadly force,' the report states. A judge ordered Harris held without bond until his scheduled Oct. 7 arraignment, according to Seminole County court records. News of Hall's death hit the Upper Keys community hard after his wife, Devi, with whom he shares two children, posted about it via Facebook on Saturday. 'He was full of life, laughter, and love, and I am so grateful for every moment we had together,' she wrote. Hall owned and captained the 65-foot Sailors Choice Party Fishing Boat as well as the Anglers Choice sportfishing charter boat, both based out of the mile marker 99.7 oceanside marina in Key Largo. Tributes from loyal customers, crew and colleagues have continued to pour in to the Sailors Choice Facebook page since Hall's death. 'We are so deeply sorry for your loss. Captain Joe touched the lives of many with his kindness, passion, and love for the water. He had a gift for making everyone feel welcome and for creating memories that families will cherish forever. His legacy will live on through every story, every smile, and every fish caught aboard Sailors' Choice and Angler's Choice,' the crew of the Key Largo Princess Glass Bottom Boat wrote.

USPS unveils 'Forever' stamp honoring former President Jimmy Carter
1 of 2 | Former President Jimmy Carter, who died last year at the age of 100, will be honored with a Forever stamp, the United States Postal Service announced over the weekend. The Jimmy Carter stamp is based on a 1982 oil painting of the 39th president. Image by USPS Aug. 18 (UPI) -- Former President Jimmy Carter will be memorialized this year with a commemorative Forever stamp, issued by the United States Postal Service. The Jimmy Carter stamp will be released to the public on Oct. 1, the 101st anniversary of Carter's birth, and will feature a 1982 oil painting of the 39th president, who died last December at the age of 100. "The stamp program celebrates the best in American culture, places and people, and it is difficult to consider a more fitting honoree than former President Jimmy Carter," Peter Pastre, the Postal Service's government relations and public policy vice president, said Saturday during an event in Carter's hometown of Plains, Ga. "In his support and leadership of his beloved community, state and nation, he lent his quiet, thoughtful and deliberate energy around causes he believed in, and most certainly in his conduct and accomplishments as a former president, Jimmy Carter truly personified the best in America," Pastre added. The U.S. Postal Service unveiled the stamp Saturday at the Jimmy Carter National Historical Park in Plains. "The Carter family and the Friends of Jimmy Carter are honored to be able to take part in revealing the design for President Carter's Forever stamp," said Kim Carter Fuller, niece of Jimmy and Rosalyn Carter and executive director of the Friends of Jimmy Carter. "Together we've had the distinct privilege of a front row seat to his life and legacy, and today's reveal gives the world an opportunity to share his legacy with others on a daily basis." Forever stamps, which are often commemorative, maintain their value to the current First-Class Mail 1-ounce price. President Carter was inaugurated on Jan. 20, 1977, and is remembered for increasing the size of the National Park System, establishing new Cabinet departments, creating a presidential commission on mental health and appointing women and minorities to government positions. Carter also negotiated the Camp David Accords, the Strategic Arms Limitation Talks and established diplomatic relations with China. During and after his presidency, Carter was a prominent activist for peace and human rights around the world. He established the Carter Center at Emory University in 1982, to advance democracy and prevent disease in poor nations. In 2002, he received the Nobel Peace Prize. Carter was preceded in death in November 2023 by his first lady Rosalynn Carter, who would have turned 98 on Monday.

The Postal Service's commemorative program seeks to honor figures and moments that resonate with American civic life. The USPS said the stamp release commemorated Carter's public service and long postpresidential humanitarian work.
