NOAA calls for R.I. officials to fill open seats on CRMC

The National Oceanic and Atmospheric Association (NOAA) gives top marks to the expert staff of Rhode Island's coastal regulatory agency in a new evaluation. But federal regulators remain concerned over three open seats on the politically appointed Rhode Island Coastal Resources Management Council (CRMC), calling on Gov. Dan McKee and the legislature to fill the vacancies 'as soon as possible.'
'It is essential that a quorum is maintained and the Rhode Island Coastal Resources Management Program conducts a regular and full schedule of Council and subcommittee meetings in order to implement Rhode Island's approved coastal management program,' NOAA's Office of Coastal Management wrote in its April 10 report.
The 148-page document examined federal data collection, in-person meetings with staff and council members, and verbal and written public comments on the agency's performance spanning the five-year period from September 2019 to October 2024. Federal monitoring of the state coastal program is required as part of a 1972 federal law setting up coastal regulations and funding for state-level programs.
More than one-third of CRMC's $6.2 million budget in fiscal 2025 came from federal funds, including roughly $1.7 million from NOAA.
NOAA's latest evaluation concludes that the state is 'successfully implementing and enforcing' its federal coastal management program based on examination of its program administration, offshore wind projects, public access and protections against shoreline erosion.
However, NOAA highlighted several weaknesses in Rhode Island's adherence to federal regulations, including the vacancies on the 10-member council. Seven spots are filled, with the newest gubernatorial appointee, Dr. Michael Reuter of Barrington, confirmed by the Rhode Island Senate last month. The three open seats risk canceled meetings and delayed decisions if the council can't get at least six of its sitting members to show up — a problem that has plagued the appointed body for years.
Olivia DaRocha, a spokesperson for McKee's office, said in an email Wednesday that the governor was seeking qualified candidates for the open seats. She confirmed candidates are now under consideration, but did not respond to follow-up questions such as how many contenders are being vetted.
Council vacancies are one of many problems cited by critics, whose frustrations with the panel's controversial, and at times, unlawful, decisions have reached a boiling point. Coastal advocates have teamed up with Rhode Island Attorney General Peter Neronha and state lawmakers to overhaul the agency, proposing to eliminate the council and reshape the CRMC as an administrative body akin to the Rhode Island Department of Environmental Management. Several versions of this proposal have been introduced in the Rhode Island General Assembly this year, but not advanced beyond committee prior to the legislature's April break.
NOAA took no position on the pending state legislation but noted states have flexibility to determine the structure of their coastal management programs. Of the 29 states with federal coastal management programs, only three — Rhode Island, California and North Carolina — give significant decision-making power to an appointed panel, according to a February report from the Rhode Island Department of Administration.
Jed Thorp, advocacy director for Save the Bay, saw NOAA's indifference to how Rhode Island executes its coastal management program in a positive light. Save the Bay is a leading advocate for the proposed overhaul of the CRMC.
'Sometimes, opponents [of the reform bill] will point to NOAA as this sort of bogeyman,' Thorp said in an interview Wednesday. 'NOAA is basically saying, 'we don't care how you set it up. You have a menu of options available to you.''
Save the Bay ultimately wants to get rid of the council, but Thorp still wants the open seats filled in the interim.
'We need the council to be fully seated so they can function and conduct their business,' Thorp said.
The CRMC issued a statement on April 10 celebrating its 'good grade' from NOAA. Jeffrey Willis, CRMC executive director, acknowledged requests for an interview but did not respond to subsequent calls and emails.
The report offered high praise for the agency's 32-person staff who 'excel at defining their role as regulator and policymaker, forging strong partnerships with others who have complementary skill sets and missions.'
However, the increasing scope of their work and responsibilities, from the slew of proposed offshore wind projects to disputes over public access to the shoreline and complex permitting applications, are more than the current employee roster can handle. Employees worked 60 to 80-hour weeks during reviews of proposed offshore wind projects, according to the report.
'Moving forward, a continued insufficient staffing level and strain felt by staff places the state of Rhode Island at a disadvantage in being asked to manage and analyze a significant amount of information and material required to complete additional federal consistency reviews,' the report stated.
Lack of staffing has also contributed to a backlog of permitting applications, insufficient enforcement against violators such as Quidnessett Country Club, and delayed and incomplete reporting required for federal grants, the report stated.
McKee has rejected calls to fund new hires for the strapped coastal agency. His proposed fiscal 2026 budget rejects the CRMC's request for money for five more employees.
In lieu of more full-time workers, NOAA suggested partnerships with university law programs and use of third-party contractors. And it reiterated a requirement first made in a 2020 report to transition to an online permitting database. The original 2024 deadline has now been extended to Sept. 30, 2026.
The CRMC did not respond to questions Wednesday regarding the delays in creating the online database.
The evaluation comes as the Trump administration has imposed major layoffs and budget cuts at NOAA. How attempts to gut the federal regulatory agency will trickle down to Rhode Island's state coastal program remains murky, though Willis told council members during an April 8 meeting that the CRMC could lose up to 10% of its $1.7 million in NOAA funding. When incorporating additional administrative costs for the state to seek and carry out federal funding, the cuts could rise to 17%, Willis said.
'At this time of year, we usually have our federal allocation in hand,' Willis said. 'Right now, we don't know how we're going to put it in our budget and we don't know what kind of funding we're going to get. We're just in a wait-and-see period.'

Washington Bridge rebuild to cost up to $427M. Expect to drive on it by late 2028.

But it will take two more years and $59 million more than expected to resurrect a new thoroughfare connecting Providence and East Providence. Gov. Dan McKee unveiled the November 2028 target completion date and an up-to-$427 million contract cost at a State House press conference Friday. The long-awaited news comes nearly a year-and-a-half after state officials halted all traffic on the westbound highway after engineers discovered broken anchor rods that put the bridge spanning the Seekonk River at risk of collapse. State officials originally sought to rebuild the bridge by August 2026 at an estimated cost of $368 million. 'I understand that this has been a challenging time for those who rely on the Washington Bridge, especially in the early days before we were able to restore six lanes of traffic,' McKee said. 'We owe it to you to deliver a bridge that is safe and will ultimately make your lives easier.' Tasked with constructing the new bridge is Walsh Construction Company. The Chicago-based firm worked on the Pearl Harbor Memorial Bridge on Interstate 95 over the Quinnipiac River in New Haven, Connecticut, along with the Interstate 90 Westbound Innerbelt Bridge in Cleveland, Ohio. For this project, the firm will draw from its design of the Chain of Rocks Bridge in St. Louis, Walsh Program Manager Charles Parish told reporters. 'It's not often that you get to build the same project twice, or the same bridge twice,' Parish said. 'But our ability to do that on the new Washington Bridge gave us the confidence to commit to both the price and schedule that we're sure we can meet.' The state's plan calls for five lanes of travel over the new bridge, along with an onramp from Gano Street in Providence and a new offramp to Waterfront Drive in East Providence. The original bridge had four lanes. Construction is scheduled to begin next month, which overlaps with the ongoing demolition of the existing bridge. Demolition contractor Aetna Bridge Company is expected to complete its work by the end of 2025. During that time, Walsh will secure permitting, workers, and pre-fabricate material to rebuild the bridge, Parish said. Walsh will be paid at least $339 million to build the new bridge, with incentives and contingencies that could bring the total cost up to $427 million. The deal also has built-in daily penalties of $25,000 for exceeding the project deadline. With demolition and emergency repairs, the entire project adds up to $570 million, which is 'well within what we budget,' McKee said. McKee's administration has identified more than $713 million in financing available for the project over the last year. That includes $35 million in remaining pandemic relief aid, $107.6 million from the state's capital plan fund, and up to $334.6 million in Grant Anticipation Revenue Vehicles bonds, which allow the state to borrow against future allocations of federal transportation money. The state was also awarded nearly a pair of federal infrastructure grants worth roughly $221 million. The grants were temporarily frozen under President Donald Trump's initial flurry of executive orders, but released to Rhode Island in late March. However, Rhode Island Attorney General Peter Neronha, in a lawsuit filed with 19 other states in May, warned that funding could still be at risk due to a federal directive tying infrastructure grants to compliance with the Trump administration's diversity and immigration policies. McKee said he does not believe federal funds will be taken away from the project. 'We have the sign off from [Transportation] Secretary (Sean) Duffy,' the governor said Friday. Also unclear: how the new price tag will impact the state's budget. House Speaker K. Joseph Shekarchi said in a statement that legislative leaders will review the governor's announcement as they shape a final fiscal 2026 budget. 'As the bridge project moves forward, the House of Representatives will continue its work ensuring the administration is accountable,' Shekarchi said. Walsh was one of two finalists vying to rebuild the bridge after the state issued its latest bidding window last December. The other proposal came from a joint venture by American Bridge and MLJ, firms based respectively in Pennsylvania and New York. Rhode Island Director of Transportation Peter Alviti Jr. said both companies were qualified and made similar technical proposals. Walsh's proposal projected around $340 million in hard construction costs, while American Construction and MLJ's bid estimated nearly $387 million. Because it did not win the state's tentative contract, the losing bidder will receive a $1.75 million consolation prize for participating, as set out in the state's solicitation. It took two rounds of requests or proposals to yield any firm bids, a sore spot that McKee's critics continue to seize on, including his potential 2026 Democratic gubernatorial rival, Helena Buonanno Foulkes. 'Governor McKee's catastrophic failure to manage the Washington Bridge has impacted countless Rhode Island families and businesses, forcing them to endure longer commutes, lost wages, and economic hardship,' Foulkes said in a statement Friday. But McKee said he has no regrets. 'As far as I'm concerned we're in a good spot,' he said. 'The people in the state of Rhode Island know that the funding is there, the time schedule is there, and we have a quality bridge-builder to actually execute the project.' Maryland launches new loan program for laid-off federal workers

(Photo by Jack Bowman/Maryland Matters) Marylanders affected by federal layoffs this year can now apply for an interest-free state loan to help them pay the bills in the short term, according a press release Thursday from the state Department of Labor. The Federal Emergency Loan Program is directed at the thousands of Maryland residents who have lost jobs in the federal government so far since the Trump administration began slashing the federal workforce to cut down federal spending. The loan program was created this year under the new Protect Our Federal Workers Act, sponsored this year by Majority Whip Jazz Lewis (D-Prince George's) and signed into law in April. The law expands the use of two current employee-assistance funds so they apply to federal workers laid off as the Trump administration rushes to slash the size of government. It also expands the authority of the attorney general's office to take legal action on behalf of laid-off federal workers in some instances, and it creates an expedited state hiring program for workers who lost jobs due to administration cuts. 'Let's be clear — these federal workers didn't lose their jobs because they failed us,' Lewis said in a written statement. 'They lost them because of reckless decisions in Washington that turned public servants into political targets. These are our neighbors, our veterans, our civil servants — people who dedicated their lives to this country.' Federal layoffs drag down state employment gains for second month, new numbers show The program offers a $700 interest-free loan for residents who qualify. Those residents must have been terminated from a federal job since Trump took office, in a mass layoff, relocation, or closure of a unit of the federal government, or in a similar situation beyond their control. Former federal workers must also demonstrate that they are experiencing 'financial hardships' caused by the loss of their job in the loan application. Recipients have 180 days to pay the loan back, though they can ask for a 90-day extension if hardships continue. Federal contractors are not eligible for the loan. 'This loan program is an important piece of Maryland's larger effort to respond to federal job loss, providing emergency financial assistance while we are also working to connect thousands of Marylanders to new job opportunities and help with career transition,' Maryland Labor Secretary Portia Wu said in a written statement Thursday. Maryland's workforce is uniquely susceptible to the effects of the federal layoffs, and its economy is heavily reliant on federal employment, due to the state's proximity to Washington, D.C., though the exact scope of the impact to the state is challenging to calculate, according to labor department officials. So far, about 1,600 federal unemployment claims have been filed since the Trump administration started in January, the department said. In addition to the new loan program, the Moore administration is also working to connect laid-off federal workers with state jobs, among other measures, in an effort to mitigate those impacts. With hurricane season underway, Gulf Coast worries FEMA, Weather Service aren't ready
With hurricane season officially underway, worries are mounting around whether President Trump's cuts to the federal government have endangered the nation's disaster concern is particularly pronounced on the Gulf Coast, where ominous storm systems are already beginning to form amid widespread staffing shortages at the area's critical weather anxiety found a new focus this week after David Richardson, the Trump-appointed head of the Federal Emergency Management Agency (FEMA), reportedly told employees that he wasn't aware the U.S. even had a hurricane Department of Homeland Security promptly dismissed those reported comments, which came at the eve of a forecasted above-average season, as a 'joke.' But the job cuts at federal agencies that will both warn the public of impending storms and move in after to help them recover are very real, and have left current and former disaster management officials sounding the alarm. When disaster strikes, 'will they come? Will they not come?' asked Harris County Commissioner Lesley Briones. 'If they do, at what level will they be responding?' Her flood-prone Houston-area district — home to two of the country's most dangerous dams — sits on the front lines of the region's hurricane exposure. The departures and firings at FEMA and the National Weather Service (NWS) have left the nation's forecasting system 'at the snapping point,' Tom Fahy, head of the NWS union, said on Monday. The former head of the National Oceanographic and Oceanic Administration (NOAA), meanwhile, warned of 'degraded' forecasts that would mean communities face more uncertainty about impending dangers. This week, a former FEMA chief compared the current state of the agency to what it looked like before the deadly debacles of 2005, when Hurricanes Rita and Katrina killed more than 2,000 people. Tulane University's Stephen Murphy, who helped lead New Orleans' recovery after Katrina, said the consequences of FEMA delays — like those seen after recent tornadoes in Arkanas — would be 'catastrophic.' 'You have a city that's underwater — no health care, no power, no water. The population cannot live there,' Murphy said. The restructuring of FEMA and NWS tracks with proposals in Project 2025, a policy blueprint tied to the Trump campaign that calls for pushing FEMA's responsibilities to the states, reducing disaster declarations and privatizing NOAA while 'disbanding' its climate research.' The administration's goal, said Stony Brook historian Christopher Sellers, is to dismantle the science and data infrastructure behind federal disaster relief — and recast those efforts as 'the main threats to Americans,' rather than climate change itself. Much of that agenda is already in motion. In early May, Homeland Security Secretary Kristi Noem fired FEMA Administrator Craig Hamilton hours after he told Congress that eliminating the agency — as Trump has proposed — would not be 'in the best interests of the American people.' That firing — which drew pushback from Senate Republicans — came after sweeping cuts. Since January, the Department of Governmental Efficiency has shed roughly 20 percent of FEMA's workforce, with as much as a third expected to leave by year's end. And NOAA has also lost hundreds of staff, with half its offices reporting vacancies of 20 percent or more by April. In remarks before Congress on Thursday, Commerce Secretary Howard Lutnick insisted those cuts have had 'no effect on preparedness,' telling lawmakers it is 'fake news and inappropriate to suggest a single meteorologist, or hydrologist was fired.' In the case of the critical NWS office in Houston, that was technically true. Senior meteorologists there opted for early retirement during the cuts — but their positions, frozen for months, remain unfilled as hurricane season begins. The administration also scrapped billions in FEMA grants aimed at strengthening climate resilience — programs it derided as 'wasteful' and 'politicized.' 'This was a generational set of infrastructure projects,' one North Carolina town manager told the Associated Press, 'and it just — poof — went away.' Richardson, who took over FEMA as part of a new cadre of part-time senior leadership, has become a lightning rod for concerns about the agency's direction. One FEMA staffer told CNN that the front office now includes 'zero people with actual disaster recovery experience.' Just 10 days before hurricane season, Richardson scrapped FEMA's Biden-era strategic plan — which focused on climate adaptation and vulnerable communities — telling staff he would 'run right over' any internal opposition. On Wednesday, he abruptly reinstated the plan without explanation, according to Wall Street Journal reporting that Homeland Security also dismissed as 'fake news.' The back-and-forth deepened internal unrest. More than a dozen senior officials resigned in May, including second-in-command MaryAnn Tierney, who wrote that the agency's new direction 'lacks a clear end state or plan' and had been put in place without regard to our 'moral obligations to the American people.' Many of the most critical Gulf Coast weather offices — including Houston, Tampa Bay, Fla., and Lake Charles, La. — are operating without their lead meteorologists. Others, such Miami and Mobile, Ala., are among the one-third of offices with major staffing gaps. Key weather offices across the Gulf — including Houston, Tampa, Lake Charles, Miami, and Mobile — are missing lead meteorologists or critical staff, part of what Harris County emergency official Brian Murray called a 'brain drain.' 'A lot of institutional knowledge just walked out the door,' Murray said. Where there were once experienced officials to call — or that knew to call him, and what resources he might need — 'now there's a lot of empty chairs. That's really unsettling.' Houston is in especially dire shape, missing not only its meteorologist-in-charge but every senior role, Rep. Lizzie Fletcher (D-Texas) warned in an early May letter. After months of criticism, the administration announced on Monday it would begin hiring for 'mission critical' roles — after earlier attempting to reassign dozens of staff to understaffed offices. But former NOAA officials said those moves were no substitute for a full team. 'They can move the deckchairs on the Titanic, but they just don't have enough bodies to do the job they are supposed to do,' warned retired NWS forecaster James Franklin. Others warned that the damage to FEMA and NOAA may be hard to undo. Even as buyouts have drained senior ranks of experienced officials, while firings of early-career staff have emptied the pipeline of 'your bright innovative minds,' one former NWS meteorologist warned the AP. Much of hurricane response, especially evacuations, plays out in advance, said Tulane's Murphy. 'We have to initiate evacuation strategies well in advance,' he said. 'That means those assets have to be in motion and arrive ahead of time.' If coordination falters, he warned, the die may already be cast by the time the storm hits.
