Govt proposes psychological test for cab aggregator drivers

The Union government has proposed that drivers onboarded by cab aggregator platforms such as Ola, Uber, and others undergo a psychological analysis to determine whether they are fit to be onboarded. The psychological test, among many other proposals, has been introduced by the centre aimed at regulating fares, increasing passenger safety, reducing pollution and safeguarding the interests of drivers from the platforms. To be sure, most of the clauses of these guidelines will only come into effect if states choose to implement them.
To protect consumers and encourage competition, the ministry of road transport and highways has proposed that platforms can now charge up to a maximum of twice the base fare during peak hours and a minimum of 50% of the base fare during lean hours.
The centre's new policy mandates that the driver must receive at least 80% of the applicable fare and ensure drivers have health and term insurance of at least ₹ 5 lakh and ₹ 10 lakh, respectively, and a minimum of ₹ 5 lakh insurance cover for each passenger. In the interest for safety, driver's license and vehicle permit must be displayed inside the vehicle and the app must display a clear, high-resolution photo of the driver, the policy document states.
Further to reduce congestion, lower pollution, and improve affordable last-mile connectivity, the centre has allowed the use of private motorbikes as cabs. This incidentally comes after the Karnataka high court earlier in June had banned the use of bike taxis.
The policy also proposes the delisting of vehicles older than eight years from these platforms.

He noted that the Central government has already agreed to intervene in Karnataka under the Market Intervention Scheme (MIS) for 2025–26, fixing the procurement price at ₹1,616 per quintal for up to 2.5 lakh metric tonnes of mangoes. This intervention came after Union Agriculture Minister Shivraj Singh Chauhan responded to a request from Union Minister H.D. Kumaraswamy, representing Karnataka. 'It is unfortunate that despite Andhra Pradesh playing a key role in the Central coalition government, mango farmers here continue to face immense hardship,' he said. He criticised the TDP-led alliance government in the State for its inaction on the issue. 'It is disappointing that the State government has shown no initiative to address the crisis, even though the Central government is supporting Karnataka farmers.' Mr. Ramakrishna appealed to the Chief Minister to intervene immediately, hold discussions with the Central government, and ensure that a similar Market Intervention Scheme is implemented in the State to safeguard the interests of thousands of mango farmers.

Union Commerce and Industry Minister Piyush Goyal on Friday said the Centre is likely to soon finalise a scheme to promote toy production in the country. Speaking at the 16th Toy Biz International B2B Expo 2025 in New Delhi, Goyal said the scheme would aim to enhance design capabilities, ensure quality manufacturing, strengthen packaging and support brand-building. He added that the industry had undergone significant change in recent years, moving from import dependency to domestic manufacturing and exporting to 153 countries. He attributed this shift to consistent policy support, enforcement of quality standards and the development of local manufacturing clusters. 'The implementation of the Quality Control Order (QCO) has helped make India a quality-conscious country and enabled domestic toy manufacturers to meet global benchmarks,' Goyal said. He further noted that India's large population offers a 'vast captive market' that enables manufacturing at scale. 'With this scale, the industry can achieve cost efficiency and become globally competitive,' he said. Goyal also emphasised the importance of branding, packaging and product design to enhance the international appeal of Indian toys. 'If these three aspects are prioritised, Indian toys can gain stronger appeal across international markets,' he said. As part of efforts to support small businesses in the sector, the minister said startups developing innovative toy concepts had been supported under the Pradhan Mantri Mudra Yojana, which has been extended to 20 years, offering access to collateral-free loans. Additionally, 18 toy manufacturing clusters have been supported by the Ministry of Micro, Small and Medium Enterprises to promote domestic production, he said.
