State governments must provide adequate funds to science & tech councils: NITI Report

State governments should provide adequate financial resources to Science & Technology (S&T) Councils, and slightly restructure their governing bodies to drive innovation and technology-led growth NITI Aayog said on Thursday.In a report titled 'A Roadmap for Strengthening State S&T Council', the Aayog said that these councils must explore wider funding opportunities available with different departments of the central government for activities related to the overall mandate."State governments should provide adequate financial resources to the councils to enable them to carry out the regular activities effectively and to initiate new activities in advanced and emerging areas of S&T," it said.The government think tank emphasised that it would be desirable that each state allocates at least 0.5 per cent of Gross State Domestic Product (GSDP) on S&T.It also recommended that the governing body of the councils must be slightly restructured and expanded so as to make it more capable of taking informed policy decisions and strategic planning."The Governing Council may continue to be chaired by the Chief Minister or the Sundefined however, it must be expanded to include more expertise," it said.The think tank suggested that the councils should also explore establishing linkages with industry bodies, PSUs, and other possible support agencies in the state for attracting support and financial resources for different activities."Such linkages will indirectly help promote university-industry interaction in different activities of the councils," it said.While noting that the councils should have a core manpower strength to drive the major activities of the councils in an effective and accountable manner, the Aayog said all such positions should be fully supported by the state government, ensuring financial stability and commitment.It pointed out that while some states have leveraged S&T institutions to drive innovation and technology-led growth, others face several challenges related to fragmented mandates, irregular funding flows, and weak institutional capacities.Many councils are constrained by non-regularised manpower, absence of performance-linked incentives, and limited autonomy in decision-making, impeding long-term planning and execution, it said.The State S&T Councils, with their limited resources, have made a significant contribution in supporting patent facilitation, remote sensing applications and GI mapping, grassroots innovation, science popularisation, and capacity-building programmes.In recent years, India's R&D ecosystem has witnessed expansion in absolute terms, with Gross Expenditure on Research and Development (GERD) increasing from Rs 60,196.75 crore in 2010-11 to Rs 1,27,380.96 crore in 2020-21.It is noteworthy that India's R&D funding structure is still largely government-driven.State S&T Councils operate within a shared national framework, but their capacities and priorities are shaped by the regional requirements of the state, resources available to them, and institutional support they have available to them.

CHENNAI: DMK president and Chief Minister MK Stalin resumed Udanpirappe Vaa interaction on Saturday after a gap of about 20 days following his hospitalisation. He interacted with functionaries of Uthiramerur Assembly constituency one-on-one at Anna Arivalayam. With the interaction on Saturday, a total of 40 constituencies have been covered, party sources said. Earlier, Stalin handed over a cheque for Rs 10 lakh to the minor sons and husband of Saritha, a party member from Tindivanam who died in a road accident on June 2. During the DMK general council meeting held in Madurai on June 1, Stalin announced that financial assistance of Rs 10 lakh would be given by the party to the family of party member who dies in road accident, provided their children are below 21. Saritha (45), a native of Iraiyur, died after being hit by a two-wheeler while crossing the road at Tindivanam. Despite receiving treatment at JIPMER, she succumbed to injuries. Saritha is survived by her husband S Kannan, and two sons aged 17 and 16. They received the cheque from Stalin on Saturday. Meanwhile, DMK's youth wing secretary Udhayanidhi Stalin held a review meeting with the state deputy secretaries of the wing. He stressed on appointing social media functionaries at all levels of the unit through interviews and on imparting training to young orators.

CHENNAI: Following AIADMK General Secretary Edappadi K. Palaniswami's assurance to Kovilpatti matchbox workers that lighters would be banned if his party came to power, MSME Minister TM Anbarasan said that the union government had already banned lighters under Rs 20 and the import of their spare parts, based on CM MK Stalin's demands. Anbarasan on Saturday said Stalin had written to the union ministry of commerce and industry in September 2022, demanding a ban on lighters. 'Although lighters under Rs 20 were banned in June 2023, spare parts were imported from various countries and assembled locally to sell lighters. We took up the matter again and pushed for the ban of spare parts in October 2024.' He further said that although during the Russia-Ukraine war the import of potassium chloride was affected, the TN government 'acted swiftly and procured it through Chennai Petrochemicals, and supplied it to matchbox manufacturers.' The Tamil Nadu government had also announced a facilitating centre for 'Kadali Mittai' manufacturing at a cost of Rs 7.13 crore with Rs 6.42 crore subsidy.

Visakhapatnam: As part of multi-faceted expansion plans to develop the Visakhapatnam Economic Region (VER), under NITI Aayog's Growth Hub initiative that aims at an initial $54 billion economy, the port city is all set to be developed into two broad brownfield cities: Vizag 2.0 and Vizag Bay City, the latter being envisaged as 'Miami of the East'. Towards this end, the Andhra Pradesh government has entrusted the land pooling responsibility to the Visakhapatnam Metropolitan Region Development Authority (VMRDA). VMRDA chairperson MV Pranav Gopal told The Hans India: 'The state government is keen on developing Visakhapatnam in a sustained way. The endeavour aims at planned urban expansion, sustainable revenue generation, and creating a world-class urban identity for Visakhapatnam'. The NITI Aayog, through its Growth Hub endeavour, has been promoting integrated urban development and thematic growth nodes. Under this, it has envisioned Visakhapatnam as a 'Bay City' with potential for eventual growth as 'Miami of the East'. To facilitate these long-term developmental plans, the Government of Andhra Pradesh has issued permission for a land pooling scheme under the VMRDA across Visakhapatnam, Vizianagaram and Anakapalli districts, covering an extent of 1,941.19 acres. The Visakhapatnam Economic Region (VER), will be spread over nine districts - Visakhapatnam, Vizianagaram, Srikakulam, Anakapalli, Kakinada, East Godavari, Konaseema, Alluri Sitarama Raju, and Parvathipuram Manyam, with an estimated 16.5 million population. The target is to employ seven million people. In alignment with the broader Swarna Andhra vision, the VER aspires to grow into a $135 billion economy, while delivering inclusive, sustainable, and high-quality growth over the next seven years. The VMRDA intends to develop Vizag 2.0 over 210 square kilometre and Vizag Bay City over 40 square kilometre. Vizag Metro to provide seamless connectivity Upon completion of phase 1 and 2 of the planned 77- km Metro by 2028-30, there will be seamless connectivity among all parts of the expanded port city, including the proposed IT hubs and the Bhogapuram Airport. For realising the Metro Rail project, developing master plan, building roads, and taking up incidental developmental activities, the authority would be incurring an expenditure of about Rs.4,000 crore to Rs.5,000 crore. Land Pooling is to be undertaken as per the VMRDA Land Pooling Scheme Rules, 2016. The proposal involves identification of prime government and private lands near the national highways from Anakapalli to Bhogapuram. Land pooling under the said rules will enable VMRDA to create a land bank of developed plots. Apart from monetising developed plots to fund major infrastructure projects (e.g., Metro Rail, roads, utilities), the focus is on ensuring cost-effective urban development by avoiding large-scale upfront land acquisition costs. In order to translate Vizag 2.0 and Vizag Bay City plans into reality, the administration will also identify and develop under-utilised government/private lands as well as mobilise resources for urban development and infrastructure.
