Lucknow: The Uttar Pradesh Agricultural Research Council (UPCAR) commemorated its 36th Foundation Day today at the Indian Sugarcane Research Institute, Lucknow, with a dual celebration: the 'Agricultural Scientist Appreciation Ceremony' and a national seminar titled 'Agriculture–Developed Uttar Pradesh @ 2047.' The event was graced by the presence of Chief Minister Yogi Adityanath, along with senior ministers and eminent agricultural scientists.
The program aimed to promote agricultural innovation and transform Uttar Pradesh into a developed agricultural state by 2047. Chief Minister Yogi Adityanath inaugurated the event as the chief guest, and Agriculture Minister Surya Pratap Shahi presided over the ceremony.
Captain Vikas Gupta, Secretary and President of UPCAR, delivered the welcome address following the ceremonial lamp lighting. In his keynote speech, Surya Pratap Shahi emphasized the pivotal role agriculture plays in driving state development and economic progress.
During the appreciation ceremony, Chief Minister Adityanath conferred the Upkar and Upas awards upon distinguished agricultural scientists and researchers for their exemplary contributions to the sector. A special publication related to agricultural progress was also released.
A technical session followed, chaired by Ravinder, Principal Secretary, Agriculture, Uttar Pradesh. Co-chaired by Dr. A.K. Singh, Vice-Chancellor, CSAUAT, Kanpur, and convened by Dr. Parmendra Singh, DDG, Upkar, it facilitated expert-led discussions on sustainable models and futuristic approaches to farming.

Singh (GBPUAT): "Analysis of Uttar Pradesh's Current Agricultural Landscape," and P.S. Ojha: "The Role of Farmers' Producer Organizations (FPOs) in Agricultural Commercialization."
The event concluded with a vote of thanks by Dr. Parmendra Singh, marking a renewed commitment to agricultural advancement in Uttar Pradesh.

Partition of property refers to division of ancestral property among various claimants. By easing registration charges, the government hopes to reduce pendency in civil and revenue courts. An official confirmed that the proposal will be taken to Cabinet for clearance in about a month. Partition of property is when the co-owners of a property mutually agree to divide the property among themselves and accordingly get it registered under Article 45 of the Registration Act, 1908. For instance, if an ancestral house is owned by two siblings, and two generations down they have 16 descendants, then the property needs to be divided into 16 parts, which includes the decision on which part of the property goes to whom. "Registration of stamp duty is 5% of the property price in Noida and 7% in the rest of the state. To reduce this burden, a flat rate of Rs 5,000 per registration has been proposed," said minister Ravindra Jaiswal. In fact, the idea to reduce registration to a flat rate was mooted by chief minister Yogi Adityanath in 2024 not just to reduce pendency in courts but since in the case of partition there is no sale or purchase of property but just division, it was felt that high registration rates were unfair on citizens. Meanwhile, other aspects of property settlement within families where a similar reduction in stamp registration can be expected within the next few months include settlement under Article 58 of the Registration Act, 1908, where a person distributes property among heirs while still alive, release, and exchange of ancestral properties.

1 2 3 Gorakhpur: Uttar Pradesh Chief Minister Yogi Adityanath on Thursday declared that the state, once infamous as a land of riots and lawlessness, has now become a national model for law and order. He said that the state's transformation from being "a hub of mafias and communal violence" to an "Utsav Pradesh" marked by discipline and peace is a testament to sustained governance and strong policing. CM Yogi was addressing a public gathering during the inauguration of an 11-storey barrack tower and a 30-bed hospital at the 26th Battalion of the Provincial Armed Constabulary (PAC) in Gorakhpur. "Eight years ago, Uttar Pradesh was known as a riot-prone state. Youths from UP were not even given accommodation outside the state due to the state's notorious image. Today, the same youth are respected everywhere," said Yogi. He asserted that UP has set a benchmark in policing that even outsiders now appreciate and cannot mock. Highlighting the challenges faced earlier, CM Yogi said that UP's police force, despite being responsible for the country's most populous state, operated with massive vacancies and crumbling infrastructure. "Peace was unimaginable. Recruitment processes were marred by corruption and court stays. Before 2017, UP had the capacity to train only 3,000 recruits at once. Today, over 60,000 personnel are undergoing training across 112 centres. He added that massive infrastructure upgrades have been undertaken in all police stations, lines, and PAC units. "In many districts, the tallest building is now a police barrack," he remarked. CM Yogi urged police recruits to value training, stating, "The more you sweat in training, the less blood you shed in the field." He advised them to focus on learning modern legal frameworks, cybercrime, digital arrests, and women safety under Mission Shakti. Referring to the alarming number of road accident deaths, around 22,000 annually, Yogi stressed the need for awareness campaigns, particularly among school children, to reduce fatalities caused by speeding and traffic violations. Addressing the event, ADG (PAC) Ramkrishna Swarnkar said that UP is building multi-storey barracks across various PAC units and, under CM Yogi's leadership, has for the first time constituted a Women's Battalion with buildings under construction in Gorakhpur, Lucknow, and Budaun. Gorakhpur MP Ravi Kishan hailed the CM's leadership, saying UP's law and order has earned recognition not only across India but also internationally. "The record number of police recruitments under CM Yogi has transformed UP into 'Uttam Pradesh'," he said. Before the main event, CM Yogi inspected the new barrack tower and hospital within the PAC premises. He reviewed amenities and praised the progress made in police infrastructure.
