Heathrow third runway warning from airlines as they slam ‘quality of service'
Airlines have raised concerns over Heathrow's third runway plans as they believe its effectiveness as a hub airport is hampered by the way it is run.
Some 90% of respondents to a survey of 50 carriers which use the west London airport agreed with the assertion. The standard of services and a lack of engagement were among the reasons cited by airlines for why they believe Heathrow's capability is hindered.
Heathrow 's Airline Operators Committee (AOC), which represents the airport's airlines and commissioned the research, said it shows a third runway would be 'unaffordable' under the current system.

In response, the airport said it agrees that 'adjustments to the regulatory model are needed', but insisted 'airlines and passengers get good value for money'. More than two out of three (67%) airlines agreed that the airport's operation stifles their ability to increase investment.
Some 60% of respondents believe Heathrow's service levels inside terminals is worse than at other major airports, with claims of long security lines, baggage system failures and poor treatment of passengers with restricted mobility.
Chancellor Rachel Reeves gave her backing for Heathrow's third runway project in a speech on growth in January. The airport responded by saying it would submit detailed plans to the Government in the summer. The cost of the project was estimated at £14 billion in 2014, but this is likely to have risen sharply.
Heathrow's AOC is part of the Heathrow Reimagined campaign, which is calling on the Civil Aviation Authority (CAA) to reform how the airport is regulated.
Among the other organisations represented by the body are British Airways' owner International Airlines Group (IAG), Virgin Atlantic and tycoon Surinder Arora, who operates a number of hotels serving the airport.
The campaign claims Heathrow is the world's most expensive airport for charges, with airlines paying £1.1 billion more each year than if fees were in line with equivalent major European airports.
Airlines typically pass charges on to passengers through fares. Nigel Wicking, chief executive of Heathrow's AOC, told the PA news agency the results of the survey reflect 'the performance challenges airlines have day to day at Heathrow'.
He said: 'When you when you look at that relative to the amount we spend at Heathrow, something's going wrong. We're spending a lot of money, it is the most expensive airport for charges, and yet the quality of service keeps on dropping, whether that's loss of bags, congestion or lack of availability of check-in space.'
He said New York's JFK airport offers a 'far better experience' because it has refreshed all its terminals within a 27-year period, whereas at Heathrow, Terminal 3 is more than 60 years old and Terminal 4 is nearly 40 years old.
The regulatory asset base (Rab) model used at Heathrow allows it to charge fees to airlines based on infrastructure improvement plans agreed with the CAA and permitted rates of return for investors.
Mr Wicking said: 'They've realised what they're sitting on in terms of the asset that is Heathrow, and with the regulatory model they've worked out how to make really good money.
'If they can get money onto the Rab – if they get capital spend – they will have a really good return on that capital spend, which is obviously very attractive to their shareholders but it doesn't drive efficiency.
'Whenever I see an another capital plan coming across my table for Heathrow to invest in, I just look to the skies and think 'where do you get these numbers from' because some of them are absolutely ludicrous.'
He added: 'The (airlines) do want expansion but it cannot be at any price.
'The current price is already too much. If you extrapolate that to the kind of spend we're talking about for a third runway and terminals, it would just make it unaffordable.' Heathrow reported pre-tax profits of £917 million for 2024, up 31% from £701 million in 2023.
In December 2024, French company Ardian completed a deal to become Heathrow's largest shareholder with a 23% stake, while Saudi Arabia's sovereign wealth fund purchased a 15% share.
Mr Arora claimed Heathrow bosses 'take advantage of the monopoly' position as the UK's only major hub airport. He gave examples – disputed by Heathrow – of the airport charging airlines £76,000 to remove three trees, spending £1.1 million on a smoking shelter at Terminal 4, and charging more than half a million each for two disabled toilets.
He said: 'We are 110% behind the Chancellor and the Government for expansion, for growth, except just a couple of caveats.
'We must do it for the right reasons, and we must do it for the benefit of the nation, and not for the benefit of lining the shareholders' pockets. We must make sure that we get value for money.'
A spokesperson for Heathrow said: 'Every penny invested in infrastructure at Heathrow is approved by airlines and our regulator.
'We agree adjustments to the regulatory model are needed to deliver a third runway, but airlines and passengers get good value for money at Heathrow.
Our operational performance is good and improving, and the value we provide to airlines and passengers is easily seen by how many airlines want to include Heathrow in their network.
'Expanding Heathrow will drive a further step change and address many of the challenges identified with operating an airport that is already at full capacity.'
Heathrow recorded a 6% rise in the number of passengers travelling through its four terminals last year, to 83.9 million.

Threads continues to hold its place in the app download charts, with Meta's Twitter replicant remaining at 8th spot in the list, and seeing an increase in overall download volume in May. As you can see in this latest ranking data from AppFigures, Threads saw 23 million downloads across iOS and Android in May, which is up from 22 million April, and at the same level that the app saw in March. Threads is now up to 350 million monthly active users, and gaining quickly on X, which reported in March that it's now up to 600 million monthly actives, an increase of 50 million year-over-year. Though those figures are somewhat questionable, considering that X has also down 15% on overall European usage since Elon Musk took over at the app, as per its official DSA reporting data. As a private company, X is not obligated to share auditable usage data, but it does have to provide such for Europe, and given that its EU audience is down, it would be surprising if X is somehow gaining significant momentum in other markets, and not only replacing its lost EU users, but also exceeding its previous audience. But even so, Threads is clearly doing something right, as it continues to gain in download numbers, and attract more people to the app. The platform is increasingly putting more focus on real-time news, while it's also enhancing its live event elements, including sports, as it seeks to supplant X as the top platform for in-the-moment engagement. Looking at other app movements, TikTok remains popular, staying in the top three for downloads throughout the year thus far, and switching places back and forth with Instagram for second spot behind ChatGPT. Facebook and WhatsApp have also held their positions in the list, while Snapchat is also still clinging to the top 10. Though it is also interesting to consider Snap's relative challenges in this respect, by comparing the performance of these apps. One of Snapchat's key problems is that while it remains a key utility for younger audiences, it doesn't maintain that hold on older users, and as users age up, it loses them to other apps. That's somewhat reflected in the data, with Snapchat seeing strong download volume, but sitting on fewer users, at 900 million monthly actives, and 460 million daily users. IG, Facebook and TikTok have all surpassed the billion user milestone, and it's interesting to see Snap remaining at lower usage levels, despite relative download interest. It's another reminder of Snap's growth challenges, and how it needs to evolve in line with its audience. Labour MPs in call for benefits U-turn after change to winter fuel payment cut
Labour backbenchers have called for a Government U-turn on planned disability benefit cuts, after Chancellor Rachel Reeves restored winter fuel payments to a majority of pensioners. Ms Reeves' £1.25 billion plan unveiled on Monday will see automatic payments worth up to £300 given to pensioners with an income less than £35,000 a year. It followed last year's decision to strip pensioners of the previously universal scheme, unless they claimed certain benefits, such as pension credit. Nadia Whittome, the Labour MP for Nottingham East, warned ministers they risked making a 'similar mistake' if they tighten the eligibility criteria for personal independence payments, known as Pip. Leeds East MP Richard Burgon called on pensions minister Torsten Bell to 'listen now' so that backbenchers can help the Government 'get it right'. In her warning, Ms Whittome said she was not asking Mr Bell 'to keep the status quo or not to support people into work' and added: 'I'm simply asking him not to cut disabled people's benefits.' The pensions minister, who works in both the Treasury and Department for Work and Pensions, replied that the numbers of people receiving Pip is set to 'continue to grow every single year in the years ahead, after the changes set out by this Government'. In its Pathways to Work green paper, the Government proposed a new eligibility requirement, so Pip claimants must score a minimum of four points on one daily living activity, such as preparing food, washing and bathing, using the toilet or reading, to receive the daily living element of the benefit. 'This means that people who only score the lowest points on each of the Pip daily living activities will lose their entitlement in future,' the document noted. Mr Burgon told the Commons: 'As a Labour MP who voted against the winter fuel payment cuts, I very much welcome this change in position, but can I urge the minister and the Government to learn the lessons of this and one of the lessons is, listen to backbenchers? 'If the minister and the Government listen to backbenchers, that can help the Government get it right, help the Government avoid getting it wrong, and so what we don't want is to be here in a year or two's time with a minister sent to the despatch box after not listening to backbenchers on disability benefit cuts, making another U-turn again.' Mr Bell replied that it was 'important to listen to backbenchers, to frontbenchers'. Opposition MPs cheered when the minister added: 'It's even important to listen to members opposite on occasion.' Liberal Democrat MP Mike Martin warned that 'judging by the questions from his own backbenchers, it seems that we're going to have further U-turns on Pip and on the two-child benefit cap'. The Tunbridge Wells MP asked Mr Bell: 'To save his colleagues anguish, will he let us know now when those U-turns are coming?' The minister replied: 'What Labour MPs want to see is a Labour Government bringing down child poverty, and that's what we're going to do 'What Labour MPs want to see is a Government that can take the responsible decisions, including difficult ones on tax and on means testing the winter fuel payment so that we can invest in public services and turn around the disgrace that has become Britain's public realm for far too long.' Conservative former work and pensions secretary Esther McVey had earlier asked whether the Chancellor, 'now that she and the Government have got a taste for climbdowns', would 'reverse the equally ridiculous national insurance contribution (Nic) rises, which is destroying jobs, and the inheritance tax changes, which is destroying farms and family businesses'. Mr Bell said: 'This is a party opposite that has learned no lessons whatsoever, that thinks it can come to this chamber, call for more spending, oppose every tax rise and expect to ever be taken seriously again – they will not.' Labour MP Rebecca Long-Bailey pressed the Government to make changes to the two-child benefit cap, which means most parents cannot claim for more than two children. 'It's the right thing to do to lift pensioners out of poverty, and I'm sure that both he and the Chancellor also agree that it's right to lift children out of poverty,' the Salford MP told the Commons. 'So can he reassure this House that he and the Chancellor are doing all they can to outline plans to lift the two-child cap on universal credit as soon as possible?' Mr Bell replied: 'All levers to reduce child poverty are on the table. 'The child poverty strategy will be published in the autumn.' He added: 'If we look at who is struggling most, having to turn off their heating, it is actually younger families with children that are struggling with that. 'So she's absolutely right to raise this issue, it is one of the core purposes of this Government, we cannot carry on with a situation where large families, huge percentages of them, are in poverty.'
