HC seeks plan for basic facilities for forest dwellers

Dehradun: The Uttarakhand high court, while hearing a PIL based on a report by the State Legal Services Authority (SLSA) on the plight of forest dwellers deprived of basic amenities, on Tuesday directed the chief conservator of forests to prepare and submit a plan within a week.
The SLSA report highlighted that forest-dwelling communities neither had knowledge of their rights nor had the govt taken measures to improve their living conditions.
The report pointed to a systemic failure in implementing the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act in letter and spirit in the state. It also stated that Van Gujjars in particular lacked access to even basic healthcare and education.
SLSA observed that such inaction and persistent apathy by the state and its functionaries amounted to an infringement of the fundamental rights of these pastoral and semi-nomadic communities as guaranteed under the Constitution.
The report also accused the state of failing to recognise the individual and community forest rights of traditional dwellers, with their settlements often being labelled as encroachments. The PIL sought directions to the govt to invite and settle forest rights claims of dwellers across Uttarakhand in a time-bound manner.

CHENNAI: Congratulating B Sudershan Reddy on being chosen as the vice-presidential candidate of INDIA bloc, DMK president and Chief Minister MK Stalin said, 'At a time when our institutions are under strain, his candidature strengthens our collective resolve to safeguard democracy and protect the spirit of the Constitution.' Although there was pressure from the NDA alliance leaders in the state to support their vice-presidential candidate CP Radhakrishnan, a Tamil, Stalin gave a strong reason for backing Reddy. He reasoned, 'The secular-spirited people of Tamil Nadu have, in successive elections, overwhelmingly voted for the MPs and MLAs of the DMK alliance to defend the rights of the state and safeguard the Constitution. Hence, the decision to support the INDIA bloc candidate stands as both a reaffirmation of the people's faith and a mark of respect for their mandate and sentiment.' Emphasising the need to support Reddy, he said, 'All the independent institutions that were meant to safeguard Indian democracy have been turned into subsidiary bodies of the ruling party, and the very Constitution itself is in danger. In such a situation, the responsibility before us is to support only one who believes in India's fundamental ideals of secularism, federalism, social justice, and unity in diversity.' Stalin further said, 'Reddy is the right choice as he stands opposed to anti-federalism, authoritarianism, and the trend of spreading hatred,' adding that Reddy has faith in the Constitution and in the principles of federalism, pluralism, social justice, and linguistic rights.

The Union government is set to refer its three big-ticket anti-corruption draft laws, which also include provisions for the removal of a prime minister and chief ministers arrested on serious criminal charges, to the joint committee of both Houses of Parliament. Home Minister Amit Shah is set to introduce the three draft laws – The Constitution (130th Amendment) Bill; The Government of Union Territories (Amendment) Bill; and The Jammu and Kashmir Reorganisation (Amendment) Bill in the Lok Sabha on Wednesday. The 'List of Government Business on August 20 and 21' in the Lok Sabha includes the introduction of the bill Shah will also move a motion to refer the three bills to a joint committee of the Lok Sabha and the Rajya Sabha with a provision for submission of its report on the first day of the last week of the next session of Parliament, news agency PTI said. Minister of Electronics and Information Technology Ashwini Vaishnaw is also scheduled to introduce the Promotion and Regulation of Online Gaming Bill in the Lok Sabha on Wednesday. The bill seeks to prohibit online money gaming or its advertisements, and prescribes imprisonment or fine, or both, for those offering or advertising them. It also seeks to differentiate such games from eSports or online social games. The Constitution (130th Amendment) Bill is a crucial step towards political accountability in India. The Lok Sabha is also scheduled to resume the discussion on astronaut Shubhanshu Shukla's space mission on Wednesday. The ongoing Monsoon Session of Parliament ends on 21 August.
