
LHDN Sabah collects RM5.7 billion in 2024, targets RM6.2 billion for 2025

KOTA KINABALU (May 29): The Inland Revenue Board (LHDN) of Sabah collected RM5.7 billion in taxes for 2024.
LHDN Malaysia Chief Executive Officer Datuk Dr Abu Tariq Jamaluddin said this year the agency is targeting higher collections compared to last year, with a goal of RM6.2 billion for Sabah.
'This target has increased as the 2024 collection showed a positive response, exceeding the previous year's figures.
'LHDN will also continue to monitor the performance of companies that evade paying their due taxes.
'They can make installment payments, and it is the responsibility of the Sabah LHDN to ensure these companies comply with the payment schedule,' he told the media after paying a courtesy visit to the Head of State of Sabah, Tun Musa Aman, at Istana Seri Kinabalu today.
He also stated that the purpose of the visit was to introduce the new director of LHDN Sabah, Datin Dayang Halimah Awang Ahmad, who replaces Azrul Hisham Shamsudin.
Additionally, Tariq mentioned that LHDN Sabah conducted 'Operasi Pematuhan (OP) Tombak' in Tawau from April 23 to 25.
'LHDN has also carried out several special operations to ensure compliance, including OP Tombak, to monitor adherence to income tax regulations and the Electronic Stamp Duty Assessment and Payment System (STAMPS),' he added.
During the visit, Tariq was accompanied by Dayang Halimah, Deputy CEO (Special Branch) Ahmad Khairuddin Abdullah, State Operations Director (Corporate Tax Audit) Paul Anak Sarip and State Operations Director (Collection) Naharuddin Nurdin.

KUALA LUMPUR: The Inland Revenue Board (LHDN) on Thursday (June 5) announced that the implementation phase for e-invoices for taxpayers with annual income or sales exceeding RM1mil but not exceeding RM5mil has been postponed to Jan 1, 2026. In a statement, LHDN also announced that taxpayers with an annual income or sales below RM500,000 are exempted from the implementation of the e-Invoice system. "The implementation phase for taxpayers with annual income or sales up to RM1mil has been postponed to July 1, 2026," LHDN said. The board added that the decision was made after the government recognised the commitments of taxpayers, particularly Micro, Small, and Medium Enterprises (MSMEs), in meeting e-invoice legal requirements, which necessitate adequate preparation time and face numerous implementation challenges. The statement said that, in line with this decision, a new timeline for the e-invoice implementation phases has been established with Phase 3 targeting taxpayers with annual income or sales exceeding RM5mil but not exceeding RM25mil coming into effect on July 1, 2025. LHDN noted that Phase 4 will involve taxpayers with annual incomes or sales exceeding RM1mil up to RM5mil and will begin on Jan 1, 2026 while Phase 5 will cover the income group of up to RM1mil and will commence on July 1, 2026. The previously announced six-month grace period will also apply to these new phases, the agency said. It stressed that during this period, taxpayers will be permitted to issue consolidated e-invoices for all transactions, including self-billed e-invoices. Necessary details, it said, can be included in the "Product or Service Description" field. "If there is a request for an e-Invoice from the buyer, the seller is also allowed to issue only a consolidated e-Invoice without issuing one for each transaction," the statement said. LHDN also said that during this grace period, no prosecution will be initiated under Section 120 of the Income Tax Act 1967 for non-compliance with e-Invoice regulations, provided taxpayers adhere to the consolidated e-Invoice requirements. "Furthermore, starting Jan 1, 2026, taxpayers involved in e-Invoice implementation must issue an e-Invoice for every sale of goods or provision of services exceeding RM10,000, and consolidated e-Invoicing will no longer be permitted," the statement added. Govt revises e-invoicing deadlines for businesses earning below RM5mil
Phase III was initially intended to extend the e-invoicing requirement to all MSMEs regardless of their annual revenue by July 1 this year. PETALING JAYA : The government has made some changes to the implementation of mandatory e-invoicing for businesses with annual revenue below RM5 million. In an announcement today, the Inland Revenue Board (LHDN) said it will introduce new phases with updated deadlines for such businesses. LHDN said the finance ministry has decided that the implementation of e-invoicing for taxpayers with annual income or sales between RM1 million and RM5 million (Phase IV) will be deferred to Jan 1, 2026 from the previous July 1, 2025. 'Implementation for those with annual income or sales up to RM1 million, or Phase V, will be deferred to July 1, 2026,' it said in a statement. It added that the mandatory e-invoicing implementation date for taxpayers with annual income or sales exceeding RM5 million and up to RM25 million, or Phase III, will be July 1 this year. 'The government acknowledges the commitment of taxpayers, particularly businesses in the micro, small, and medium enterprises (MSME) category, in complying with the legal requirements of e-invoicing. 'It recognises the need for sufficient preparation time and the operational challenges faced in implementing the system,' LHDN said. The board also said the finance ministry has agreed to exempt taxpayers with annual income or sales below RM500,000 from e-invoicing requirements for the time being. During this period, taxpayers are allowed to issue consolidated e-invoices for transactions, including self-billed e-invoices. 'If a buyer requests an e-invoice, the seller may issue only a consolidated e-invoice, without having to issue one for each individual transaction,' it added. LHDN reiterated that there will be no prosecution under Section 120 of the Income Tax Act 1967 for non-compliance with e-invoicing regulations during the grace period, provided the consolidated e-invoice requirements are fulfilled. In February, the Small and Medium Enterprises Association of Malaysia (Samenta) urged the government to raise the e-invoicing exemption threshold for MSMEs to those with annual sales below RM300,000, up from the previous limit of RM150,000. Original phases and implementation Under Phase I, the e-invoice system was rolled out gradually from Aug 1 last year, starting with businesses with an annual turnover or revenue of more than RM100 million. Phase II started in Jan 1 this year and applies to taxpayers with annual turnovers between RM25 million and RM100 million. Previously Phase III was meant for all MSMEs regardless of their annual revenue with implementation to start by July 1 this year.
