Environment ministry panel defers nod for Kerala tunnel road proposed near Wayanad landslide site
The ministry's Expert Appraisal Committee (EAC) on infrastructure projects directed the Kerala government to give details on studies done on geology, landslides, and water drainage by expert institutions in a meeting held on April 4, as per minutes of the EAC meeting. It also sought a detailed note on mitigation measures proposed during construction and operation phases to protect against landslides or flooding.
The Kerala government has proposed the Rs 2,134-crore tunnel road to connect two existing roads—the Anakkampoyil-Muthappanpuzha-Marippuzha road and the Meppadi-Kalladi-Chooralmala road with a four-lane tunnel road—to further connect it to state and national highways. It has argued that this will improve connectivity in this region of northern Kerala as well as inter-state connectivity with Karnataka.
The proposed 8.75–km tunnel road was cleared in March by the State Expert Appraisal Committee (SEAC), as the project size mandates appraisal only at the state level. However, the central-level EAC is appraising the project as the tenure of the members of the State Environment Impact Assessment Authority, which grants final approvals on the SEAC's recommendation, has ended, sources said.
The SEAC had recommended environmental clearance for the project with 25 specific conditions, key among them including mapping of landslide vulnerable zones, creation of a corridor for elephant passage, monitoring of the endemic fauna such as the Banasura chilappan bird for impacts it may face owing to the project.
The EAC noted that the tunnel alignment passes through highly vulnerable terrain prone to landslides where 'massive destructive landslides occurred during 2019 and 2024', necessitating precautions during and after the construction to avert vibration-induced landslips.
The expert panel on infrastructure projects is one among 11 sectoral expert panels that scrutinise the environmental impacts of projects before granting mandatory clearances.
The EAC, during its meeting, also noted the geological and biodiversity vulnerabilities that may be aggravated because of the tunnel's alignment. The area is home to the Banasura chilappan and Nilgiri sholakili, another endangered bird species.
The EAC pointed out that all the impacts anticipated owing to the project activities must be evaluated with adequate scientific inputs and by considering the latest available scientific literature on similar projects. '…the project area falls in an environmentally fragile region and vulnerable to landslides, with a high landslide hazard zone and ESA villages,' the EAC noted.
On July 30, 2024, a devastating landslide in the Chooralmala-Mundakkai areas of Wayanad swept away entire villages, killing 298 people, as per data shared by the Ministry of Home Affairs in Parliament.

Consumer forum orders tour advance refund for man who had Covid-19
Ghaziabad: The consumer forum has ruled in favour of a man seeking a refund of a tour advance after contracting Covid in 2021. The forum observed that since the cancellation was due to circumstances beyond the consumer's control, the tour operator must return the advance amount and a Rs 5,000 fine within 45 days of the order. Petitioner Ishan Pratap Singh had booked a trip for his family from Mumbai to the Maldives between March 13 and 17, 2021, through Ineedtrip, a travel agency based out of Ghaziabad. Singh told the forum that he took a loan of Rs 1.4 lakh to pay a Rs 1.9 lakh advance to the company for the trip. "I had to take a RT-PCR test (a medical test to determine Covid infection) as per prevailing travel norms, and was detected positive for the infection on March 12, a day before the trip," the petitioner said, adding that he requested the travel agency to reschedule the trip for May 22 that year. However, the agency refused, stating that the free RT-PCR package was only valid until April 2021. "Eventually, I decided to opt for April 1 as the travel date, but given the pandemic and my health condition, I had to reschedule it to Nov 2021. The agent said that if the trip was not availed by Sept 2021, the hotel with which the agency had tied up would forfeit the booking amount," Singh told the forum. Consequently, the consumer forum (Ghaziabad) president Praveen Kumar Jain and member RP Singh heard and passed the order ex parte. "The applicant requested an extension of the dates due to the pandemic and his health condition. The travel agency neither extended the dates nor returned the advance amount taken from the customer, which falls under the provisions of deficiency in service under the Consumer Protection Act. Accordingly, Ineedtrip is directed to pay the advance amount of Rs 1.9 lakh within 45 days of the order, with an interest of 6% from the date of the order until the final payment is made," the forum ruled. It also instructed the travel agency to pay Rs 5000 as compensation for legal costs and mental harassment to the petitioner.

Tourism dept plans international roadshows to attract tourists to Goa
Panaji: The tourism department plans to conduct international roadshows in the Gulf region, Denmark, Norway, Uzbekistan, Finland, Sweden, and Poland this year. 'These are the top countries based on social media statistics and the quantum of visitors,' said a department note. The department hopes to attract international tourists to Goa, including first-time travellers for wellness, MICE, leisure, and medical tourism. The department could tentatively spend at least Rs 4.3 crore on the roadshows, which officials say are crucial to depict Goa and India as favourable tourism destinations. As of now, the dates for the roadshows have not been announced, but the department has moved to appoint an event management agency to host the tourism roadshows. The department stated that the international roadshows help enhance Goa's 'visibility and presence' while also providing a platform for Goan tour operators, travel agents, hoteliers, and airlines to network and connect with their international counterparts. 'The target of this participation is to attract international tourists to Goa for various segments of tourism, and accordingly, the agency will have to evolve a strategy to achieve these goals,' said a department official. A six-member team from Goa is likely to participate in the international tourism roadshows. While critics, including the Travel and Tourism Association of Goa, have expressed concern about the expenditure on these roadshows, the tourism department believes that such outreach helps Goa compete with international markets. 'We need to promote Goa as a safe and world-class tourism destination to ensure a sustained flow of tourists into Goa. We will present a marketing plan for approval,' said an official. In April, the tourism department's empowered committee called for a rethink on the department's participation in roadshows and expos, particularly in foreign countries. The department's top officials agreed to 'restructure and streamline' roadshows and trade shows — both domestic and international — based on a cost-benefit analysis. Drones and AI technology to be used for crowd control during Ashadi Wari at Pandharpur
Kolhapur: Solapur collector Kumar Ashirwad announced the district planning committee has sanctioned Rs 1.5 crore for crowd management using drones and AI technology during Ashadi Wari at Pandharpur. The event attracts more than 10 lakh devotees from Maharashtra, Karnataka, Andhra Pradesh, and Telangana. The district administration has arranged for water release from Ujani dam on June 18 to ensure adequate water levels at the Chandrabhaga ghat in Pandharpur by June 25, considering the devotees' ritual bath during Ashadi Ekadashi. Ashirwad said, "The police department will use AI technology and drones to control the crowd. The number of dindis (warkari groups) has been increasing for the last few years. Rest stops will be provided for the warkaris every 3-4km. These rest stops will be equipped with beds, water, toilets, medical facilities, and other amenities. Encroachments along the road will be removed soon. With rain intensity expected to stay on the higher side, the road potholes will be fixed.
