Underutilisation of MTL: report yet to be submitted to PM

ISLAMABAD: A high level committee headed by Federal Minister Dr Musadik Malik is yet to submit its report on underutilisation of over $ 1.5 billion Matiari to Lahore ±660 KV HVDC Transmission Line (MTL) to Prime Minister Shehbaz Sharif despite passage of one year, sources told Business Recorder.
In April last, Prime Minister had constituted a committee headed by the then Minister for Petroleum Senator Musadik Malik (now Minister for Climate Change) to probe non-utilisation of full capacity of Matiari Transmission Line.
The committee included Minister for Power Sardar Awais Ahmad Khan Leghari, Secretary Power Division, Chairman National Electric Power Regulatory Authority (Nepra) and former Managing Director NTDC/ Dr Fiaz Ahmed Chaudhary and had been given one-week to complete the task assigned.

The Terms of Reference (ToRs) of the inquiry committee are as follows: (i) probe into non-utilisation of full capacity of Matiari Transmission Line for evacuation and transmission of power from south and north; (ii) determine the deficiencies in planning for evacuation and transmission through high voltage line leading to low utilisation while making high capacity payments despite the fact that there was ample lead for completion of power plants in south of the country; (iii) fix responsibility in case of negligence by the responsible person(s) and entity and recommend action; (iv) consider/ recommend way forward and immediate remedial measures for maximum evacuation and transmission of power from south to north; and (v) any other issue appropriate and relevant to NTL issue.
The issue of evacuation of power from south to north is always part of discussion during public hearing on Fuel Charges Adjustments (FCAs) at Nepra. The financial impact of imported fuels being used in expensive plants is made part of the FCA and charged to consumers. The key reason of this factor, as NPCC/ NTDC officials claim, is non-evacuation of power from south to north due to system constraints. Nepra has withheld an amount of Rs 47 billion of NTDC as the latter has not improved its transmission system.
The sources said Prime Minister Office (PMO) has asked the Committee to submit its report to the Prime Minister.
According to sources most of coal and wind generation is situated in South (Sindh) whereas maximum demand is Central Punjab like Lahore, Faisalabad and Gujranwala. In some places, length of transmission line is 1000 kilometres.
The sources argue that to maintain the electric and magnetic force of electricity intact, reactive energy is required as fluctuation in frequency can lead to system's breakdown.
The sources further stated that to maintain the magnetic force, reactive energy is required in the mid-way of transmission line but unreliable reactive energy is available throughout the transmission line, which is one of the reasons for underutilisation of MTL.
'Neither required capacitors are available nor the power plants to generate reactive power as in the past like Muzaffargarh power plants which are now shutdown. Guddu is also not available most of the time,' the sources continued.
There is also a need to strengthen the demand function in areas like Lahore, but there was no grid station to maintain the demand.
In 2022, NTDC started two mega projects of new grid stations and transmission lines in a bid to reduce system and line losses and improve voltage profile of the Lahore Electric Supply Company but the project is still incomplete.
Recently, Chairman NEPRA, who is also member of the PM Committee, grilled NTDC for its failure to complete the project and seeking extensions repeatedly.
The sources said that there is also discussion that in case no power plant is available for reactive energy, then compensatory capacitors be installed to ensure stability in electricity supply from MTL.
The sources argue that when demand is reduced to 8000MW or 9000MW, frequency is misbalanced due to which breakdowns occur.
Another issue is that jumpstarts facility of engines of power plants does not work when energy is reduced to zero as energy is also required to start the first engine. This facility is available but does not work when the system requires it like what happened during the last breakdown.
When contacted, Convener of the Committee, Dr Musadik Malik told this scribe that report is ready to be presented to the Prime Minister, adding that he would attempt to give a presentation to the Prime Minister next week.
However, one of the Committee members said that the inquiry report is with the committee members for final review, adding that it is not that simple.
Another source told this scribe that the World Bank, Asian Development Bank, Islamic Development Bank, AIIB and EIB are ready to finance installation of reactive power compensation devices. The project is likely to start in 2026-27.

In a landmark shift to modernize tax collection and close long-standing loopholes, Pakistan's 2025–26 federal budget introduces the Digital Presence Proceeds Tax Act, 2025 – a targeted move to tax revenues generated by foreign digital platforms and online vendors operating in Pakistan without a physical presence. Part of this act is the digital transactions proceeds levy - a 5% withholding levy that will be applied to payments made to domestic and international digital vendors (e.g., Amazon, Google, Facebook, Netflix, Daraz, Temu, PakWheels) for goods or services delivered to Pakistani consumers. The levy will apply to both physical and digital goods/services, including streaming, cloud computing, e‑learning, consultancy, online banking, architectural design, and other digitally delivered services As per earlier reports, banks, fintech firms, and payment gateways are mandated to deduct the 5% at source when money is transferred to vendors, and must report these deductions quarterly to the FBR. Platforms qualify for the levy if they generate more than Rs 1 million annually from Pakistani users, or have a 'significant digital footprint'. Separately, a new standard VAT is being proposed for online marketplaces facilitating the sale of both goods and services (e.g., Daraz, OLX, Zameen, PakWheels) which aims to standardize tax treatment and close revenue gaps—especially for platforms acting as intermediaries. This will be collected by the logistics firms delivering the goods. A key part of the budget is its focus on e-commerce platforms using cash-on-delivery (COD), a popular but loosely regulated channel. Foreign vendors relying on COD logistics to reach Pakistani buyers will no longer remain invisible to tax authorities. Their proceeds will now be within the tax net, aligning their obligations with those of domestic businesses. The budget also introduces enforcement mechanisms such as track-and-trace systems, barcodes, and tax stamps to ensure compliance. By leveraging technology and data, the FBR aims to build capacity to monitor digital transactions and enforce this new regime effectively. Significance of the law The new law marks a critical step toward recognizing the realities of the modern economy, where global tech giants and cross-border sellers reap substantial revenues from Pakistani consumers but contribute little to the national tax base. By establishing 'digital presence' as a taxable nexus, the government aims to impose a Digital Services Tax (DST) on companies earning income through digital channels – be it through apps, marketplaces, streaming services, or cloud-based software. In a global context, Pakistan joins countries like India, the UK, and members of the EU that have already implemented digital taxation policies to claim their fair share from the borderless digital economy. While the OECD continues to negotiate a unified global tax framework, unilateral measures like this are increasingly seen as essential tools for emerging economies struggling with revenue shortfalls. However, the law's success will depend on the implementation capacity of tax authorities, coordination with financial and logistics intermediaries, and the willingness of global platforms to comply – or face potential restrictions.

Federal Minister for Climate Change and Environmental Coordination Musadik Malik accused India of using dams to disrupt the flow of the Indus River system reported Bloomberg on Tuesday. 'India is manipulating the flow of rivers that run into Pakistan by holding and releasing, holding and then flooding,' he was quoted as saying during an interview with Bloomberg. The minister added how India lacks the storage capacity to completely stop the water, noting that when the water was needed for crop sowing, 'it was not available' over the past month. He also said their neighbour was doing this 'to disturb crop patterns and the food security of Pakistan'. Following the April 22 attack, Indian Prime Minister Narendra Modi ordered officials to expedite planning and execution of projects on the Chenab, Jhelum and Indus rivers, three bodies of water in the Indus system that are designated primarily for Pakistan's use, reported Reuters. About 80% of Pakistani farms depend on the Indus system, as do nearly all hydropower projects serving the country of some 250 million. Any efforts by Delhi to build dams, canals or other infrastructure that would withhold or divert significant amount of flow from the Indus system to India 'would take years to realise,' said water security expert David Michel of the Washington-based Center for Strategic and International Studies. There will be no compromise on water, says Bilawal Meanwhile, in the interview, Malik added, 'Because they don't have storage dams, they have not been able to materially affect us.' 'If they start to build storage dams, it would be deemed as an act of war,' he said.

Listen to article The Pakistan Stock Exchange (PSX) hit a record high on Tuesday as investor confidence soared ahead of the federal budget announcement, as the KSE-100 index surged by 782.56 points, current index at 122,423.56, gaining 0.64% during intra-day trading. Resuming activity after the Eidul Azha holidays, the trading session began with a positive momentum, building on the market's strong performance. The investor confidence, reflected in the Pakistan Stock Exchange's record performance, follows Moday's presentation of Pakistan's Economic Survey 2024-25. The market briefly touched a high of 122,611.53 points before settling at 122,423.56 points during intraday trading. Trading volumes remained robust with 144,033,353 shares exchanged, and the total value of shares traded reached Rs 7.78 billion. The previous day's close was recorded at 121,641.00 points. At the end of the previous week, PSX continued its positive momentum, with the benchmark KSE-100 index reaching an all-time high of 121,798 points on June 4, before settling at 121,641, marking a weekly gain of 1,950 points (+1.63%). Macroeconomic indicators also supported sentiment, with a 10% rise in petroleum sales YoY, CPI-based inflation easing to 3.5%, and a 23% MoM reduction in the trade deficit. However, the State Bank's reserves fell slightly by $7 million to $11.5 billion. Sector-wise, commercial banks, power generation, fertiliser, and food products led the gains. Foreign sales amounted to $14.7 million, an increase compared to the previous week.
