Trump FAA nominee says agency faces serious leadership, trust issues
By David Shepardson WASHINGTON (Reuters) - U.S. President Donald Trump's nominee to head the Federal Aviation Administration says the agency faces serious leadership, trust and culture issues, according to a Senate questionnaire seen by Reuters. The Senate Commerce Committee will hold a hearing on Wednesday on Trump's nomination of Republic Airways CEO Bryan Bedford to head the FAA. The FAA has come under scrutiny after a series of safety incidents, especially a January 29 mid-air collision between an American Airlines regional jet and U.S. Army helicopter that killed 67 people. "The lack of steady and qualified leadership helps to explain the lack of any coherent strategy or vision for the agency," Bedford wrote in the questionnaire reviewed by Reuters. "A malaise has set in whereby managers believe the agency is helpless to make the necessary changes, and furthermore, they rationalize it isn't really their fault." Bedford, a pilot and industry veteran of more than 30 years, was nominated in March. He previously headed two other carriers and oversaw a significant expansion of Republic Airways, which operates regional flights for American Airlines United Airlines and Delta Air Lines. Bedford said there was a profound lack of trust with and within the FAA. He described the agency's organizational structure as "unwieldy" and said there was a need to urgently address the agency's "reactive" safety culture. "The lack of trust makes many managers at FAA reluctant to speak up for fear of retribution," Bedford wrote. He cited "failures" like the FAA's Boeing 737 MAX certification, oversight of chronically delayed air traffic control implementation, and continued controller shortages. Transportation Secretary Sean Duffy wants Congress to approve tens of billions to reform air traffic control and boost staffing. "The root cause of FAA's inability to complete its mission to modernize air traffic systems and effectively manage safety is the lack of strategic vision and competent leadership," Bedford wrote. The FAA does not encourage risk-taking for innovation, Bedford added. "There appears to be no incentive for anyone at FAA to take any innovation risk for fear that it could fail," Bedford wrote. "You could say there was an 'if it ain't broke, don't fix it' attitude, but that has morphed into a quiet resignation that 'we can't fix it, but we can do our very best to make the system work safely today' mindset."

Monday Flight Delays: ATL, DFW Among These Airports Facing Disruptions
Nearly two dozen major U.S. airports could see significant flight delays Monday due to cloudy skies and thunderstorms across the country. Thunderstorms across the country are causing delayed flights on Monday. As of 2:10 p.m. EDT, over 3,700 flights were delayed in the U.S., according to FlightAware. Triple-digit delays were reported Monday out of Atlanta's Hartsfield-Jackson, Dallas-Fort Worth, Chicago O'Hare and Denver. Meanwhile, Boston Logan Airport is under a ground delay due to 'low ceilings,' with cloudy skies causing more than one quarter of all arriving flights to be delayed, by an average of 88 minutes. The FAA's daily air traffic report highlights potential delays due to weather conditions in major U.S. airports from coast to coast and from Chicago to Houston. Low clouds may cause delays in Boston (BOS), New York (JFK, LGA, EWR), Philadelphia (PHL), Washington, D.C. (BWI, IAD, DCA), San Francisco (SFO) and Southern California (LAX, SAN). Thunderstorms may slow flights in Atlanta (ATL), Charlotte (CLT), South Florida (MIA, PBI, FLL), Detroit (DTW), Chicago (ORD, MDW), Houston (IAH, HOU) and Dallas (DFW, DAL). 'The main thing making weather headlines over the next couple of days willbe the potential for strong to severe thunderstorms to develop across portions of the Deep South and extending northward to the central Appalachians on Monday,' according to the National Weather Service. The forecast calls for a 'slight risk of severe thunderstorms' from Louisiana stretching northeastward to western New York, including 'scattered multi-cell clusters and some supercells, with damaging winds and large hail the primary threats, and some tornadoes are also a possibility.' In addition, stormy weather is expected across western Texas and eastern New Mexico on Monday. Summer months (June, July, August) experience the highest rates of weather-related flight delays in the U.S., with approximately one third of all flight delays caused by bad weather. Joby and its peers are rallying on a White House executive order designed to accelerate the development of eVTOL technology. There is still a lot that must go right for Joby, including winning FAA certification and proving it can manufacture its aircraft at scale. And Joby already had several customers lined up, including a high-profile deal announced last week with Saudi Arabia to distribute its aircraft there. Still, the executive order points to the potential of these aircraft to disrupt existing technologies. Joby carries a market capitalization of more than $7 billion, a lot for a pre-revenue company.
