WA bill heads to Gov. Ferguson's desk to crack down on reckless speeding

SEATTLE - A deadly tragedy in King County in 2024 could soon spark changes to laws in Washington state, designed to crack down on reckless speeding, increase safety on the roads and save lives.
House Bill 1596, known as the BEAM Act, passed legislation with overwhelming bipartisan support. The bill is now on its way to Governor Bob Ferguson's desk for his possible signature.
"We are in an epidemic of excessive speeding. And by excessive speeding, I mean these horrific, horrific, selfish, selfish speeds," said Amy Freedheim, chair of the felony traffic unit with the King County Prosecuting Attorney's Office.

According to Families for Safe Streets, House Bill 1596 would require drivers who have been convicted of reckless driving or have accumulated three or more moving violations to install anti-speeding technology, known as intelligent speed assistance (ISA), in lieu of license suspension. ISA uses GPS technology and other sensors to prevent the vehicle from exceeding posted speed limits. The technology is similar to ignition interlock devices for alcohol impairment.
"In the active mode, it prohibits your car from going more than 10 miles over whatever the speed limit is," said Freedheim.
The bill passed the State Senate in a 40–8 vote. Freedheim passionately supported the bill during testimonies in the 2025 legislative session.
"This bill will save lives," she told lawmakers during the Senate's Transportation Committee meeting.
The BEAM Act honors the lives of four people killed in a terrible crash in Fairwood on March 19, 2024. It claimed the lives of 38-year-old Andrea Hudson, 12-year-old Boyd "Buster" Brown, 12-year-old Matilda Wilcoxson and 13-year-old Eloise Wilcoxson. Hudson was picking up the group of kids from a school event when the suspect, 19-year-old Chase Jones, was traveling at 112 miles per hour.
Investigators said Jones ran a red light and hit Hudson's minivan, instantly killing the four victims and causing life-altering injuries to two of Hudson's own children.
"The fact that the week that we are sentencing Chase Jones for going 112 miles per hour, I am looking at filing additional charges for people who are still excessively speeding," said Freedheim. "This morning, I just rush-filed a double fatality case where a defendant was going 120 miles per hour in a 45 mile per hour road in a tremendous crash that killed his 17-year-old brother and his uncle. There is another case on our first appearance calendar today […] it is an alcohol-impaired driver who was going 70 in a 25. When she went through a red light and killed somebody and injured somebody."
What they're saying
No one is more pleased to see the BEAM Act advance to the governor's desk than Freedheim. For more than 25 years, she has prosecuted felony traffic cases for King County. For every victim killed, she displays their pictures on the wall in her office.
"I have all different groups, all marginalized groups, majority groups, all genders. I have all ages," said Freedheim. "It's been a long time that I've been doing this, and I'm still passionate about it. And heartbreakingly, I still have people to put up on the wall. It's still happening."
Speeding has been growing even more deadly in King County and across the state. Data from the Washington Traffic Safety Commission shows fatal crashes involving speeding drivers increased by nearly 40% between 2019 and 2023, with excessive speed contributing to 251 deaths in 2023 alone.
"It is a preventable crime. It is heartbreaking that it is still occurring. There's no reason for it," said Freedheim. "It affects everybody in our community. Everybody in our community is vulnerable to them."
The Governor's Office said once House Bill 1596 officially arrives at Ferguson's desk, he will have 20 days to sign it. Should it become law, it will take effect no later than January 1, 2029.
State Representative Mari Leavitt is one of the bill's sponsors. Her office explained, "The timeline is based on the agency needing time to operationalize the license, but the court will be able to impose it as sanctions right away. Further, Rep. Leavitt has been assured by the Governor's Office that they will be pushing to have the work done as quickly as possible to ensure we are saving lives."
"In this office, we already recommend speed limiter devices pretrial, and we recommend them at sentencing on our excessive speeding cases," said Freedheim.
Why you should care
It is Freedheim's hope that the potential law does save lives. It would give more purpose to the years of work she has done seeking justice for the lives lost.
"I want to remember these smiling faces. I want to remember my victims," said Freedheim. "It gives me a positive feeling to feel like they're all looking down on me saying keep going, don't add to the wall. Do what you're doing so that we don't have company."

Customs and Border Protection (CBP) leaders are now warning Americans to be on high alert for phone scams that continue to target people around the country, pretending to be from the agency and attempting to steal money or social security numbers. According to a statement from CBP officials in Houston, the scam often involves fake calls from people claiming to be CBP agents or Border Patrol officers, asking for Social Security numbers, banking details, or payments to 'resolve' scam investigations. Sometimes, the calls have even referenced fake shipments of drugs or cash allegedly tied to the recipient's name or address, hoping to scare the recipient into offering up money or other valuable personal information in order to fix the potential legal threat. 'Anyone receiving a call from U.S. Customs and Border Protection about self-deportation, or a shipment of drugs or money should recognize that it is a scam regardless of how authentic the caller may sound,' said Rod Hudson, CBP's Acting Director of Field Operations in Houston. Hudson also warned the public that CBP will never call to demand money or threaten citizens with police action if they don't comply. 'If CBP suspects illegal activity, we will not call a suspect or a victim requesting money or Social Security numbers. To be clear, CBP will not make telephone calls threatening citizens that law enforcement is on the way or promising money for information,' Hudson added. Scammers often try to sound convincing, sometimes using the real names of CBP employees – easily found online -and giving out fake case numbers or badge numbers to boost their 'credibility.' Other scammers use robocalls instructing recipients to press a number to 'speak with an officer,' only to demand banking information or payments. The CBP is now urging the public to remain vigilant regardless of how 'real' a scammer may sound. If you receive a call like this, the CBP recommends the following steps: 1. Hang up immediately. 2. Never share your Social Security number, credit card details, or banking information over the phone. 3. Don't trust caller ID or numbers left in voicemails – scammers can fake them. 4. Always verify any suspicious calls by visiting CBP's official website or calling a publicly listed phone number. CBP officials also detailed in their recent statement that the agency does not solicit money over the phone and would never ask for payment from the public through gift cards, cryptocurrency, or wire transfers of any kind. Texans who suspect they've received a scam call can report it to the Federal Trade Commission's official online form.

Washington State recently became the second state in the U.S., joining Virginia, to enact a law placing speed-limiting technology in the cars of drivers with reckless driving records. Washington, D.C., also has a similar law. Washington Gov. Bob Ferguson signed a law in May requiring drivers whose licenses are suspended for reckless driving to have intelligent speed assistance (ISA) devices installed on their cars if they want to drive again immediately. The anti-speeding technology would monitor the driver's speed and prevent their vehicle from going over local speed limits. The law comes as Washington's state traffic safety commission reported that fatal crashes involving speeding drivers increased nearly 40% between 2019 and 2023. "This legislation was inspired by a crash when four individuals, including three children, were killed when their car was struck by a driver going 112 miles per hour," said Ferguson when signing Washington's new law. It will take effect in January 2029. The anti-speeding technology laws nationwide come as similar bills have been filed in at least five other states seeking to crack down on repeat reckless drivers, said Cathy Chase, president of Advocates for Highway and Auto Safety, a Washington, D.C.-based nonprofit. "Sometimes it just takes one state to get the momentum going," Chase told USA TODAY, noting traffic safety legislation is typically arduous. "This is a new type of measure with a newer technology in the U.S. that's really making good progress at the state level across the country." Virginia was the first US state to adopt an anti-speeding tech law In April, Virginia became the first state in the nation to enact anti-speeding tech legislation, requiring intelligent speed assistance devices for those convicted of driving more than 100 mph. The Intelligent Speed Assistance Program in Virginia is considered an alternative. The law allows judges to require intelligent speed assistance devices for drivers with repeat reckless driving offenses who don't want their license suspended. The devices are small enough to fit on an air vent and would stop drivers from exceeding the speed limit. Virginia's law has rules that are similar to the state's law on Breathalyzer ignition interlocks, said Tara Gill, a senior director of advocacy and state legislation for Advocates for Highway and Auto Safety. The Commission on the Virginia Alcohol Safety Action Program will oversee Virginia's ISA program, Gill added. Chase was encouraged to see the bipartisan support for Virginia's law that takes effect in July 2026. It was sponsored by Democratic state Del. Patrick Hope and signed into law by Republican Gov. Glenn Youngkin. "It's nice to see some common ground when our country can seem so divisive politically," Chase said. Meanwhile, lawmakers in other states have also considered some form of the anti-speeding technology requirement, including California and Connecticut, Gill said. And there are three states, Arizona, Georgia, and Maryland, where proposed ISA legislation is dead for the current session, Gill added. "We hope those states will reconsider those measures," Gill said. The reckless driving legislation in the Nation's Capital is called the ACT for 'Strengthening Traffic Enforcement, Education, and Responsibility '(STEER). The D.C. Council unanimously passed the measure. D.C. officials would be able to install "speed governors" on the cars of drivers convicted in court for aggravated driving or reckless aggravated driving. Meanwhile, New York City is expanding its ISA pilot program. A recent study involving 500 city fleet vehicles and over 2.9 million miles of driving showed ISA produced an 82% decrease on high-speed roads and a 64% decline in overall speeding. City officials say due to the pilot program's success, ISA is now being expanded to 2,100 vehicles. California has debated speed warnings in every car Meanwhile, California has mulled taking similar technology a step further, including a failed bill targeting every vehicle in the state. California's current ISA bill is stalled in the state assembly. Gov. Gavin Newsom vetoed a measure last year that would've made it the first such law in the U.S. The bill required that every new vehicle sold or leased in California in 2030 be equipped with a passive intelligent speed assistance system to alert drivers when they exceeded the speed limit by more than l0 mph. In his veto, Newsom said the National Highway Traffic Safety Administration (NHTSA) "already regulates vehicle safety standards, and adding California-specific requirements would create a patchwork of regulations that undermines this longstanding federal framework." Amid debate about the bill, the Alliance for Automotive Innovation, an auto industry lobbying association, questioned California's motives. The group referred to a 2022 law that requires new European vehicles have at least one of four speed limit recognition warning systems installed. "What they have in Europe is mandatory intelligent speed assist," the lobbyist group said. "It includes technology meant to be a reminder to the driver… not a restrictor… and uses cameras and GPS to recognize clear/visible speed limit signs on the roads."

June 10 (UPI) -- The U.S. Customs and Border Protection law enforcement agency, or CBP, announced Tuesday that anyone who gets a call from someone who claims to be a CBP agent asking for personal information should just hang up. The CBP reports that its employees have continually received calls about people who have gotten unsolicited calls from scammers posing as U.S. Border Patrol agents and U.S. Customs and Border Protection officers. CBP Houston Acting Director of Field Operations Rod Hudson said in a press release that "If CBP suspects illegal activity, we will not call a suspect or a victim requesting money or Social Security numbers. To be clear, CBP will not make telephone calls threatening citizens that law enforcement is on the way or promising money for information." The Department of Homeland Security and CBP state that they don't solicit money over the phone. "Anyone receiving a call from U.S. Customs and Border Protection about self-deportation, or a shipment of drugs or money should recognize that it is a scam regardless of how authentic the caller may sound," Hudson added. The people who have been contacted by scammers allege the phony CBP agents say they've received drugs with the person's name on it, and if they don't give up personal details as requested, the police will come to their residence. The phishers have also given the names and phone numbers of actual CBP employees to better falsify their identity, and in some cases the fraudulent callers provide phony badge and case numbers. Another version of the swindle involves a prerecorded message that tells the victim to press one to speak with a CBP officer or agent, upon which the scammer attempts to gain the victim's banking information. The CBP also said in the release that it will never ask for bank account or credit card numbers or Social Security information, and it never uses wire transfers, cryptocurrency or gift cards. Scammers can also call with a phone number that appears legitimate, and those who have been called should not phone those numbers back in an attempt to decipher whether a call was real but should instead find the factual information online. Anyone who would like to report such calls can contact the Federal Trade Commission online to do so.
