Ayushman health cards for Delhi citizens over 70 years to be launched on April 28: Minister Pankaj Kumar Singh
"With around 30 lakh people belonging to more than 6.5 lakh families and an estimated six lakh senior citizens, about 36 lakh people in Delhi will be benefitted by the Ayushman Bharat PM-JAY scheme," said an official.
Elaborating on Delhi government's Heat Action Plan 2025 launched by Chief Minister Rekha Gupta, the Health Minister said all special heatstroke wards will be set up in government hospitals.
Hospitals have been put on alert to deal with cases of heat stroke and air-conditioned Centralised Accidents and Trauma Services (CATS) are ready to offer assistance to people who may need hospitalisation, he added.
Talking to media persons, the Minister said that patient facilities in hospitals have also been upgraded so that they get cold water to drink and air-conditioned zones for waiting.
Earlier, Union Health Minister J.P. Nadda said that with the implementation of AB PM-JAY in Delhi, all senior citizens aged 70 years and above, irrespective of their socio-economic status, will be covered under Ayushman Vay Vandana Yojana which provides Rs 5 lakh free health cover to all senior citizens aged 70 years and above irrespective of their socio-economic status.
This will provide health cover to all eligible senior citizens where all pre-existing diseases will be covered from day one.
"It is estimated that more than six lakh senior citizens in Delhi belonging to nearly 4.5 lakh families will be benefited," he said.
Talking about the Heat Action Plan, Delhi Minister Pankaj Singh said the state government has launched several important brochures, including detailed information related to heatstroke management units, CATs infrastructure, and disaster-ready schools.
He added that the government's goal is for every school and hospital in Delhi to be fully prepared to face heatwaves.
"Through awareness, training, and necessary resources, we will ensure the safety of every citizen's life," he said.
Pankaj Singh added that the Heat Action Plan 2025 has been prepared in consultation with National and Delhi Disaster Management Authorities.
Under this initiative, 3,000 water coolers to be installed across the city and cooling shades will be built on footpaths to provide pedestrians relief from the sun, he said.
He added that the Delhi government would ensure strong preventive measures from slums to hospitals.
The Health Minister said that more than 1.4 million students in 5,500-plus Delhi schools will be made aware and trained on disaster management and heatwave protection.

Lok Nayak Hospital's neurosurgery department on Thursday installed five portable ventilators at its ICU unit and secured three ventilator beds of ICU units of other departments for its patients. Portable or transport ventilators are mechanical ventilation devices designed specifically for emergency or transport scenarios, while fixed ventilators are permanently positioned respiratory support. This comes after The Indian Express reported on Thursday that as per official records, only one of the 15 ventilators was functional in the neurosurgery department of the Delhi's government's 2,153-bed Lok Nayak Hospital — the largest such facility in the national capital. Weekly status reports maintained by the hospital showed that there were 14 ventilators in the department till Tuesday — none of them functional. One functional ventilator was added on Wednesday. According to records, ten of these ventilators have been non-functional for eight months, two for about a year and two more for over two years. In 12 of these ventilators, 'multiple spares are defective' and need to be 'replaced as per service report'. The two ventilators that have been non-functional for over two years were procured during Covid from the PM CARES Fund. Delhi Health Minister Pankaj Kumar Singh and Lok Nayak Hospital Director B L Chaudhary did not respond to queries from The Indian Express regarding the ventilators. Official sources said that Danish Ashraf, Special Secretary, Delhi Health and Family Welfare department, visited the hospital around 3 pm on Thursday for an inspection of the neurosurgery department's ICU. 'Medical Director Dr B L Chaudhary was also on round,' the official source said. The hospital also procured 18 ventilators from Rajiv Gandhi Super Speciality Hospital that are yet to be installed. Sources in the hospital said the instructions have been issued to repair the existing ventilators in the next 10 days. An official said: 'Instructions related to repair and maintenance of ventilators were passed earlier as well. Now, another set of instructions have been issued to speed up the process. We coordinate with manufacturing firms for annual maintenance of the machines.' Sources in the department also said that a lack of ventilators for almost a year led to a drop in the number of surgeries performed each month. Before the ventilators stopped working, an average of 30-35 elective surgeries and 20-25 emergency neurosurgeries were conducted in two operation theatres every month, the sources said. 'The number has come down to an average of 20 elective and 10 emergency surgeries per month… Cases are being prioritised and shortlisted. Cases which do not require ventilation are preferred,' said a senior doctor. Sources also said that patients who are operated upon in the neurosurgery department and require ventilator support were being shifted to the general surgery department's ICU, which has 15 ventilator beds. This ICU also accommodates patients who have undergone surgeries in the orthopaedic and medicine departments.

Haryana: Pending hospital payments being processed without delay: State health authority
Haryana's State Health Authority (SHA) Thursday said that claims submitted by the empanelled private hospitals under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) have been paid up to the second week of June 2025 and that in past seven days ₹170 crore were released. The SHA emphasised that there is no valid basis for any disruption or withdrawal of services under AB PM-JAY, as all raised issues have been effectively addressed. Since the inception of the scheme, over ₹3,050 crore has been disbursed to hospitals. During the current financial year and up to 13 August 2025, approximately ₹480 crore has been received from the Central and State governments and fully utilised for eligible claim settlements, the spokesperson said. The SHA emphasised that there is no valid basis for any disruption or withdrawal of services under AB PM-JAY, as all raised issues have been effectively addressed.

Bird flu cases detected in 2 Rampur poultry farms
Lucknow: With some cases of bird flu detected in two poultry farms in Rampur, the state govt has stepped up monitoring and inspection of poultry farms across the state to prevent the spread of the infection. After the detection of positive cases, the department of animal husbandry declared a surveillance zone in an area of one to 10 km around the farms. A senior official said that the situation was controlled locally and remained normal across other parts of the state. In all other districts of the state, the situation remains normal. Samples of dead birds from a third farm were sent to Bhopal for testing and the report is expected in a day or two. Dr Rajendra Prasad, additional director of poultry in UP, stated that directives have been issued to all districts and poultry farms are being continuously inspected. The borders of Bilaspur, Rampur and Swar, adjoining the Uttarakhand border, have been sealed. The Maharaja Poultry Farm is being sanitised, after which it will be sealed. Dr Brijesh Kumar Tripathi, deputy director, poultry, claimed that the situation was under control and that an area within one km radius of the impacted farms had been declared an infected zone, where domestic birds, eggs, etc., have been destroyed. The farms were sanitised and sealed. In the surveillance zone, Rapid Response Teams (RRT) were conducting continuous surveillance and samples were being collected to ensure that the infection has not spread. "This area has been declared a restricted zone, preventing birds and eggs from entering or leaving. The virus is destroyed at 70 degrees Celsius in 30 minutes, so boiling eggs and poultry products reduces the risk of infection," he said.
