Crisis of credibility will hurt both ECI and democracy

The recent attacks by the Congress on the Election Commission of India (ECI) reflect a deepening crisis of confidence in the institutions that underpin India's democracy. Against the backdrop of the special intensive revision (SIR) of electoral rolls in Bihar, these allegations have brought the Commission into the political spotlight once again—raising troubling questions about its autonomy and credibility. On Saturday, Congress president Mallikarjun Kharge accused the Commission of having become a 'puppet' of Prime Minister Narendra Modi, suggesting that the poll panel no longer functions as an autonomous constitutional body but as an instrument of the ruling regime. His statement came as reports emerged that nearly 65 lakh voters in Bihar could be excluded from the rolls during the ongoing revision. The next day, senior Congress leader P Chidambaram sharpened the attack. In a post on X, he alleged that the Commission was engaged in a 'deliberate and dangerous' exercise to alter the 'electoral character and patterns' of states. He contrasted the large-scale deletions in Bihar with reports of 6.5 lakh 'additions' to the electoral rolls in Tamil Nadu—an act he described as 'alarming and patently illegal'.
The Bharatiya Janata Party (BJP)-led government dismisses these charges, as it typically does with other criticisms from the Opposition. Yet, beyond the usual exchange of barbs between the ruling party and the Congress lies a larger and more worrying narrative: the growing perception that India's democratic institutions, including the ECI, are being eroded from within. The Election Commission has historically enjoyed a reputation as being one of the country's most trusted public bodies, credited with conducting free and fair elections in the world's largest democracy. But, its standing has been steadily declining in recent years. Critics argue that its responses to contentious issues—ranging from alleged violations of the Model Code of Conduct to controversial decisions on electoral roll revisions—often appear either delayed or tilted in favour of the ruling party. Whether or not such allegations are fully justified, the perception of bias itself is corrosive in a democracy that depends on the impartiality of its institutions. The fact is that this perception of institutional capture is not limited to the ECI.
Over the last decade, various organs of the state—be it investigative agencies, the legislature, and even sections of the judiciary—have faced accusations of being influenced or pressured by the executive. The Modi government's critics frequently argue that its centralised style of governance leaves little room for institutional autonomy. The government, for its part, insists that these institutions are functioning within their mandates and that such criticisms are politically motivated. Some of the rhetoric from Congress leaders borders on hyperbole. Branding the ECI outright as a 'puppet' or suggesting a grand conspiracy to alter the electoral character of states might be politically effective but risks undermining public faith in the very institutions they seek to defend. In democracies, reckless statements can deepen voter cynicism. Yet, exaggeration does not nullify the kernel of truth underlying these charges. The ECI's conduct has done little to dispel doubts about its impartiality. An institution that was once celebrated for standing up to political power now seems hesitant even to assert its independence convincingly. It is incumbent upon not just the political class but also the ECI to undo the damage done in the last few years.

With banners and posters against the Special Intensive Revision (SIR) of electoral rolls in Bihar, Sonia Gandhi, Priyanka Gandhi Vadra, as well as other opposition MPs raised slogans and demanded a rollback of the SIR as they stage their protest near Parliament's Makar Dwar. This was the tenth day of their protest with only one day gap in between on Monday when the opposition skipped their protest in view of the demise of former Jharkhand chief minister Shibu Soren. There were two huge banners in front of the protesting MPs -- one in Hindi and the other in English -- which read 'Our Vote. Our Right. Our Fight.' Another banner carried by the protesting MPs read 'SIR - Silent Invisible Rigging'. With 'Stop SIR' placards along with posters, alleging collusion between the EC and the government, in hand, the MPs of the opposition, including those of the Congress, DMK, TMC, and Left parties, among others, participated in the protest and raised slogans. The opposition has been protesting in both Houses of Parliament against the SIR, alleging the EC's exercise was aimed at "disenfranchising voters" in Bihar ahead of the Assembly elections. They have been demanding a discussion on the issue in both Houses.

Resolution praising armed forces passed in PM Modi-led NDA parliamentary meeting

A resolution saluting the valour of the armed forces was passed at the National Democratic Alliance (NDA) parliamentary party meeting on Tuesday, which was chaired by Prime Minister Narendra Modi. (PTI photo) The meeting which was held on the backdrop of the May 7 military strike, saluted 'the unmatched courage and unwavering commitment of our armed forces, who showed heroic valour during Operation Sindoor and Operation Mahadev.' 'Their courage highlights their unflinching devotion to protecting our nation. We pay our deepest condolences and respects to those who lost their lives in the Pahalgam terror attack,' the resolution said. The lawmakers from the BJP and its allies, the Telugu Desam Party (TDP), Janata Dal United (JDU) and other parties also felicitated the 'exceptional leadership' displayed by PM Modi. 'His unwavering resolve, visionary statesmanship and resolute command have not only steered the nation with purpose but also ignited a renewed spirit of unity and pride in the hearts of all Indians,' it said. Operation Sindoor was executed in response to the April 22 terror attack in Pahalgam, which India said was perpetuated by Pakistan-based terrorist group The Resistance Front (TRF), a front and proxy of the Lashkar-e-Taiba. The attack left 26 dead. The resolution also appreciated the firmness with which PM Modi highlighted the new normal, which shall define our approach to such challenges. 'First, if there is a terrorist attack on India, a fitting reply will be given. We will give a befitting response on our terms only. We will take strict action at every place from where the roots of terrorism emerge. Secondly, India will not tolerate any nuclear blackmail. India will strike precisely and decisively at the terrorist hideouts developing under the cover of nuclear blackmail. Thirdly, we will not differentiate between the government sponsoring terrorism and the masterminds of terrorism,' the resolution noted. A reference was also made to the government's focus to indigenisation and to the diplomatic outreach that was launched post the operation. 'The Prime Minister ensured 59 Members of Parliament from across parties visited 32 countries to present India's point of view. This is one of the most comprehensive global outreach ever launched by India, highlighting how the country has been a victim of terror and why a terror attack in any one part of the world is a crime against humanity across the globe. The participation of Opposition MPs shows the maturity of our democracy and the statesmanship of the Prime Minister, who believes that in matters of national interest, we are all together,' it said.
