
Judge rejects early eviction plan for Blue Island mobile home residents
Residents of the park formally opposed the property management's request for a shorter vacate and will now have up to 12 months to vacate the property, Kuecher said.
Kuecher said the mobile home park's motion was against the Mobile Home Landlord and Tenant Rights Act, which says that if a park owner elects to cease the operation of either all or a portion of the mobile home park, the tenants shall be entitled to at least 12-months' notice.
Blue Island City Administrator Thomas Wogan said in an email that 'the matter before the court today regarding how the property is vacated and the mobile home park operations are ceased is primarily a matter between the owners of Forest View and the remaining residents.'
'As previously stated, the City strongly urges the Forest View owners to take responsibility for this situation and work to rehome the remaining residents,' Wogan said.
Residents have received eviction notices with three different court hearing dates, the first one being Aug. 26, followed by court dates Sept. 2 and 4, said resident Joe Cervantes.
Kuecher said the residents are working toward a redevelopment agreement with the property management that would provide funds for residents who are participating in a larger collective bargaining agreement. Those not working with the group of residents advocating for this will negotiate funding and support on their own, Kuecher said.
The top hurdle, Kuecher said, is determining which residents own their mobile home versus renting, as some residents said the title to the home is still under a previous owner. Property ownership is considered as a factor in calculating adequate funds for them to be able to relocate.
'The people that are losing their homes are suffering like so much bigger of a loss,' Kuecher said. 'Because now their plan their next 10 years of their family's future, you know, where they're going to live, is now not a realistic option for them. Those people are going to need to be compensated more.'
The residents are also working with a group of nonprofits, including Resident Owned Communities USA, the Chicago Fair Housing Alliance and the Manufactured Housing Action network, to establish an option to save the park that they would present to the city. Kuecher said this plan needed to be finished 'yesterday,' but they're still working on a few details.
Cervantes said he is hopeful about the plan because more advocates have started helping out.
'It's a big coalition,' Cervantes said. 'If one person has a dream or is optimistic, that's one thing, but to build a coalition, that says there's some proof there's possibility there.'
The court action is part of a larger legal battle between the city and Forest View Mobile Home Park Inc., Mer-Car Corporation, Chicago Title Land Trust and Steven Dukatt, president of Mer-Car Corporation. The case will continue Aug. 20 on Zoom.
When asked if the city would support a plan for residential housing on the property, Wogan said that the property is not zoned for residential use.

HSBC plots ‘Big Brother' surveillance crackdown on staff
HSBC is planning to ramp up surveillance at its new London offices in a Big Brother-style crackdown on staff. The British bank has been plotting to bolster security measures when it moves into its new City offices, including increasing the the number of CCTV cameras from 444 currently to 1,754. The crackdown is part of a new 'global security strategy' being considered by the bank for its new site near St Paul's Cathedral as it prepares to move out of its current offices in Canary Wharf in 2027. It will also double the number of biometric readers from 350 to 779 in order to verify all staff and guests entering the building. The verification system will see HSBC register people's handprints when entering its most secure buildings. HSBC's plans come despite resistance from staff, who have largely failed to adhere to a new biometric entry systems that was first introduced by the bank in 2022. The bank's move comes amid a wider battle between companies and staff over office working. Hybrid working patterns established during the pandemic have made monitoring staff attendance more difficult, forcing some companies to resort to new technologies to track who is in the office. The bank has been pushing ahead with plans to reduce the size of its office footprint by 40pc worldwide in response to higher levels of hybrid working and in an effort to cut its costs. HSBC's new security strategy was outlined in an internal presentation in May. A source familiar with the matter said the presentation document is now out of date and that the plans will likely change. According to the original presentation, HSBC planned to install new CCTV cameras at the entry and exit points of its trading floors and use artificial intelligence technologies to analyse the footage. The bank's new building is set be half the size of its current Canary Wharf offices - meaning there would be more cameras crammed into a smaller space. The presentation said 'theft incidents' in HSBC's Canary Wharf building 'point to the need for increased CCTV capabilities on working floors.' More than 8.3 million people pulled out of poverty in Mexico between 2022 and 2024
MEXICO CITY (AP) — More than 8.3 million people in Mexico were pulled out of poverty between 2022 and 2024, according to a report released by Mexico's statistics agency on Wednesday. It marks a nearly 18% drop in people living in poverty in a country that has long struggled with high levels of economic precarity and unemployment. The number of people living in extreme poverty dropped 23% while those in moderate poverty dropped more than 16%, according to the report by Mexico's National Institute of Statistics and Geography (INEGI). Today, one in three Mexicans still live in poverty. 'This is a photograph' of the country, said Claudia Maldonado, a researcher at INEGI. While INEGI took over research of poverty rates from a previous government entity, official and independent researchers say the data is comparable. Manuel Martínez Espinoza, a researcher at Mexico's National Council of the Humanities, Sciences and Technologies, said the dip can be largely be attributed to two policies championed by former Mexican President Andrés Manuel López Obrador. The Mexican populist, who remained highly popular even after he left office last year, built his political movement on heavy support from poorer and rural-dwelling Mexicans with the promise that he would put the poor first and more equally distribute wealth in the Latin American nation. Martínez Espinoza said that while the decrease in poverty is likely due to a range of factors in an economy as diverse as Mexico's, López Obrador raising Mexico's minimum wage and instituting a roster of social welfare programs appears to have paid off. Access to social security, food security and dignified living conditions have all gone up, according to the INEGI report, though gains in other things like access to health services didn't catch up to major losses felt in years past. Between 2018, the year López Obrador took office, and 2025, Mexico's minimum wage tripled, jumping from 88.40 pesos ($4.75) to 278.80 pesos ($15) a day. At the same time, López Obrador's government scrapped a host of existing social programs and installed their own, quickly increasing overall social spending to unprecedented heights for senior citizens, unemployed youth, students, farmers and people with disabilities. The programs have also been criticized as the reforms dramatically shifted who was getting that money, as universal pension benefits also put money in the pockets of Mexico's wealthiest who didn't really need the cash injection. Martínez Espinoza noted that the cash transfers may not be a long-term solution to tackle poverty in Mexico, as poverty could jump once again if such programs end. 'If people stop receiving (the transfers), they could fall back into poverty because there wasn't enough investment in things other than addressing people's most immediate needs,' he said.
