Industrial firms to face £685m property tax hit after energy support pledge

Just a week after the Government's industrial strategy revealed electricity costs for about 7,000 energy-intensive businesses would be cut by scrapping green levies, estimates suggest many of the larger firms are set to see their business rates bill soar.
Around 4,300 large-scale industrial properties in England – across manufacturing sectors such as automotive, aerospace and chemicals – will face a new business rates levy costing them around £685 million a year, according to tax and software firm Ryan.
The levy, which comes into effect in April, is part of next year's business rates revaluation and is being used to fund tax breaks for high street retail, leisure and hospitality sectors, Ryan said.
Alex Probyn, a practice leader of property tax at Ryan, said that while the industrial strategy move to reduce energy bills was welcome, 'it's perverse to then ask those very same businesses to foot the bill for high street tax cuts through higher business rates from 2026, a year before the energy support will come into effect'.
He added: 'If the goal is to boost UK competitiveness, we need a coherent strategy that tackles the total burden of fixed costs — not one that gives with one hand and then takes with the other.'
It follows Sir Keir Starmer's 10-year industrial strategy, which includes a measure to cut bills by up to 25% to help firms compete with foreign rivals.
Under the new plans, a new British Industrial Competitiveness Scheme from 2027 will cut costs by up to £40 per megawatt hour for over 7,000 manufacturing firms by exempting them from levies on bills including the renewables obligation, feed-in tariffs and the capacity market.
Around 500 of the most energy-intensive firms, including the steel industry, chemicals and glass-making, will also see their network charges cut. They currently get a 60% discount through the British Industry Supercharger scheme, which will increase to 90% from 2026.
But Ryan is calling for more coherence in strategy from the Government, cautioning that any benefit from lower energy bills risks being undermined by increased property taxation.
UK firms already face the highest property taxes in the developed world and more than double the European Union average, according to the firm.
Mr Probyn said: 'We're seeing two opposing policies rolled out simultaneously. One aims to support industry by reducing energy costs.
'The other increases a key fixed operational cost — property tax — on the very same businesses to subsidise other sectors.
'There is no coherent strategy; it's a contradiction.'
A government spokesperson said: 'We are making it easier and quicker for businesses to invest and grow by cutting British industrial electricity costs with unprecedented new support which will cut electricity costs by around 20-25% for thousands of businesses.
'Our reform to the business rates system will also create a fairer business rates system that protects the high street, supports investment and levels the playing field.
'A new, permanently lower business rates in 2026 will benefit over 280,000 retail, hospitality and leisure business properties and will be sustainably funded by a new, higher rate on the 1% of most valuable business properties.'

The Government has already said it will make sure new build homes will have solar panels by default through the future homes standard, lowering their bills. It also says it is working with the Green Finance Institute, the finance sector, consumer bodies and solar firms to find financial solutions to make it possible for more households and businesses to install the green tech and add to the 1.5 million homes which already have panels on their roofs. And it will launch a safety review to make 'plug-in' solar arrays, which work the same way as roof top panels except they are portable and connected directly into plug sockets, available in the UK. Officials say plug-in solar is currently unavailable in the UK due to longstanding regulations, but in Germany there were around 435,000 new plug-in solar panel installations in 2024 alone, saving residents in flats money on their bills. Energy Minister Michael Shanks said: 'Families have been paying the price for the fossil fuel rollercoaster for years. 'Through solar, we are rolling out the quickest to build and one of the cheapest forms of energy for families to start saving hundreds on their energy bills, all whilst helping tackle the climate crisis.' The Government has approved more than 3 gigawatts of 'nationally significant' solar since the election – which it says is the equivalent of powering more than 500,000 homes. The solar road-map sets out steps to deliver 45-47 gigawatts of solar by 2030, as part of the push to the UK to being overwhelmingly run on clean power by the end of the decade. Officials said the boost to solar will support up to 35,000 jobs and – in the face of concerns over competing use for land – will use less than 0.5% of total UK land. The road-map comes after the independent advisory Climate Change Committee said the new Government was on track with ramping up offshore and onshore wind installations to meet its 2030 targets, but was off track with solar installations. Solar Energy UK chief executive and co-chair of the solar taskforce, Chris Hewett said: 'The Solar Road-map highlights dozens of practical measures needed to expand solar generation, boost the supply of cheaper and more secure power, foster new industries, create skilled jobs, boost biodiversity and slash our greenhouse gas emissions. 'The sector is already growing fast, with around 700 small-scale rooftop installations being completed each day, but needs to grow faster.'

A committee of MPs has just completed a review into Lifetime ISAs - and concluded the accounts may have been improperly sold to people who could be eligible for Universal Credit. The Lifetime ISA lets you save up to £4,000 a year either towards a first home or for retirement. The Government adds a 25% bonus of up to £1,000 a year on top of everything you save annually. Advertisement Under the current system, any savings held in a LISA can affect your eligibility for Universal Credit or Housing Benefit. That's despite this not being the case for other personal or workplace pension schemes. The report said: "If the Government is unwilling to equalise the treatment of the Lifetime ISA with other Government-subsidised retirement savings products in universal credit assessments, Lifetime ISA products must include warnings that the Lifetime ISA is an inferior product for anyone who might one day be in receipt of Universal Credit. "Such warnings would guard against savers being sold products that are not in their best financial interests, which might well constitute mis-selling." Advertisement The committee said the inclusion of the Lifetime ISA in the eligibility assessment for these benefits is "inconsistent" with other retirement products and "nonsensical". It comes as Chancellor Rachel Reeves is expected to reform ISA savings. Disability benefit explained - what you can claim ISAs are accounts that let you save away up to £20,000 every tax year without paying any tax on your interest or earnings. However the Government is hoping to push more savers towards investments rather than cash savings. Advertisement What is a Lifetime ISA? FIRST-time buyers saving into a LISA can stash up to £4,000 into this account each year tax-free. The government will add a 25% bonus to your savings, up to a maximum of £1,000 per year. For example, if you save £4,000, you'll get a £1,000 bonus. The amount you pay in is linked to your annual ISA allowance (£20,000 for 2023/24) – for example, if you pay £1,000 into your LISA, you can still pay £19,000 into other ISA products. Any bonus you earn doesn't count towards your ISA allowance. You can open a Lifetime ISA with any bank, building society or investment manager that offers the product. You can only open a LISA if you're aged 18–39. You can hold multiple Lifetime ISAs, although you can only pay into one each tax year. You can also transfer your Lifetime ISA to another provider, for example, to get a better interest rate. If you want to use a Lifetime ISA to buy a home, there are a few restrictions you need to keep in mind: Only first-time buyers can use Lifetime ISAs to buy a home, which means you can't own, or have owned, a home in the UK or anywhere in the world. You'll need to be buying a home for no more than £450,000. You must be buying a home you plan to live in – the scheme isn't for buying a home you want to rent out, or a holiday home. If you don't use it to buy your first home, you can continue paying into a LISA until you're 50. You can then make full or partial withdrawal from your LISA, without paying a fee, when you turn 60. Savers might be making 'poorer decisions' The review also found that Lifetime ISAs could be contributing to people making poorer financial decisions. Many use the accounts to boost their deposit savings for their first home. But experts have argued that restrictions placed on LISA customers have led to thousands missing out. You can only use a LISA to purchase a home worth up to £450,000, which in many parts of the country is feasible but in the South East and London this is increasingly pricing people out. Advertisement The £450,000 limit has not changed since the LISA was first introduced in 2017. On top of this, people withdrawing money from a LISA for any reason other than retirement or buying a first home face a 25% withdrawal charge. At face value this looks like just losing the bonus offered by the Government, but in reality you end up losing 6.25% of your own savings too. In the 2023-24 financial year, 99,650 people were charged the penalty. Advertisement That's nearly double the number of people who used their LISA to buy a home (56,900). The Treasury Committee, which released the report, said this was a possible indication the LISA is not working as intended. The report said: "Many people have lost a portion of their savings due to a lack of understanding of the withdrawal charge or because of unforeseen changes in their circumstances, such as buying a first home at a price greater than the cap. "However, the case for reducing the charge must be balanced against the impact on Government spending. Advertisement "The Lifetime ISA must include a deterrent to discourage savers from withdrawing funds from long-term saving." The Office for Budget Responsibility predicts spending on bonuses paid to account holders will cost the Treasury around £3billion over the five years to 2029-30. Treasury Committee chairwoman Dame Meg Hillier said: "The committee is firmly behind the objectives of the Lifetime ISA, which are to help those who need it onto the property ladder and to help people save for retirement from an early age. "The question is whether the Lifetime Isa is the best way to spend billions of pounds over several years to achieve those goals. Advertisement "We know that the Government is looking at ISA reform imminently, which means this is the perfect time to assess if this is the best way to help the people who need it." Brian Byrnes, head of personal finance at Lifetime ISA provider Moneybox, said the accounts have "proven particularly valuable for first-time buyers on lower to middle incomes, with 80% of Moneybox Lisa savers earning £40,000 or less". "We firmly believe that by future-proofing the house price cap and amending the withdrawal penalty, the LISA would continue to serve as a highly effective product, helping young people build and embed positive saving behaviours early in life, get more people onto the property ladder, and prepare for a more secure retirement," he said.

It is accurate to state that Bob Vylan crossed the line of common decency in their rhetoric to the Glastonbury crowd but it is nonetheless frustrating to realise that this then becomes the story for television and newspapers, and not the acts of barbarity committed by the Netanyahu administration, a gang of heinous war criminals. There are governments in Europe that are prepared to make a righteous and humanitarian stance with regards the international crimes being carried out in Palestine. He has just been jailed for three-and-a-half years. His 'Scottish' tea was in fact purchased from a wholesaler in Oxford and resold with an inflated price tag. Apparently his scheme received support from the Scottish Government, and I seem to remember him appearing on at least one national TV news programme. Given his deception was to the value of more than £500,000 and ran for five years, a curious person might wonder why it has taken another five years to bring him to justice. On the final day of the Scottish Parliament before its summer holiday break, legislation was passed to allow prisoners to be released having serving only 15% of their sentence. If this were to be applied to Mr O'Braan's 42-month sentence, he could be released some time in January 2026 – only six months from now. He would miss Christmas and New Year at home but I wonder if he would be eligible to stand in the May 2026 Scottish Parliament elections?
