President Tharman pays tribute to Tamils in Singapore

Singapore, Aug 4 (PTI) President Tharman Shanmugaratnam has paid tributes to the generations of Tamils who contributed to the Singaporean society in areas such as education, women's rights, politics, medicine, law, sports and the arts.
He also spotlighted the Tamil community's influence on the city-state's culinary landscape, such as how mee goreng (spicy fried noodles) was created and popularised by the Muslim Chulias of Madras.
'As we celebrate SG60 (60 years of Independent Singapore), may this be a reminder of each of our communities' contributions, from the labourers who led the most difficult of lives to the civil servants, educationists, professionals and entrepreneurs, each contributing to making this nation that we treasure," The Straits Times reported on Monday, quoting Tharman as saying.
'Addressed some 600 guests at the launch of Encyclopaedia of Singapore Tamils (EST) on Saturday," Tharman said, adding that the story of the city-state's Tamil community is, in many ways, that of Singapore itself — one of resilience, multicultural integration and also, deep social transformation over the country's 60 years of independence.
The president noted that in Singapore's early years, migrants from southern India naturally brought with them their caste traditions and practices. As a result, segregation in their social interactions, jobs and living arrangements closely resembled those in their places of origin.
For instance, the encyclopaedia records how almost all Indian enclaves here had designated Adi-Dravida zones for those lowest in the caste hierarchy, such as the area between Jalan Besar and Rochor Canal, along the Little India precinct.
While attitudes towards caste started to change in the 1930s and 1940s due to reformist movements, such as the Tamil Reform Association and the Japanese Occupation, the most profound changes came after Singapore gained independence, the president said.
A national education system promoted meritocracy regardless of social background, public housing brought people of all communities together and a growing economy provided opportunities for all, he pointed out.
The result was a dilution of caste traditions and better appreciation for inclusivity. But there are still remnants of caste practices among those who have been higher up in the traditional social hierarchy, and a renewed influx of such practices among new immigrants, Tharman said.
More also needs to be done to help those who have faced disadvantages passed down through generations, from the time their forefathers arrived here as coolies and indentured labourers, he added.
'As much as we have done away with the most regressive social practices, we have to keep working at this…. Even as we conserve the core of our cultures, Singapore must remain a socially progressive place, where discrimination of all forms is not tolerated, and inclusivity becomes part of all our lives," Tharman said.
'It is what makes us as Tamil Singaporeans, and as Indian Singaporeans, distinctive among Indian communities globally," the broadsheet had the president as saying.
The EST is an online resource that documents the history and contributions of the Tamil community here over the past 200 years, and is a collaboration between the Centre for Singapore Tamil Culture (CSTC) and the National Library Board (NLB).
At the event on Saturday, CSTC chief executive Arun Mahizhnan said the encyclopaedia addresses a longstanding lack of a comprehensive historical record of Singapore's Tamil community.
It currently contains more than 350 entries, covering a range of topics that includes historical events, arts, community organisations, journalism, education, politics and personalities.
Being online means it will be accessible to a broad audience both in Singapore and abroad, added Mahizhnan, who is also the EST's chief editor. 'Besides preserving our history, it can also inspire younger generations to appreciate and connect with their heritage." EST deputy editor Sivanantham Neelakandan said the encyclopaedia is meant to be a living document that will continue to grow and 'serve as a lasting testament for generations to come".
The encyclopaedia, published in conjunction with SG60 and the NLB's 30th anniversary, can be accessed both in Tamil and English.
The event was also attended by Minister for Digital Development and Information Josephine Teo and Minister of State for Culture, Community and Youth and Minister of State for Manpower Dinesh Vasu Dash. PTI GS RC

Agency: PTI Last Updated: Chandigarh, Aug 4 (PTI) A CBI court in Mohali on Monday sentenced five former police officials to rigorous life imprisonment in a 1993 fake encounter of seven persons of Tarn Taran district and described their conduct 'morally bankrupt and profoundly inhumane". The court of CBI Special Judge Baljinder Singh Sra which pronounced the verdict also imposed a fine of Rs 3.50 lakh on each of the convict. The court had found them guilty of criminal conspiracy, murder and destruction of evidence under relevant sections of the Indian Penal Code on August 1. The then deputy superintendent of police Bhupinderjit Singh (61), who later retired as SSP, the then assistant sub-inspector Devinder Singh (58), who retired as DSP, the then assistant sub-inspector Gulbarg Singh (72), the then Inspector Suba Singh (83) and the then ASI Raghbir Singh (63) have been sentenced to rigorous imprisonment for life. Five other accused police officials — the then Inspector Gurdev Singh, the then sub-inspector Gian Chand, then ASI Jagir Singh and then head constables Mohinder Singh and Aroor Singh passed away during the trial. The court, in an order, said, 'Upon consideration of the rival contentions, this court is of the view that there is no doubt regarding the sheer venality and callousness with which the convicts acted, reflecting an utter disregard for human dignity and life. Their conduct was not only unlawful, it was morally bankrupt and profoundly inhumane." 'However, in view of their advanced age and the prolonged agony endured during the course of the trial over many years, this court refrains from awarding the capital punishment," it said. The court said Dr B R Ambedkar, the chief architect of the Indian Constitution, once said, 'Rights are protected not by laws but by the social and moral conscience of society". Regrettably, this moral consciousness has yet to be fully absorbed and reflected in the institutions of governance entrusted with the protection of people's rights, said the order. The court said it can very well imagine the plight of their parents and family members who were running from pillar to post since the year 1993 to seek justice. Taking into consideration all these facts and circumstances in the light of above judgment, the fine amount awarded shall be paid as compensation to their widows and legal heirs in equal proportion, said the order. Among the seven victims, three were special police officers. As per investigation conducted by the CBI, a police team led by the then station house officer of Sirhali police station Gurdev Singh picked up SPOs Shinder Singh, Desa Singh, Sukhdev Singh and two others Balkar Singh and Daljit Singh from the residence of a government contractor on June 27, 1993. They were falsely implicated in a robbery case, as per the CBI probe. Thereafter, on July 2, 1993, the Sarhali police registered a case against Shinder Singh, Desa Singh and Sukhdev Singh, claiming that they had absconded along with government-issued weapons. On July 12, 1993, a police team led by the then DSP Bhupinderjit Singh and then Inspector Gurdev Singh claimed that while escorting one Mangal Singh to Gharka village for a recovery in the dacoity case, they were attacked by militants. In the crossfire, Mangal Singh, Desa Singh, Shinder Singh and Balkar Singh were killed. However, forensic analysis of seized weapons pointed to serious discrepancies and post-mortem examination reports also confirmed that the victims were tortured prior to their death, as per the probe. Despite being identified in records, their bodies were cremated as unclaimed, as per CBI investigation. On July 28, 1993, three more persons Sukhdev Singh, Sarabjit Singh and Harvinder Singh were killed in a staged encounter involving a police team led by the then DSP Bhupinderjit Singh, according to the CBI investigation. The case was handed over to the CBI following a Supreme Court order on December 12, 1996 in connection with mass cremation of unidentified bodies in Punjab. The CBI registered the case in 1999 based on the complaint of Narinder Kaur, the wife of Shinder Singh. Agency: PTI Last Updated: Kohima, Aug 4 (PTI) In a significant development regarding the ongoing demand to review Nagaland's job reservation policy, the state cabinet is expected to take a final decision on Wednesday, sources said. The information was conveyed during a meeting on Monday between the state's new Chief Secretary Sentiyanger Imchen, and representatives of the five Tribes Committee on Review of Reservation Policy (CoRRP) here. The CoRRP represents five major Naga tribes — Ao, Sumi, Lotha, Rengma, and Angami — and was formed to push for a review of the state's reservation policy, which they describe as 'imbalanced and outdated." 'The meeting had a brief discussion on the core demands raised and the response of the state government so far. The chief secretary informed that the state cabinet will meet on August 6 and will take a final call on the core demands, including the framing of terms of reference and the composition of the commission within the next fortnight," the statement said. In view of the assurance, the CoRRP has agreed to keep the proposed third phase of its agitation in abeyance, they said. The push to review Nagaland's reservation policy intensified after the five tribal apex bodies under the banner of the 5-Tribes CoRRP submitted a joint memorandum to the state government. They argued that the policy, which has been in place since 1977, no longer reflects the current socio-economic and educational realities of the various communities in the state. Pressing for fulfillment of their demand, the committee conducted at least two phases of agitation – first on May 29 in the form of protest rallies across multiple district headquarters (Dimapur, Kohima, Mokokchung, Wokha, Tseminyu, Zunheboto, Chümoukedima, Niuland). The second phase was on July 9, thousands of people from the 5 tribes, young and old, man and women attired in traditional dresses staged a protest outside the Civil Secretariat. Initially, 25 per cent reservation was allocated for seven tribes in non-technical and non-gazetted posts for a period of 10 years. These tribes were designated as 'backward' based on educational and economic disadvantages, and limited representation in state services. Over the years, the reservation has increased to 37 per cent, comprising 25 per cent for seven Eastern Nagaland Backward Tribes and 12 per cent for four other backward tribes of the state. Prime Minister Narendra Modi will inaugurate Kartavya Bhavan, or the Central Secretariat Building-3, on Wednesday (August 6), his office said on Monday. (PTI File Photo) The building will house offices of key ministries such as home, external affairs, petroleum and natural gas, and the office of the principal scientific advisor to the PM. The CCS-3 is the first building being made ready as part of the marquee Central Vista revamp conceived in 2019. This makeover is the centrepiece of Prime Minister Modi's bid to leave a new architectural legacy, a contrast to the previous mix of colonial-era architecture from the seat of power. The ones already delivered are the new Parliament building, which hosted its first session in September 2023; the redeveloped and re-christened Raj Path as Kartavya Path, which opened in September 2022, and the Vice-President's enclave, which was ready in April 2024. The new Parliament building and the Vice President's enclave were delayed by more than a year as the entire Central Vista overhaul was originally scheduled to be completed by 2024. Now CCS-3, along with CCS-1 and 2, are set for completion in September, with 88% of the project already completed, a government reply in the Parliament on July 24 said. CCS-10 (28% of construction completed) is scheduled to be ready by April 2026, while CCS-6 and CCS-7 (1% of the work completed) are expected to finish construction by October 2026, the reply added. A government release said the CCS-3 building is designed to use 30% less energy. 'It has special glass windows to keep the building cool and reduce outside noise. Energy-saving LED lights, sensors that switch off lights when not needed, smart lifts that save power, and an advanced system to manage electricity use will all help save energy. Solar panels on the roof of Kartavya Bhavan-3 will generate over 5.34 lakh units of electricity every year. Solar water heaters meet more than a quarter of the daily hot water needs. Charging stations for electric vehicles have also been provided.
