Assam signs MoU with IIT-G to train WRD engineers

Guwahati: Looking to strengthen scientific capacity in managing floods and water resources, Assam on Thursday signed an MoU with IIT-Guwahati for a two-year online M-Tech programme for water resources department (WRD) engineers.
The course will focus on flood control, sediment studies, climate resilience and sustainable water management.
As per the agreement signed between IIT-Guwahati director, Sukumar Nandi, and chief engineer of the water resources department, Bhaskar Sharma, 20 engineers from the department will be able to enrol in an online course on water resources each year. As part of a comprehensive project under the Assam Flood and River Erosion Management Agency (FREMAA), with World Bank assistance, the initiative aims to provide advanced technical knowledge to about 200 engineers from the department over the next 10 years.
Water resources minister Pijush Hazarika said, "Just as those in the medical field regularly participate in seminars and courses to acquire new knowledge and innovations, it is crucial for engineers involved in sensitive areas like water resources to stay updated on modern technology."
He added that under the leadership of Chief Minister Himanta Biswa Sarma, the WRD operates with an annual budget of approximately Rs 2000 crore and managed to reduce flood impact by 60-70% over the past four years.
He further said, "Floods have held Assam back for many years. Currently, there is no shortage of funds, but a permanent solution is not possible without the right use of technology."
The minister expressed hope that this academic collaboration with IIT-Guwahati will make the department more technically capable.
He also mentioned that the state has about 4500 km of embankments, many portions of which urgently need renovation with modern technology. He believes the agreement with IIT Guwahati will play a significant role in this regard. The minister also noted that the department successfully completed embankment repairs using geo-mega tubes during heavy rains in a short period. He urged the engineers to make the most of this opportunity to bring modernization and efficiency to the state's flood and erosion control systems.

BAREILLY: The scientists at the Indian Veterinary Research Institute (IVRI) achieved a milestone by successfully performing the first hip transplant surgery using indigenous technology in the country. This hip transplant is notable for being entirely developed with local technology. Until now, artificial hips for dogs were not available in India and had to be imported, costing at least Rs 5 lakhs. For nearly three years, IVRI scientists, Dr Rohit Kumar and his team, conducted a comprehensive study to develop not only a cemented hip suitable for Indian dogs but also the necessary instruments. Dr Kumar and his team took on this challenge, initially seeking insights from renowned human orthopaedic surgeon Dr Alok Singh. With technical assistance from Dr Singh and Bareilly Medicare Firm's Yogesh Saxena and Devesh Saxena, Life Ortho Care in Gujarat helped in developing the artificial hip and its instruments for dogs. Dr Rohit Kumar mentioned that the developed hip is quite affordable, allowing dog owners in the country to receive excellent treatment at a lower cost in the future. Saw many surgeries in humans, developed all the dimensions on our own by taking multiple x-rays of the dogs. The cost of implant during the experimentation phase is between 25k-30k and even after commercialisation, the cost of hip replacement surgery would be very affordable. The best thing about it is that everything is developed and manufactured in India.' The technical design and dimensions were assigned to Dr T Sai Kumar for MVSc research and Dr Kamlesh Kumar for PhD research. This work was carried out under the AINP-DIMSCA (All India Network Programme on Diagnostic Imaging for Surgical Conditions in Animals) project by the team of Dr Rohit Kumar, Dr Amarpal, Dr A C Saxena, and Dr AM Pawde. Dr Amarpal said, 'This is the first time such a study was systematically conducted in the country, with the first surgery performed in Dehradun, the second in Bareilly, and the third on a police dog in Sambhal, giving them a new lease on life." On this achievement, IVRI's Director Dr Triveni Dutt lauded the collective efforts of the entire team and encouraged making this technology available to dog owners nationwide and transferring it to the industry as soon as possible.

Bhubaneswar: The Odisha Cabinet on Friday decided to implement two new schemes for the development of biotechnology and to enhance urban infrastructure. The Cabinet also gave its nod to a proposal to float a tender for Chheligada multipurpose medium irrigation project in Gajapati district. These proposals were approved at the Cabinet meeting chaired by Chief Minister Mohan Charan Majhi. 'The two new schemes, named 'Development of Biotechnology' and 'Mukhya Mantri Sahari Bikash Yojana (MSBY)', aimed at creating employment and strengthening the State's economy,' Chief Secretary Manoj Ahuja told reporters after the meeting. On the 'Development of Biotechnology' scheme, he said it would be implemented in five years, starting from the financial year 2025-26, with an estimated cost of RS 1,113.50 crore. 'The scheme will foster collaboration between industry, academia and research to benefit society and open vast opportunities for biotechnology applications across various sectors, including industry, agriculture, medicine and the environment,' the Chief Secretary said. With the Odisha Biotechnology Policy 2024 in place, the scheme will provide incentives to develop advanced infrastructure for products and services, he said, adding that this will help Odisha become a knowledge-driven bio-economy and contribute significantly to the State's overall economic growth. It will promote higher education, research and infrastructure development in the areas of biotechnology and strengthen a supportive and vibrant ecosystem. On the 'Mukhyamantri Sahari Bikash Yojana, Ahuja said it will 'enhance urban infrastructure and improve revenue models with an integrated approach to city development in line with 'Viksit Odisha @ 2036 vision'. The scheme, with an outlay of Rs 6,000 crore, will be implemented over five years. It is expected to boost urban infrastructure, create large-scale employment and enhance the quality of life for residents. Under the scheme, plans are there to build town halls, crematoriums, community centres, market complexes, roads, drains, vending zones, parks, parking spaces, EV charging stations and mini cold storage units. These facilities will be complemented by the development of micro-tourism projects and neighbourhood marketplaces to energise local economies, the official said. The Cabinet also approved a tender worth over Rs 151 crore for the execution of Chheligada multipurpose medium irrigation project in R Udaygiri block of Gajapati district. The project envisages the construction of a storage reservoir across river Badajore, a tributary of the Vansadhara river, the Chief Secretary said. It will irrigate about 6,260 hectares of land. Besides, the project will provide water supply of 31.54 million cubic metres for drinking and domestic requirements for the people of Berhampur and will also help in fishery development, livestock farming and replenishing the groundwater level. The project will also help generate 36 MW of hydroelectricity along with improving the socio-economic condition of the locality, the Chief Secretary said.
